Facilites ~ Higher risk sports February 1, 2021 : Reereational Facilities Owners/Operators FROM: Oneida County Health Department (OCHD) HEALTH ADVISORY: HIGHER-RISK RECREATIONAL SPORTS FACILITIES ‘+ New York State's Interim Guidance For Sports And Recreation During The Covid-19 Public Health Emergeney eategorizes sports and reereation activities as lower risk, moderate risk, and higher risk, Wrestling, football, ice hockey, basketball, contact lacrosse, martial art, rugby, volleyball, competitive cheer and group dance other sports and reereation activities with similar abilities to maintain physical distance andior limit exposure to shared equipment prior to such equipment being cleaned and disinfected are among the sports categorized us higher isk, ‘© On January 22, 2021, Governor Cuomo announced that effective February 1, 2021, participants in higher rsk sports and recreation activities may partake in individual or distanced group taining and organized noflow.contact group training and may partake in other types of play, including competitions and tournaments, only as permitted by their local health department ‘© The Interim Guidance For Sports And Recreation During The Covid19 Public Health Emergency stipulates that the following fectors should be considered regarding higher risk sports, which may weigh against permitting such setvities Whether a more-transmissible variant of SARS-CoV-2 (the virus that causes COVID-19 disease) has been identified by New York State Department of Health (NYSDOH) inthe area, + Currently there have been no cases of a more-transmissible variant of SARS-CoV-2 identified in Oneida County + Local rates of SARS-CoV-2 transmission or rate of positivity. + Local rates of positivity and of transmission (Rt) ar at acceptable levels to permit higher risk sports with restrictions and have been on @ downward trend since the first week of Janay. * Local ability to monitor and enforce compliance with requirements. + In order for OCHD to effectively monitor and enforce compliance with ‘equiements, OCH must have the full participation, assistance and ‘cooperation ofeach recreational sports facility which wishes to host ligher tisk sports BACKGROUND “The World Health Organization defines health as “a state of complete physical, mental and social ‘well-being and not merely the absence of disease or infirmity.” Regarding SARS-CoV-2 and participation in sports the American Academy of Pediatrics has indicated that r-engaging in sports activities has physical and psychological health benefits. Participating in sports allows ‘youth to improve their eardiovaseular health, strength, body composition, and overall fitness. Mentally, youth may experience benefits from increased socialization and from a more structured routine Both the psychological and physical benefits support developmental growth and can have immune system benefits. ‘The State's decision to permit higher-isk sports and recreation activities does not mean that the risk inherent in higher risk sports activities has changed. Any time people are gathered, there is a Fisk of exposure to SARS-CoV-2, which ean lead to serious medieal conditions and even death. ‘Symptomatic and asymplomatic individuals can spread the virus. Masking, distancing, and other mitigation measures reduce, but donot eliminate tsk, Further, there i a significant risk of transmission to those in the home of an infected athlete. At present, it eannot be predicted who will ecome severely il, although older people and those ‘with underlying health conditions are at higher risk, The long-term effects of SARS-CoV2 are not knavwn: even pele with mild eases may experience long-term complications. Players, parents, coaches, referees and officials should understand that social interactions outside of an actual practice or eompetition (eg. locker rooms, buses) are also potential places of transmission among student-athletes. Regarding clusters of SARS-CoV-2 cases among athletes, at this time, there is insufficient data to determine whether transmission is more likey to have ‘ecurred because of the nature ofa given sport or because of the social factors and enviroament surrounding the athletes and teams. ‘Ultimately, the decision falls on the parents/guardian to decide whether they will allow their children to participate in a given sport or ativity. ‘The effects of SARS-CoV-2 transmission are ‘numerous and far reaching, Before choosing to participate in any higher risk activity, parents and facility ownet/operators must educate themselves sbout the potential ramifications of participation. On January 26,2021, the CDC published in its “Morbidity and Morality Weekly Report” (*MMWR")a study entitled “SARS-CoV.2 Transmission Associated with High School ‘Wrestling Toumaments — Florida, December 2020-Januaty 2021” which sets forth the SARS- CoV-2 transmission and related consequences resulting from a wrestling tournament held in Florida in early Devember 2020 (soe attached article) Athletes willbe permitted to participate in recreational higher-risk sports facilities in Oneida County provided that each recreational sports facility prepares plan for approval by the OCHD adheres tothe requirements set forth below. OCHD will have two objectives when reviewing and monitoring plans which provide forthe safe participation in higher risk sports: first, to prevent any participants (athletes, coaches, referees, officals, trainers, spectators, ct.) fiom contracting SARS-CoV-2; second, tothe extent a participant contracts SARS-CoV-2, 0 swiflly and effectively curtail the opportunity for the vius to be transmited to others. REQUIREMENTS KOR HIGHER RISK_SPORTS IN ONEIDA COUNTY Bach owner/operator ofa ficility which provides spaces for higher risk resreational leagues and sports, must oversee the ereaton ofa spor-specifi preparedness plan that delineates: ‘© Apilan administrator, who is responsible for communicating the plan to athletes, coaches, parents, trainers, refereesofficals, et. © Aplan coordinator, who will serve as a point of contact, should any cases be identified, The coordinator must facilitate and asist with case investigation and contac elicitation and notification ‘oA dsily system to ensure that no one associated withthe facility is ill, including all employees. © Assystem for logging attendance by all individuals associated with the facility, including referoes/oicals hired by the facility and spectators. The system must ‘capture names, phone numbers and email addresses. ‘© How practice and game times can be staggered to avoid crowding and congestion ‘winen participants, referees/olicials and spectators ate arriving, playing, and leaving. ‘© How sharing of objects (e., water bottles, towels, snacks) will be avoided and the use of dedicated personal equipment encouraged. (© How locker rooms and facility shower use can be avoided, ‘© How congregate dining will be minimized and when itis necessary, how NYS social istancing regulations related to dining and gatherings will be adhered to, + Each sports facility shall have every participant or parent/guardian of a participant, s the ‘case may be, sign a SARS-CoV-2 informed consent that, at a minimum, acknowledges tha: ‘© Participation in the higher-rsk sport places the student-athlete at rsk of exposure to SARS-CoV-2. ‘©.
