In the past, when water services were still solely run by the
government, water rates were cheaper but access to water was
much more difficult. It was a necessity for every house to have
a water tank and a water pump. In fact, it was not uncommon
for people to be buying water from fire trucks.

2. Indeed, the costliest water is NO WATER.

3. Ladies and gentlemen, Your Honors, good evening.

4. As the last speaker of the negative side, I will prove to you


that it is not practicable for water services to be nationalized
because based on a cost benefit analysis, our country will stand
to lose more and make public water worse.

5. Your Honors, Ladies and Gentlemen, in tonight’s debate,


there were two areas of contention:

substantiate their claim and based its argument mainly on:

7. Your Honors, according to the PSA in its report in November


2019, the Water Index for Low Income Households recorded
and annual decline of 1.3% and in NCR, declined further by
5.9%.

8. MWSS Regulatory Chief Emmanuel Caparas said in July 2019


that this means water prices are going to stay the same or even
go down. So the fear of water prices continuing to skyrocket is
distant and merely hypothetical.

9. Also, let us not forget its contribution to the Philippine


economy, over P1.7Billion in taxes and concession fees of over
P200 million every year will be lost to the government in the
event of nationalization.

10. Moreover, nationalization would simply be not feasible


considering that the Philippines, according to the BSP, is $80.4
billion dollars in debt and thus is incapacitated to assume the
water concessionaires’ debts and procure their assets.

11. Secretary Guevarra admitted that the Philippine


government still has to rely on private concessionaires for the
distribution of water supply since the government is unable and
incapable of taking over water operations.
