Subject GUIDELINES ON THE RELEASE AND UTILIZATION OF THE

LOCAL GOVERNMENT SUPPORT FUND - DISASTER
REHABILITATION AND RECONSTRUCTION ASSISTANCE
PROGRAM IN THE FY 2021 GENERAL APPROPRIATIONS ACT,
REPUBLIC ACT NO. 11518

1.0 LEGAL BASES

Under Special Provision (SP) No. 5 of the Local Government Support Fund -
Disaster Rehabilitation and Reconstruction Assistance Program (LGSF-DRRAP)
in the FY 2021 General Appropriations Act (GAA), Republic Act (RA) No. 11518,
the appropriated amount of Php 4,500,000,000.00 shall be used to aid in
the recovery and reconstruction of the economy and livelihood in the Local
Government Units (LGUs) that are directly affected by Taal Volcano eruption,
Typhoon Quinta, Super Typhoon Roily, and Typhoon Ulysses, as indicated in
the situational reports issued by the National Disaster Risk Reduction and
Management Council (NDRRMC). The appropriated amount shall be used by
the beneficiary LGUs to support the following priority programs and projects:

i) Shelter and resettlements;

ii) Public infrastructure (i.e., roads, bridges, flood control and public
buildings, and multi-purpose buildings/multi­
purpose/evacuation/quarantine facilities);

iii) Education and health services;

iv) Agriculture (crops, livestock, fisheries); and

v) Social Protection.
