MESSAGE FROM THE CHAIRMAN
In another leap forward, a total of 401 meetings of Senate Committees were held during
PY 2019-20 compared to 196 in the previous year. Committees disposed of legislative
business, exercised oversight on the Executive, and intervened for relief to the public at
large in various matters. The Committees also scrutinised budgetary allocation and
utilisation of the Ministries/Divisions concerned for better fiscal and financial
management of taxpayers’ money.
At the same time, the Senate of Pakistan continued to assert its principled stance in
many international conferences held in the PY 2019 – 2020. The delegations
represented the Senate on issues such as gender equality, trade, economics, climate
change, human rights, terrorism, health, education and more. Most importantly, the
delegations from the Senate of Pakistan left no stone unturned to highlight the brutal
violence and atrocities being committed against the brave people of the Indian-held
Jammu & Kashmir. These efforts resulted in widespread awareness and international
condemnation of the inhuman treatment meted out to Kashmiris under an unending
curfew by the Indian occupying forces.
Outreach programs and initiatives continued with full zeal and vigour for the creation of
awareness among public in general and youth in particular about participatory
democracy. Senate of Pakistan laid special emphasis on national austerity drive and
considerable savings were made in all heads.
On the Secretariat front, administrative reforms were introduced and facilities provided
to the Senators and Senate Staff were improved. Some such initiatives included
establishing a Parliamentary Coffee Corner in the building, increasing office spaces,
renovation, modernisation etc. A rotation policy was also adopted for the very first time
to allow officers and staff to experience working in various branches, one such was the

rotation of Table Officers in the House during the Senate session, so as to train all
officers in the core House business.
It is heartening to see such trust and momentum building up, and I take great pride in
the confidence invested in my office. On behalf of all Members and the Senate
Secretariat, I thank you for taking interest and learning more about the Senate of
Pakistan. I hope this report provides an interesting glimpse into the work that is
accomplished every day on behalf of people of Pakistan.

RESOLUTIONS
Resolutions passed by the Legislative bodies are a formal reflection of the will and the
overall prevailing sense in that particular organ. It can be in a number of forms, ranging
from a declaration of opinion, a recommendation, or a message, or commend, urge or
request an action, or call attention to a matter or situation by the Government or in such
other form as the Chairman may consider appropriate. A total of 288 Resolutions were
received by the secretariat, 228 Resolutions from amongst those submitted were held
as admissible, while 41 were held as inadmissible on technical grounds and 18 were

MOTIONS UNDER RULE 218
Rule 218 of the Rules of Procedure and Conduct of the Business in Senate, 2012
provides a tool to move a motion that policy or situation or statement or any other matter
be taken into consideration. Motions under Rule 218 provide ample opportunity for
members to raise policy and institutional issues and discuss them at length. Various
issues were the subject matter of the motions under rule 218 in parliamentary year
2019-20.Total three hundred and eighty six (386) motions under rule 218 were received.

9. Senator Mushahid Ullah Khan raised a point regarding bleak future of the

Islamabad Club and mushroom growth of private clinics and hospitals in
Islamabad. The matter of mushroom growth of clinics in Islamabad was

11. Senator Fida Muhammad spoke about the issues being faced by the Umrah
Zaireen at Islamabad Airport. The Matter was referred to the Standing
Committee concerned.
12. Senator Muhammad Javed Abbasi spoke about appointment of Vice Chancellors
in Public sector Universities on favoritism basis. The matter was referred to
Committee concerned. He also spoke regarding appointment of Vice
Chancellor of Health Services Academy Islamabad by violating the rules. The
Matter was referred to the Standing Committees concerned and the
Chairman also directed the Secretary Senate to seek report from the
Ministry.
13. Senator Abdul Rehman Malik pointed out that the State TV channel i.e. PTV is
not giving equal representation to treasury and opposition benches in their TV
talk shows. The Matter was referred to the Standing Committee concerned.
14. Senator Sirjul Haq spoke about deteriorating condition of Hub to Quetta and KHI-
Sukkur roads and number of accidents on these roads causing loss of precious
lives. He further stated that there is no emergency response service on these
roads. The Chairman directed that matter be referred to both Provinces and
National Highways Authority for report.
15. Senator Kauda Babar spoke about a project named Eastbay Expressway under
CPEC due to construction of which the local fishermen are suffering as their
proposal are not being considered. The Matter was referred to the
Parliamentary Committee on CPEC.
16. Senator Muhammad Ali Khan Saif spoke about number of DAE diploma holders
in country who cannot further pursue B-Tech Degree due to recognition and
equivalence issues by the PEC. The Matter was referred to the Standing
Committee concerned.

