1.Training target
To enable participants to understand public policy evaluation and public services in China;
learn how to rationally design a public policy evaluation system; learn how to improve public
services; initially grasp the methods to improve government effectiveness and efficiency; at the
end of the course, students can, based on what they have learned, put forward suggestions for

procedures, including planning and preparation, organization and implementation, summary and
reporting, etc.

3. Cloud Platform Field Visits
This seminar will arrange special personnel to visit Jinan City, Shandong Province. Jinan
is the capital of Shandong Province and the political, cultural and educational center of
Shandong Province. Trainees will visit Jinan Human Resources Industrial Park and Jinan
Migrant Workers Comprehensive Service Center through the cloud platform. Qingdao, where
the project is held, is a city specifically designated in the state plan and an important coastal
city. It is the venue for major international events and political and economic summits such as
the Olympic Sailing Games and the Shanghai Cooperation Organization Summit. The trainees
will inspect Jimo Administrative Approval Service Hall, "Beautiful Country" Construction
Project in Longquan Street, and Jimo Talent Exchange Center through the cloud platform.
4.General information about lecturers
The lecturers of this project are mainly from Ocean University of China, Shandong
Administration College, Qingdao University, Qingdao University of Science and Technology,
Shandong Public Employment and Talent Service Center and other institutions. Each lecturer
 has a senior professional title or an administrative position above director level with rich
research and practical experience in assessment, public management and services, etc., which
can ensure the high-quality and efficient completion of the project.
5.Materials that participants need to prepare
In order to facilitate communication with Chinese experts, please prepare communication
materials related to the subject of the training, such as: ①Introduction of the profession and
organization or department; ②Public policy evaluation, public management and public
service development status and existing problems; ③ The current cooperation with other
countries and international organizations in your country; ④The cooperation basis with China,

Shandong Foreign Trade Vocational College is the university with the longest history in
Shandong Province with foreign trade and economic vocational education. It is a national high-

Research Center. Shandong Foreign Trade Vocational College is affiliated to Department of
Commerce of Shandong Province and has close ties with the provincial and municipal
commercial bureaus. It can take advantage of various resources of Shandong province and
maintain close contact with thousands of companies, and has established more than 200 off-
campus training bases in cooperation with famous companies such as Hisense Group and
Alibaba Group.
Since 2012, our college has completed 223 sessions of the Ministry of Commerce’s foreign
 aid training program, with 5908 participants from 130 countries and regions. Among them, there
are 13 Ministerial Workshops, 16 overseas training programs with 23 seminars. Through
training, our college has signed cooperation agreements with relevant institutions in more than
50 countries including Uganda, Uzbekistan, Dominican Republic and etc.and has established 12
overseas training centers in Sudan, Liberia, Eritrea and other countries. The rich experience in
foreign aid training has laid a solid foundation for our college to continue undertaking national
foreign aid training tasks.
In 2019, our college successfully held the "Overseas Seminar on Public Policy and
Performance Evaluation in Ecuador". Teachers from our college went to Ecuador to hold
overseas training courses and achieved great results. In addition, we successfully held “Seminar
on Improving the Administrative Ability of Palestinian Public Sectors in 2018”, “Seminar on
Public Administration Officials in Equatorial Guinea in 2018”, “Seminar on Administrative
Ability Management of Local Governments in Montenegro in 2018”, “Seminar on Local
Government Administration in Zambia in 2018” and other public administration and public
service themed seminars. It has accumulated rich training experience in the improvement of
administrative capacity and public services, and received many Thanks Letters from
participants. Seminars were reported by domestic and foreign media, which has achieved
positive social influences and training effects.
