SMART CARS
American carmakers love to take military research
and technology and spin it off to help sell cars. The ubiquitous
air bag, for example, was inflated partly through a joint
venture between automakers and defense industry ballistic and
pyrotechnic scientists. Now consider the microwave impulse
radar (MIR), which promises to make that innovation lock
primitive.
Developed by engineer Tom McEwan at the
Lawrence Livermore National Laboratory in California to
measure nuclear-fusion reactions, MIR is a S10 radar-on-a-
chip that sends and receives signals through inch-long
antennas. Detroit is licensing these chips from Livermore and
scrambling to engineer them into cars faster than you can say
“options package”. In prototype cars, a transmitter embedded
in the taillight, trunk lid or rear bumper emits 1 million ultra-
short MIR pulses per second; if the beam encounters a wail,
cub or vehicles as the driver tries to park, an alarm sound. Or,
the signals sweep across a car’s blind spots: if the driver

signals for a lane change and the radar beam detects an
oncoming car, the systems triggers a warning light on the
dashboard and even taps the brakes. MIR will add about $ 200
to the base price of a car and should be available in some 1997
luxury models of U.S. cars for these uses and more. There are
so many applications says McEwan, that “it’s like uncorking a
genie.”

STONE SOUP
There is a folk tale about three tired and hungry
soldiers on their way home (Brown, 1947). As they
approached a village, the peasants who feared strangers hid all
the food they had so they would not have to share it with the
soldiers. Prior experience had told them that soldiers were
always hungry and tired. When they arrived in the village, the
soldiers asked everyone they met for something to eat. They
answer was always that no food was available either because
of a poor harvest, or too many hungry children, or the need to
save the grain for seed. The soldiers then decided to try
another approach. They stood in the center of the village and
loudly announced that since everyone in the village was
hungry, they would just have to make some stone soup so that

everyone could be fed. With the villagers’ help they started a
fire put water on to boil in a very large pot, and added three
nice stones. Being curious, and a bit hungry themselves by
this point, the villagers gathered around to watch. After the
water simmered for a while, one of the soldiers commented
that it was too bad there wasn’t any salt and pepper, because
stone soup was so mach better with a little seasoning. Of
course, someone produced a little salt and pepper. Then they
discussed how it would feed so many more people if there
were only a few carrots to add to the soup. Soon, one of the
villagers produced a few carrots. The soldiers commented on
how fine the soup would be with a few potatoes, and another

villager suddenly found several potatoes. This process
continued until a soup filled with vegetables and barley was
cooked then everyone in the village shared bowls of stone
soup, and much of the other food they had stashed away.

By the end of the first quarter of the nineteenth
century a number of our Eastern institutions - Harvard, Yale,
Columbia, an Pennsylvania - had some of the necessary
ingredients of a university, but hardly yet the point of view.
They were little clusters of schools and institutes. Indeed just
after the Revolution, the schools of Pennsylvania and Harvard
had assumed the somewhat pretentious title of university, and,
shortly after, the University of Virginia was founded under the
guidance of Thomas Jefferson. In the South, Georgia and later
North Carolina began to rise. The substance in all these was
mainly lacking though the title was honored. There were
rather feeble law, medical and divinity schools, somewhat
loosely attached to these colleges, It has been commonly
recognized, however, that the first decade after the close of the
Civil War, that is, from about 1866 to 1876, was the great
early flowering of university idea in America.