17. Senator Lt. Gen. (R) Salahuddin Tirmizi spoke about the issues of non-payment
to the people whose land was acquired for road from Kaghan to Babusar top. He
also spoke about the delay in completion of new Balakot City Project.Senator
Syed Shibli Faraz also spoke on the issues. The Chairman directed that the
concerned Committees may expedite the matters referred by the Hon’ble
Member.
18. Senators Mushahid Ullah Khan and Abdul Rehman Malik spoke about report on
the issue raised in the House on 10-01-2020 regarding demolishing of walls of
the house of Senator Ch. Tanvir Khan in his absence without any prior notice.
The Chairman asked to committee to visit the site and give complete report
to House.
19. Senator Syed Muhammad Sabir Shah spoke about use of narcotics in
educational institutes which has destroyed the generation. The Matter regarding
narcotics was referred to the Standing Committee concerned.
20. Senator Nauman Wazir Khattak spoke about deputing of officers of Commerce
Group as Commerce attaches. No Key Performance Indicators for commercial
attaches. He also spoke on corruption in Anti-Narcotics Force. The Matters were
referred to the Standing Committees concerned.
21. Senator Bahramand Tangi pointed out an incident of rape of a minor girl in
Nowshera. The Chairman said he has already deputed Senator Rubina
Khalid, Chairperson Special Committee on child abuse, to visit the family of
the victim.
22. Senator Muhammad Talha Mehmood spoke about the incident of murder of a
minor girl in Nowshera. The matter referred to the Special Committee on
child abuse cases.
23. Senator Muhammad Usman Khan Kakar raised a point regarding installation if
Air mix plants in Balochistan. The matter referred to the Standing Committee
concerned.
24. Senator Muhammad Tahir Khan Bizenjo spoke regarding the importance of
completion of project of Khuzdar University. The matter referred to the

29. Senator Zeeshan Khanzada drew attention of the House towards the increase in
number of cases of child molestation in the country especially in Khyber
Pakhtunkhwa. The Chairman ruled that this issue will be discussed in the House
on Tuesday the 4th February, 2020.
30. Senator Muhammad Usman Khan Kakar raised the point of public importance

10. Senator Dr. Asad Ashraf spoke regarding the road crossing by animals and
human on Motorways and Highways which results in fatal accidents due to non-
availability of proper fencing alongside the motorways and highways. The
Chairman referred the matter to National Highways Authority/Motorways
for report.
11. Senator Dr. Jehanzeb Jamaldini raised a point regarding problems in
availability/refund of Air tickets being faced by the Members. The Chairman
asked the Minister for Aviation to look into the recommendations of
committee formed for this purpose and resolve the issue in 10 days.
12. Senator Kauda Babar spoke about closure of the only flight from Gwadar to
Muscat. The Chairman asked Secretary Senate to write to Secretary
Aviation Division to start flights from Gwadar to Muscat.
13. Senator Mirza Muhammad Afridi drew attention of the House towards the
problems being faced by IDPs of erstwhile FATA. He stated that the Government
had promised to give Rs.4,00,000/= to every IDP for re-construction of their
destroyed houses but the same has not been given to them so far due to which
people are making protests as well. After hearing the Member, the Chairman
Senate directed to refer the matter to the Chief Secretary, Khyber
Pakhtunkhwa to look into the matter and submit a report in this regard.

