Background of the Project:

The PUblic Information, Support to Operation (PU.S.O.), is a proposed


project of PLTCOL DEMOSTHENES P MAGNAAN, Force Commander, 2 nd Leyte
Provincial Mobile Force Company as part of the KKDAT Activities or initiatives
and our Counter Sectoral Organization effort under the Peace, Law Enforcement,
Development Support (PLEDS) Line of Efforts (LOEs) in reference to E.O. 70
that would encourage the participation of the community to be bold and be heard
particularly the schools. Customarily the PNP has its suggestion Box in every
PNP Station, however, its concept and operation seem no longer effective since
it is not being utilized by the public or community in order to get their
feedbacks/suggestion/reports of incidents that needs confidentiality. With this,
the Project PU.S.O. was conceptualized to cater to the present program trust of
the present administration not only to End Local Communist Armed Conflict
(ELCAC) and the Enhanced Comprehensive Localized Integration Program (E-
CLIP) but also on Anti-Criminality, Anti-Terrorism and Anti-Illegal Drugs. This will
help also in the attainment of the objectives of the PNP enhanced and
Revitalized Internal Cleansing Program. A tool to support the objectives of
Retooled Community Support Program (RCSP) of DILG and the Community
Service Oriented Policing System (CSOPS) of the NAPLOCOM
The PU.S.O. Corner will be put-up in different areas in our AOR particularly in
Schools/Barangays. A PUSO feedback and suggestion form will be devised, Hotline
Numbers and FB Page will be provided for online reporting. The People in the
community/students may report crime incident, presence and activities of CTGs and
other related concern to PNP by accomplishing the PUSO form and dropping the
accomplished form in the PUSO suggestion box. The information provided could help
in addressing Community issues and security concern; preventing and solving crime
incident and prevent our youth from being victims of CTG recruitment. The information
will be treated confidential. The 2 nd Leyte PMFC is proposing for the soft launch of the
PUSO Project on Valentine’s Day. We are recommending that this Project Proposal
once approved by PRO8 Command Group Shall be adopted and cascaded to all PNP
Line Units in PRO8.

Objectives:

1. To encourage the public to participate in the campaign of the government


against illegal drugs and in the suppression and prevention of crime and to
ELCAC;
2. To help the LGU, other Government Agencies and PNP to improve its
services to the public;
3. To help in the PNP Internal Cleansing Strategy; and
4. To strengthen Police-Public Partnership.

Program Organization and Administration

1. The Chief, RCADD and FC,2 Leyte Provincial Mobile Force Company will
be the over-all in charge of the program in collaboration with the; Chief,
PCADD, LPPO; COPs, LCEs, DepEd, CHED and other collaborating
agencies.
2. PUSO suggestion box will be fabricated and installed in different
schools/workplace in our AOR.
3. The PUSO suggestion / feedback form will be produced and will be placed
near the box. The Hotline Number/FB Page/FB Account shall also be
published for online reporting.
4. The community/students/respondents will fill-out the PUSO form and drop it
to the PUSO Box.

5. 2 Leyte PMFC personnel and/or territorial unit will visit the suggestion box
either daily/weekly in different schools within AOR to check if there are
filled-up / accomplished forms and make necessary actions depending on
the concern o issue.
6. To ensure our success, the project should be adopted by the different POC
in different levels as its Innovative Program or Initiatives to the Anti-
Criminality Campaign and Anti-Insurgency Campaign in reference to the
DILG Directive (DILG Memo Cir 2019-143 dated August 29, 2019
7. The Project should also be Adopted by RPSMU8 and the PRO8 Advisory Council in
all Levels as our Best Practice in relation to the PNP PATROL PLAN 2030.

8. All information provided in the PUSO feedback forms will be considered confidential.

9. Every PNP Line Unit shall religiously maintain/keep records of accomplished


Feedback/Incident Forms. SocMed Operators shall publish success stories/positive
feedbacks and check report online. They shall likewise conduct good Information
Operation on reports with or without basis/false accusation against PNP and its
personnel to protect the image of the organization

EXPECTED OUTPUT:

1. Improve Police Visibility as a deterrent to crime. (Felt and Seen)


2. Help Improve/Increase Crime Solution and Crime Clearance Efficiency.
3. Support the present administration to ELCAC as our initiatives other than
the KKDAT.
4. Help improve our effort on PNP internal cleansing strategy thru
community reporting.
5. An effective tool or avenue for IO/PSY OPS.
6. Improved Police-Public Partnership

1. Cascaded, adopted and implemented in to the whole country if possible.
2. Computerized PUSO feedback will be fabricated and PUSO
feedback/suggestion feedback through mobile APPS will be done/created
thru the help of ITMS
3. Adopted by CPSM as our Best Practice in relation to the PNP PATROL
PLAN
