INTRODUCTION
The purpose of this study is to evaluate the existing drainage conditions at the proposed site and
vicinity and to determine the potential impacts from the proposed improvements.
Recommendations will be included to mitigate any impacts from the proposed improvements to
demonstrate no potential impacts to the existing Imperial Irrigation District drainage facilities and
surrounding properties.
Calculations for storm water detention are included in this report to demonstrate compliance with
Section III of the “Engineering Design Guidelines Manual for the preparation and checking of Street
Improvement, Drainage and Grading Plans within Imperial County” from the County of Imperial
Department of Public Works, 2006.
I. EXISTING CONDITIONS
The California Ethanol + Power, LLC proposed project is located in the County of Imperial,
California. The site is currently undeveloped, rural agricultural land. The proposed land is
approximately 160 acres and square in shape. The southern boundary is adjacent to the Rose 7
Drain (an earthen drainage ditch for irrigation water runoff) and E. Keystone Road, a public
maintained asphalt, two lane road. Aligning the eastern and western boundaries are open
channels that are part of the elaborate drainage system in the area.
According to recently published USGS 7.5 minute maps the existing site is generally flat. The
proposed site is at the high point relative to the near vicinity. The ground generally slopes away
from the site at approximately 0.0022 ft. / ft. The USGS map can be found in Appendix A
In addition, the site has been mapped outside of all special flood hazard areas and is given a
designation as Zone X as shown on FEMA Flood Insurance Rate Map (FIRM) Panel
06025C1375C. Zone X is described as: “Areas to be outside the 0.2% (500 year) annual chance
floodplain.” Refer to Appendix B for the FIRM map.
The site is located within the Imperial Irrigation District and surrounded by a system of open canals
and drains. From the data obtained from USGS, aerial photography, and FEMA, it is determined
there are no overland flows through or to this site. Other than the existing drains that surround the
property, this site has no existing drainage issues.
The proposed improvements are for an industrial ethanol plant that will encompass the entire 160
acres. The ethanol plant will truck the input product and processed material to and from the site,

requiring large areas for trucks to queue, load, unload, and park. The draft site plan can be found in
Appendix C.
The site is designed with two on-site retention ponds, one for stormwater and the other for
operational uses. The operational water pond will come from the Imperial Irrigation District. The
design will be to store 6 days of water for plant operations. The second retention pond on-site is
per the Imperial County requirements of 3 inches across the entire site without using a reduction
for run-off coefficient. Retention basins are to empty into Imperial Irrigation District drains
surrounding the property within 72 hours after receiving water.
The stormwater retention pond is designed to discharge to the Imperial Irrigation District Rose
Drain. This design and report will follow in another document. The Rose Drain extends north along
the east side of the site for about 400 feet, then diverges northeasterly. The Rose Drain is
approximately 10 to 15 feet deep. Intermittent sections of concrete ditch lining (trapezoidal shape)
extend north-south near the center of the site.
The proposed project shall provide additional grading and drainage construction plans for approval
by the county to insure standard slopes for surfaces, channels, and conduit are throughout the
facility design to retain all stormwater on-site.
The finished pads shall be graded per state and local codes, with elevations at or higher than the
established 100-year flood elevation and surrounding grades. These improvements will not
change or have an effect on the FEMA Flood Designations since the proposed pad elevations will
be higher elevations that the site is currently. Thus there is no change or impacts to the on-site
hydrology.
The site improvements will not change, modify, or drain to existing channels surrounding the site.
The site design will incorporate proper setbacks and slopes to insure no impacts to the existing
drainage system. Thus there is no change or impacts to the off-site hydrology.
V. HYDRAULICS
The site drainage will flow into an on-site retention pond designed for a 72 hour period and sized
per the Imperial County requirements. The design standard is for 3 inches across the entire site
without using a reduction for run-off coefficient. The site is 160 acres, thus requiring roughly 40
acre-ft. of capacity in the stormwater retention pond. The pond will be required to have a minimum
1 ft. free board and shall be a minimum 5 ft. from highest historical groundwater depths. The
Stormwater Retention Pond shall be maintained by the owner to insure capacity is available on an

annual basis. Based upon historical groundwater depths reported at 14 ft. by other documents
sources at the site, the ponds shall be designed approximately at a depth of 8-10 feet. This will
fluctuate based upon many factors such as geological and soil conditions, historical groundwater
depth, grading and drainage plans, and other items that may come into play as the project
progresses.
Since this site is not in an existing FEMA Flood Zone and the Imperial Irrigation District is designed
to accept off-site drainage within the area, the drainage impacts from the proposed Ethanol Plant
are minimal. With proper site design to maintain and not impact the surrounding drainage canals
and detain stormwater run-off, any potential drainage impacts from the proposed improvements will
be mitigated.