Golen Gol Hydropower Project of WAPDA in Chitral. The Member stated that due
to corrupt practices and mismanagement, the project, installed capacity of which
is 136 MW, is producing only 6 MW electricity causing great problems to people
of Chitral. After hearing the Member, the Chairman Senate directed to refer
the matter to the Power Division and seek report on the same.
15. Senator Mushtaq Ahmed spoke about appointment of youth belonging to FATA
in NADRA who were also issued appointment letters but day after their joining
they were informed that the appointments have been cancelled and will be re-

Pakistan to Saudi Arabia through students. He referred a specific case wherein a
student who was trapped by such a group who has now been convicted. The

17. Senator Molana Abdul Ghafoor Haideri spoke about non-availability of gas in
Kalat Division. The Chairman directed to take report from SSGC Karachi.

message to President of China.

AN OVERVIEW OF SENATE COMMITTEES’ PERFORMANCE
Senate committees are one of the most successful aspect of the Senate of Pakistan,
where Senators from all political affiliations sit together to analyse and investigate
issues of public policy and governance, hold thread bearing discussions and propose
legislative and non-legislative inputs on the issues of public importance, all being above
the party-lines. The majority of the House Business is dealt-with by the Committees,
because many of the Parliamentary tools, such as Bills, Questions, Motions,
Resolutions, Calling Attention Notices and Points of Public Importance raised in the
House, eventually end up in Committees. The recommendations of the Senate
Committees not only provide way forward for the concerned Ministries and executive
functionaries but also are a source of framing policy guidelines for the government.
Rule 158 (2) of the Rules of Procedure and Conduct of Business in the Senate, 2012,
provides that “ each Committee shall deal with subject assigned to the Ministry with
which it is concerned, or any other relevant matter referred to it by the Senate.” Major
functions of the Committees include examination of a Bills, subjects or matters referred
by the House or Chairman Senate. A Committee may examine suo-moto; the budgetary
allocation and its utilization, administration, delegated legislation, public petitions and
policies of the Ministry concerned and its attached corporations and public bodies.
Committees assist the House in Legislation, Representation, accountability of the
Executive, scrutinizing Policies and providing Public Policy Guidelines to the
Government. In a Committee, the matter is deliberated upon, views are expressed
freely above party lines, and the subject matter is considered in depth. The public is
directly or indirectly associated with the Committee proceedings. Public hearings are
conducted by the Committees in order to invite inputs from all relevant stakeholders of
the community. Committees are also entitled to receive evidence which helps the
Committees in reaching conclusive and meaningful decisions in the matters before
them.

ISSUES OF PUBLIC IMPORTANCE TAKEN BY THE COMMITTEES AND THEIR
DISPOSAL
Senate Committees took major issues of public importance during the Parliamentary
Year 2019-20. Chairman Senate, along with the Leaders of the House and Opposition
in the Senate appointed a number of Special Committees on various national issues
under rule 204 of the Rules of Procedure and Conduct of Business in the Senate, 2012,
with special mandate and terms of references for the redressal of the grievances.
These Special Committees were given a specific time period to examine the issues in
detail and present the reports before the House. Few Special Committees with
particular mandates are listed below:

Role and Performance of Council of Chairmen
Uner Rule 205 of the Rules of Procedure and Conduct of Business in the Senate, 2012,
a Council of Chairmen has been constituted comprising of Chairmen of all Standing,
Functional, Special and Other Committees of the Senate with the objective to deliberate
upon various issues being faced by the Committees. During this Parliamentary Year
two meetings of the Council were held to deliberate upon a number of major issues
faced by the Committee. Some of the highlights are as under:
The Council decided that its meetings shall be held quarterly, in order to address
and find sustainable solutions of the issues being faced by the Senate
committees. This persistent approach shall not only prove to identify issues but
also provide a collective wisdom to find effective solutions, leading to enhance
the progress of Senate Committees.
In order to make efforts towards Green Parliament and reduce the usage of
paper, the Council decided that working papers for every meeting received from
Ministries may be digitized / converted into soft format and sent to all Committee
Members via e-mail. This practice shall not only save time but swift availability of

