SITUATIONER As of 6:00 PM, 18 August 2020, a total of 748 DepEd personnel (including the Central Office) and learners have been confirmed to be COVID-19 positive. Coben! In the Central Office, there are 15 confirmed cases, with 9 being active, 5 recovered, and one (1) death. Following new provisions from the recent issuances of the Department of Health (DOH) as well as adjustments necessitated by the issues encountered and lessons learned from the initial implementation of the DTFC Memorandum No. 68 and need to provide immediate support and assistance to the growing number of COVID-19 cases in the CO, updated protocols shall be issued. In support of this, an orientation for Heads of Offices, designated technical support staff, and designated Psychological First Aid (PFA) providers from each office in the CO were oriented and trained on the protocols for case management and the provision of PFA last Monday, 17 August 2020. A. General Process and Protocols The general process for reporting, coordination, and response is as follows: 0 Cline. Medical Doctor 1, Immediate reporting to the Head of Office and CO Clinic Doctor. All shall inform within 24 hours their immediate supervisor/Head of Office, and the CO clinic medical doctor if they are: exposed to a close contact; are a close contact; or a confirmed COVID-19 case. 2. CO Clinie Doctor Response. The CO Clinic Medical Doctor shall, act immediately and appropriately, in close coordination with thd of Office of the personnel concerned. The Doctor shall likewise coordinate with the CO Task Force COVID-19 (COTF-COVID19), which in turn shall reach out to other relevant DepEd offices and authorities 3. COTF-COVID19 Response. a. The CO Task Force shall then coordinate the provision of necessary assistance with the following: i, BHROD for assisting in PhilHealth requirements, and facilitating other assistance and other benefits ii, BLSS-SHD and DRRMS for providing _ necessary assistance as coordinated by the BHROD, and preparing and releasing status reports based on reports submitted by the COTF-COVID-19 iii, Head of Office of concerned personnel for preparing status reports and updates on the case while maintaining the confidentiality of the identity of the personnel concerned, and submitting the same to the COTF-COVID-19 b, Within 24 hours of being notified of a confirmed case, the chairperson of the COTF-COVID19 shall convene offices to discuss and implement a case management plan: i. Issuance of advisory within 24 hours from confirmation of information about a positive case ii, Partial or complete lockdown of CO for disinfection iii, Contact tracing, notification, quarantine, monitoring, etc. iv. Issuance of follow-up advisories at least every 3 days, or as frequently as necessary As a summary, roles and responsibilities of CO offices are as follows: Central Office Task Force COVID-19 Oversee and coordinate overall case (including the CO management Clinic, CO-QMT) Coordinate closely with COTF-COVID19, and prepare and submit to COTF-COVID19 status reports and updates on the case (supported by Head of Office of a technical staff) concerned personnel Provide needed psychosocial support to concerned personnel (assisted by designated and trained PFA provider) Assist in PhilHealth requirements, and seit facilitating other assistance and other bens Provide necessary assistance as coordinated BLSS-SHD and by the BHROD, and include COTF-COVID19 DRRMS, reports in DepEd COVID-19 Situation Reports for ExeCom Meanwhile, all personnel are expected to: 1. Be oriented on and conform with/abide by the latest required health standards per DepEd and DOH issuances, and the provisions of the DIFC Memo on the protocol of case management 2. Keep a daily record of all the persons they come in contact with 3. Provide their Head of Office/immediate supervisor their personal ‘emergency response plan. 4, Have identified their respective BHERTs and their contact information and be informed about their BHERT's referral system 5. Have identified the nearest community quarantine units/isolation facility and testing centers in their respective localities 6. Be knowledgeable about how to access the health services and other forms of assistance available in their respective localities 7. Know the CO Task Force COVID-19 and their contact numbers 8, Regularly provide their immediate supervisor of all necessary updates related to their being exposed to a close contact/suspect case/probable case, or being a close contact of a confirmed case, or being a confirmed case, including their conditions and the interventions being done B, Specific Protocols Case/scenario-specific protocols and guidelines are likewise provided for when personnel: 1. Manifest flu-like symptoms 2. Are asymptomatic and informed that they have been exposed to: (1) a close contact of a confirmed COVID-19 case; (2) a suspect case; or (3) a probable case 3. Are asymptomatic and informed that they are a close contact of a confirmed COVID-19 case 4, Are confirmed that they are positive of COVID-19 and they have mild symptoms and not hospitalized 5. Are confirmed that they are positive of COVID-19 and they are hospitalized but not critical 6. Are confirmed that they are positive of COVID-19 and they are critical Flowcharts are attached as Annex A. C. Isolation of Personnel and the use of NEAP Marikina as the DepEd CO Temporary Treatment and Monitoring Facilit For the needed isolation of personnel, the following options are available when hospitalization is not required: 1, Stay at home (when standards are met) 2. Nationally-/LGU-managed temporary treatment and monitoring facility (a facility of their choice, or as designated by their BHERT) 3. CO-designated quarantine facility (with DepEd support and assistance). This is currently NEAP Marikina, NEAP Marikina is currently designated as the temporary treatment and monitoring facility of the DepEd CO. It is primarily for: i, personnel who are symptomatic (but do not require hospitalization) with no known exposure to a confirmed case (as an extra precautionary measure internal to DepEd) ii, personnel who are exposed to a symptomatic personnel (as an extra precautionary measure internal to DepEd) iii, personnel who are exposed to a close contact/suspect case/probable case and who need to undergo self- observation and/or testing iv. personnel who are close contacts of a confirmed case Given the evolving situation, a new set of guidelines is being finalized to allow the use of the facility for: i. confirmed cases of COVID-19 and are asymptomatic or with mild symptoms and do not require hospitalization ii, immediate family members of personnel concerned, only when warranted under special circumstances, as determined and recommended by the CO Task Force COVID-19, and approved by the DepEd Task Force COVID-19 A Central Office Quarantine Management Team is being created to take charge of the management of NEAP Marikina. The CO-QMT shall operate under the COTF-COVID19, and shall perform the following functions through the designated offices: CO Clinic ‘Treatment, Monitoring, and Overall Facility Management (including necessary mental health and psychosocial support services) BLSS-YFD ‘Transportation and Accommodation BLSS-SSD | Provision of Food AS-Records Division Provision of Medical Supplies I. MANAGEMENT OF CASES IN DEPED FIELD OFFICES Following the issuance of DTFC Memorandum No. 68, an orientation/consultation was conducted with field-based COVID-19 DRRM ‘Teams. As an agreement and way forward, the DTFC-19 is currently finalizing specialized guidelines that would formalize existing case management protocols in the field. This shall be informed by existing national DepEd, DOH, and IATF guidelines, and good practices from DepEd field offices.
