National Level Plan

1. The National Level Plan is made by the National Physical


Planning Department (NPPD).

2. Under the Town & Country Planning (Amendment) Act No.


49 of 2000, the NPPD is legally entitled to make the national
level plan.

3. The NPPD made its first national level plan in year 2011,
targeting 2030.

Regional Level Plans

1. The Regional Level Plans are made by the National Physical


Planning Department (NPPD).

2. Under the Town & Country Planning (Amendment) Act No.


49 of 2000, the NPPD is legally entitled to make the regional
level plans.

3. The NPPD has made regional plans for Northern, North


Central, Eastern, Sabragamuwa, and Uva provinces, along
with the National Physical Plan in year 2011.

4. Regional plans are made for the provinces.

Local Level Plans

1. The Local Level Plans are made by the Urban Development


Authority (UDA).

2. Under the Urban Development Authority Act No. 41 of 1978


the UDA is legally entitled to make the local level plans.

3. The UDA makes local level plans for the declared urban
areas in Sri Lanka.

Local Level Plans

What are “Declared Urban Areas”?

Where the Minister of Urban Development is in opinion that


any area is suitable for urban development, the Minister
may by Order under Section 3(1) of the U.D.A. Law No. 41 of
1978 declare such area to be an Urban Development Area.

So far, in Sri Lanka, all 23 Municipal Council areas and all 41


Urban Council areas and 165 Pradeshya Sabha areas are
Declared Urban Areas by the UDA.

areas.

NPPD is responsible for non-


declared areas.

Site Level Plans

Site Level Plans are made to guide the detail application of


development projects on the sites.

Example: Beira Lake Restoration

Site Level Plans are known as Development Guide Plans

Development Guide Plan is a document that guides the investors within a locality
addressing the unique character and identity of the place.