The issue of under invoicing of I.T. equipment and the subsequent loss of
billions of rupees in revenue to the Government has been on the agenda of the
Committee for several Years. The Committee has repeatedly called for a
briefing on the same, to identify the reasons, and propose solutions. Significant
progress has been made in this regard, and following the recommendations of
the Senate Standing Committee on Commerce, systems have been updated,
advices issued, and post clearance audits are underway. List prices of I.T.
goods are now updated from authorized distributors notified by manufacturers.
As a result, the average assessed values rose by 19 -49% for various
specifications of laptops, and 68-87% for various specifications of desktops.
Rs. 3.7 billion worth of audit observations have also been issued.
As per the directions of the Senate Committee on Commerce a new policy
regarding recruitment of trade officers including ‘Key Performance Indicators
(KPIs)’ was issued, and following evaluations every quarter, unsatisfactory
performers are called back. Trade officers are now tested on their knowledge
of Pakistan Economy and Economic policy, WTO rules and functioning,
commercial diplomacy, Free/Preferential Trade Agreements (FTAs/PTAs),
Instruments of Trade Promotion, IT skills and Report writing skills, Data Mining
and Analytical Skills.

Education in Balochistan should be the top most priority of HEC. If students
don’t get PhD Supervisors in their own provinces then HEC should make
arrangements for them in other Universities.
Focus should be more on quality education rather than quantitative
degrees only.
In Engineering and Technical fields, students from Balochistan and other
backward areas should be given more facilities.
HEC should provide the record of all the PhD holders since 1947,
indicating their number, subject and place of employment.
The course work and curriculum for M.Phil and PhD should be revised on
practical grounds in order to provide the nation with original thinkers.
BECS and NCHD teachers should be regularized.
There should be shut down clause while establishing institutions, according
to which, if an institution fails to demonstrate satisfactory performance within
a span of 3 to 5 years, it should be shut down.

There should be a path way to enable students to obtain Masters, M.Phil

Education and HEC will provide details of steps taken so far in this regard.

schools of Islamabad when and where needed.
Ministry of Federal Education and Professional Training would provide
comprehensive report within five weeks for suggesting improvement in
Educational system and infrastructure.
Committee was not at all satisfied with the plight of Islamabad’s schools. All
230 schools of Islamabad should be repaired and maintained on urgent
basis because current situation of these schools is threatening to student’s
life. If any mishap happens in any school then Ministry of Education will be
responsible for it.
Committee expressed displeasure on the working papers provided by HEC
during the sub-committee meetings. It appeared clearly a copy paste job of
American system, in which Higher Education Commission did not put in
even a slightest effort to align the research according to the prevailing
realities of the country. The Syllabus/course work of M.Phil / Ph.D needs to
be thoroughly revised. It should be according to the needs of the country
and compatible with changing realities of the world. The course and syllabus
ought to be out rightly changed. It should be made relevant to the topic of
M.Phil/Ph.D studies and research papers as well.
Ministry of Federal Education and Professional Training must focus on
Prisoner’s Education (especially Technical and Vocational educational). The
Committee emphasised on female admissions in such courses. The
objective should be to make Prison a reform centre. Ministry has to sort out
ways to increase inclusion of female prisoners in education programmes.
Concept and skill based education must be given in jails, prisoners,
incentive of reward be introduced. Conceptual based studies be taught, for
example before they are told how to offer Namaz, first its meanings must be
told. In jails regular classes like Schools and Colleges should be held.

