Terrorism is a global predicament and no nation is invulnerable to it. 

Good afternoon and assalamo alaikom.

Allow me to rebut two points:


1. The Philippine is not a one issue nation; there should be no duality nor contradiction because
COVID-19 pandemic and terrorism are lethal threats to the country and both deserve attention.
2. The of abuse of the affimartive is wanting in this case, , it is not a requisite of legislation.

As the last speaker of this house, allow me to argue on the practicability of the Anti-Terror Bill.

First point: The Bill was crafted in conformance to Section 4, Article 2 of the Constitution that
states: The prime duty of the Government is to serve and protect the people.

As seen in Section 2 of SB 1083 or the Anti Terror Bill, it is directed to create measures in
conflict management, post conflict peace building, and promote equitable economic
development. (PEqED)

Ladies and gentlemen, the letter and intent of the law is simply but noble.

The Philippines will be exercising its Constitutional rights to implement necessary actions
which is in keeping with The United Nations Security Commission Resolution (UNSCR) 1373
*1624* that directs countries to adopt necessary measures against terrorism in accordance
with their legal obligations under international law.

Thus the birth of ASEAN Convention on Counter-Terrorism of 2007 and Philippines is a


signatory.
In Article 6 of the said convention, it laid down the acts and areas of cooperation which the Anti
Terror Bill also resonates such as :
-To take the necessary steps to prevent the commission of terrorist acts; and
-To prevent those who finance, plan, facilitate4- OR commit terrorist acts. (FPFC)

Which leads me to my second point: Terrorism knows no religion and knows no race.
It should be faced head on with a strong legal structure AND that is the proposition of this bill.

The Bangsamoro is facing new breed of mutating terrorists which the Anti-Terror Bill aims to
eradicate. It has been to the submission of the affirmative house that the Bangsamoro people
will be mostly affected but they failed to highlight and analyze that this Bill will help in
establishing the Bangsamoro identity.

In Section 45 of the Anti Terror Bill, the Chief Minister of BARMM and NCMF among others shall
serve as support agencies for the Anti Terror Council. The Bangsamoro will be given a seat and a
voice in the council.

This will help unveil the terrorists from falsely using the banner of Bangsamoro and it will
expose those who are wolves in sheep’s clothing BUT again, ladies and gentlemen with the
promise of fairness and always due process.
