‫‪UJO to adjust child care‬‬
‫‪payments to size of‬‬
‫‪households‬‬
‫‪Fixed income-based phase-outs regardless of dependents‬‬

Democrats in Congress unveiled legislation that would send $3,600 per
child younger than 6 and $3,000 per child up to 17 over the course of a
year, beginning in July. The proposed child care credits are now slated to be
phased out for Americans earning $75,000 or more and couples earning
$150,000 or more annually.

The current xed “ceiling” based on annual income does not change based
on the number of dependents in the household, a move that would
disproportionately a ect large families throughout the United States.

In discussions with the o ce of US Senate majority leader Senator Charles

Schumer this week, Rabbi David Niederman, president of UJO, advocated
that the cap be adjusted to factor in family sizes.

Locally in New York City, as well as in many other communities around the
country, large families are struggling with child care and other day to day
expenses, he explained. At its current version, the child care payments will
EXCLUDE many of those struggling families and their young children who
are still very needy and dependent on the proposed payments.

As an alternative to the in exible phase-out, Rabbi Niederman urged to

implement the AMI Scale, widely used as the pillar of means-testing in most
other federal assistance programs.

Momentum is building for the proposed legislation, e ectively as a one-

timer for a year, but some in Washington indicate a drive to make it
permanent, a sweeping move that could reshape e orts to ght child
poverty in the US.
 

UJO joins drive to pass major

medical billing protections

 
This week, we have joined the broad statewide coalition calling for passage
and signing of major patient protections against rounious hospital billing
practices. The bill was approved by the NYS Assembly health committee by
a 19/7 vote.

The “patient medical debt protection act” would enact a series of

regulations to protect patients, especially low-income individuals and
families, from aggressive action by hospitals to pursue medical invoices
that were confusing and unpredictable in the rst place.

“For our community this issue is close to heart,” explains Rabbi David
Niederman, president of UJO, which is assisting thousands of clients
annually with medical insurance needs and advocacy, including holocaust
survivors, the elderly, vulnerable and low income familes. For many years,
the Community Service Society (“CSS”) has been providing critical assistance
for UJO in this endeavor. Now, we joined dozens of CBOs who signed up to
support this bill.
“We have numerous cases of clients losing coverage, or nding themselves
uncovered on speci c procedures unwittingly,” he added, noting how
“many ill and seniors face severe distress when they start being hit by
surprise bills, collection notices, exuberant interest charges, and, in the
most-extreme cases, lawsuits.”

Per CSS, more than 4,000 New Yorkers have been sued by 55 di erent
hospitals since the COVID pandemic started, while over 50,000 patients
have been sued by New York’s non-pro t hospitals since 2015. We signed
on to seek legislative support for the bill. Rabbi Niederman also thanked
Assemblyman Daniel Rosenthal for voting for the bill in the committee.

 
 
Special “Heating Fund” now
taking applications for $200
heating support
A National Grid program in collaboration with HeartShare
 
Amidst Brooklyn’s frosty weather, and more snow and ice around the
corner, many families struggle with covering their utility bills, forced to
choose between switching on the steam or putting more produce on their
breakfast table.

There is help. We are glad to announce that this Monday, February the 8th,
National Grid opened its Neighborhood Heating Fund for the current
heating season.
 
This fund will grant $200 for individuals or families in need, to help cover
their NG bill. Funds will be applied even if the grant is more than current
balance and will thus create a credit on account.

To be eligible, applicant must be a National Grid customer, and must have

applied for all HEAP assistance they are eligible to receive at the time of
NHF application, including Regular HEAP (for customer’s main source of the
household’s heat), Emergency HEAP (for emergency assistance after shut
o or warning thereof), and Domestic Electric Emergency HEAP (speci cally
for customers that heat with other utilities or fuel vendors (oil, propane,
etc.) and require electricity to operate their heating systems (thermostat,
oil)).

Families receive free bread and

produce
 

Dozens of families in Williamsburg enjoyed a free supply of bread and

produce, distributed this week by UJO at its local headquarter o ces. 

We are grateful for the Met Council for enabling us to do this distribution.

Families enjoyed the free distribution of bread, apple, potato and

watermelon, with plenty of supply for all to take as needed.

“Food security is a top priority at this COVID-19 juncture,” said Rabbi David
Niederman, president of UJO. “We are utilizing every avenue and e ort to
bring food security to the community.”