Senate Committee recommended and endorsed the Point of Public
Importance raised by Senator Dilawar Khan and directed HEC KPK and
Provincial Government to pay the compensation money of land that has
been taken from the people.
In Kohat female Post Graduation classes must be started at the earliest. The
Committee directed HEC and the Ministry to coordinate a meeting between
the Senator and Khyber Pakhtunkhwa Government to ensure that the
women campus be built. Senators realized that due to cultural values it is
not feasible for the ladies of Kohat to study with male students. Subjects of
Natural Science should be started at earliest then important disciplines of
social sciences like Sociology, Political Science, English, Pakistan Studies
should be included gradually in syllabus. No nation in the world can
progress without education of their women.
Compensation of the land mentioned in Senator Dilawar Khan’s Point of
Public Importance must be paid without more delay.
A uniform curriculum will be made for all schools all over Pakistan from
Class 1 to Class 5. For this purpose, a draft curriculum will be presented to
the committee.
The curriculum of the Government Schools must be improved to the level
of large private school systems.
English must be taught as compulsory subject in all government schools
from Class 1.
Ministry of Education should start a separate project on “Education in
Prison”. The particular emphasis should be laid on educating female
Prisoners through Adult Literacy Programs (ALPs).
The Ministry of Education will continue its welfare projects like National
Commission for Human Development (NCHD) and Basic Education
Community Schools (BECS).
Career Counselling Centres should be made at school, college, and
university levels to provide proper guidance to the students.
In the next meeting, the Ministry of Education will brief about three
initiatives, i.e. (i) Uniform Curriculum for All Schools till Class 5, (ii) Hunar
Program, (iii) HEC Scholarships Program, being implemented by the
Ministry.
Chairman HEC will submit a report on the Point of Public Importance
raised in the House by Senator Muhammad Javed Abbassi regarding
“Appointment of Vice Chancellors in the Universities of Khyber
Pakhtunkhwa”. The HEC will direct the provincial HEDs to make all
appointments on the basis of merit.
PhD’s from Pakistan’s recognized universities should be given equal marks
as PhD’s from abroad are given.
A screening process will be implemented for identifying dyslexic students
at the time of admission in schools. All of the members of the Committee
supported the “Dyslexic Special Measures Bill 2019”.
The Minister will facilitate students of Balochistan to waive off their
outstanding dues in educational institutions mentioned by Senator Mir
Kabir Ahmed Muhammad Shahi.
The Ministry of Federal Education will take NCHD to non-development side
if provinces do not agree to take it. The salary of the NCHD teachers
should be more than Rs.17,000 and released in a timely manner on
monthly basis. Their jobs should also be made permanent.

The Committee organized public hearing at provincial level to ensure
inclusive legislation by involving all stakeholders on following important
matters:-
Creation of new Provinces
Increase in number of seats from the Province of Balochistan in the
National Assembly and in the Provincial Assembly of Balochitan
Increase in age limit of child for engagement in a factory or mine (Child
Labour)
Keeping in view the difficulties being faced by citizens in obtaining
succession certificate, the Chairman Senate had referred the matter of
obtaining Succession Certificate to the Standing Committee in order to
explore the possibility of declaring family registration certificate as
succession certificate. The Committee held extensive deliberations and
on the basis of said deliberations the Ministry of Law and Justice drafted
a Bill titled as “the Letters of Administration and Succession Certificates
Bill, 2020”; the Bill has been passed by the Parliament. The law provides
for an efficacious and speedy mechanism for issuance of Letters of
Administration and Succession Certificates aimed at preventing identity
fraud and forgery by NADRA.
The Committee held extensive discussions on the Legal Aid and Justice
Authority Bill, 2020 ( a Government Bill) aimed at establishing a Legal
Aid and Justice Authority (Authority) which shall provide legal, financial
or other assistance and access to justice to the poor and vulnerable
segments of the society in criminal cases. The Committee after thorough
scrutiny and making amendments in the Bill supported this legislative
proposal to replace the existing deficient mechanism with regard to
assessing/dispensing legal aid for the needy people in criminal cases.
The Committee also scrutinized the Enforcement of Women’s Property
Rights Bill, 2020 and by adhering to the constitutional functions of
legislation, approved the Bill to protect and secure the rights of
ownership and possession of women in properties to the extent of the
Islamabad Capital Territory. On the recommendations of the Committee,
the Bill, which had already been passed by the National Assembly, has
now been passed by the Senate and is applicable as a law.
The Committee by recommending to pass the Code of Civil Procedure
(Amendment) Bill, 2019, by the Senate of Pakistan has played an
effective role in provision of 2 tier system that will help in reducing the
time line and address delays in trial under the Code of Civil Procedure.

03. Effect on Government Policy
On the directions of the Committee, Pakistan Railways is enhancing the
manufacturing capacity of Pakistan Locomotive Factory so the maximum spare
parts can be manufactured indigenously. Policy for future import of locomotives
may be reviewed so that Ministry of Railways should import new locos on TOT
and CKD instead of CBU basis.
The Committee recommended for immediate installation of modern fire
extinguishers in all passenger coaches for safety purpose. On the directions of
the Committee, the Ministry facilitated all the bereaved families of the incident
regarding compensation to the bereaved families and identification / handing
over of the dead bodies.
On the issue of derailments, it was directed that the medical and psychological
tests of all drivers of Pakistan Railways should be done through Combined
Military Hospitals (CMH) in future. The pattern to install audio / video recording
devices in all locomotives, especially attached with passenger trains should be
adopted.
Committee highlighted the issues pertaining to CPEC Projects of Pakistan
Railways. In this regard the report of the Sub-Committee was presented and
Pakistan Railways took immediate steps in the light of the Sub-Committee report.
On the recommendations of the Committee, Pakistan Railway Authority made all
arrangements with regard to the basic facilities on the trains operating between
Quetta and Chaman.

03. Effect on Government Policy
The Government should intervene if cotton price falls below support price levels so
as to safeguard and protect interests of growers.
The Ministry of National Food Security and Research (NFS&R) was asked to
calculate the entire cost of production and fix the minimum support price based on
that calculation.
The issue of pricing of cotton crop needs to be taken up at the federal level.
There is a need that the Ministry of Commerce should direct the Trading
Corporation of Pakistan (TCP) to purchase cotton from the growers if the prices fall
below a certain minimum level.
There is a need to maintain a liaison with the Ministry of Commerce as well as the
Pakistan Central Cotton Committee (PCCC) to purchase cotton from farmers at
reasonable prices.
Regarding regularization of 64 posts of 03 projects in Balochistan, it was

uptakes and deficits in balance of payments.
A detailed project wise briefing on the estimated cost, completion timeline and
expected poverty alleviation impact of 16 fast track projects.
During the meeting following issues were discussed by the Committee:

by the power plants along with CPEC routes.

Free Trade Agreements (FTA).

All matters taken up by the Committee in its all meetings were equally
important and every item was discussed and deliberated at length and on
the basis of these discussions, the recommendations were made
accordingly and disposed of when entire Committee was satisfied.
Each matter that came up before the Committee was considered on merit
and meaningful recommendations were formulated and forwarded to the
relevant Ministries/ Divisions for implementation.

SUCCESS STORIES OF SENATE COMMITTEES
During the Parliamentary year 2019-20, the Committees of the Senate of Pakistan
made a number of decisions and recommendations which have had major impact on
Government policies. Some of the milestones achieved in this regard are summarized
as under:
Extension in contract periods of employees of Cardiac Centre, PIMS,
Islamabad
On the recommendation of Senate Standing Committee on Cabinet Secretariat, Ministry
of National Health Services, Regulation, and Coordination agreed to extend the contract
period of the project / contractual staff of the Cardiac Centre, PIMS from June 30 to
December 31, 2019. Committee took up the issue of regularization of these employees
in almost every meeting during the Parliamentary year 2019-20 and left no stone
unturned for the affected employees to get regularized.
Geographical Indications (GI) Law (Registration and Protections) Bill, 2019
The law has been considered in detailed and passed by the Senate Standing
Committee on Commerce. This important law aims to protect commercial heritage of the
country’s products. The law was pending for the last 19 years due to differences
between large lobbies leading to failure of market place regulation. The Ministry of
Commerce has been working on the GI law since 2000. The draft was vetted many
times by the authorities concerned but no action was taken by the previous
governments. In the absence of this law, international brands continue selling Pakistan-
origin goods causing loss to government exchequer. Under GI law, Pakistan shall be
able to protect products including Hunza apricots, Charsadda (Peshawari) chappal,
Multani halwa, Hala’s Ajrak, Sargodha’s kinno, Kasuri methi, Sindhri mango, Dir knives,
Swat wild mushrooms, Nili-Ravi buffalo, Chaman grapes, dates from Dera Ismail Khan,
Turbat and Khairpur, Pashmina shawls, etc. in the international markets.
Exploration of non-traditional markets
The Senate Standing Committee on Commerce has always encouraged the
government to diversify not only its exports, but also its export markets. The
Committee has on several occasions directed the Ministry of Commerce to expand
Pakistan’s reach to non-traditional markets, especially in South America and Africa. As
a result of the efforts of the Committee, a detailed study on potential new markets was
carried out by the Federal Government. In January, 2020, new trade wings at
Pakistan’s embassies in African countries including Algeria, Egypt, Ethiopia, Senegal,
Sudan, and Tanzania were set up, increasing the number to ten (10). Pakistan will

also be granted accreditations to cover the whole continent. This will allow Pakistan to
boost its trade with the African region by 2025, and would also pave the way for free
trade agreements with the region.
Developmental projects for Balochistan
On the recommendations of the Senate Standing Committee on Communications, the
Ministry of Communications and National Highways Authority (NHA) agreed to include
maximum road projects for Balochistan Province in the next PSDP and ensure their
completion on early basis.
Endeavours of Senate Standing Committee on Information & Broadcasting
On the recommendation of the Senate Standing Committee on Information &
Broadcasting the upgradation of PTV to High Definition (HD) has been expedited. The
government is bringing Journalists Protection Law. The government has announced
Wage Board Award and is also working on Advertising Policy.
Introduction of WeBOC at Gwadar
On the recommendation of the Senate Standing Committee on Maritime Affairs, the
Web Based One Customs (WeBOC) System of Goods Declaration and Clearance was
made functional at the Gwadar port by the FBR Directorate Quetta along-with the
establishment of Transit Trade Directorate in Gwadar. Both the steps taken are crucial
to increase the better functioning of the Gwadar port and trade facilitation thus leading
to contribute towards the betterment of economy of the country.
Increase in the manufacturing capacity of Pakistan Locomotive Factory
On the directions of the Senate Standing Committee on Railways, Pakistan Railways is
enhancing the manufacturing capacity of Pakistan Locomotive Factory so that
maximum spare parts can be manufactured indigenously. Policy for future import of
locomotives is also under review of the Ministry of Railways.
Special focus on the Problems of Less Developed Areas
Senate Functional Committee on problems of less developed areas is focused on the
promotion of a balanced development in different areas of the country especially
focussing on the less developed areas. The Committee, in order to identify the issues
at grass-root level visited these less developed areas and compiled a number of
observations and ways forward in form of a consolidated report which has been
presented and adopted in the House. The Committee conducted its visits in Districts
Badin, Tharparker, certain areas of Karachi, Rajanpur, Muzaffar garh, Layyah, Lodhran
and different areas of Lahore.

Investigation of Wheat crisis in the country
Chairman Senate taking cognizance of the House referred the matter of national
importance pertaining to the wheat crisis in the country to Senate Standing Committee
on National Food Security and research and directed to submit the report within a very
short time-span. Committee held a number of meetings with relevant stakeholder and
recommended to constitute a National Wheat Board in order to deal with the prevalent
crisis and its prevention in the future. Committee recommended that Board should
comprise of representatives of the Federal Government, Provincial Governments,
Private Sector, Fertilizers Industry, Pesticide Industry, WAPDA, Flood Mills and
Chakkis. This National Wheat Board should have the mandate to monitor overall
position of wheat crop in the country, data and feedback in relation to various stages of
the wheat crop, cost of production and to suggest to the Federal Government the
minimum support price for wheat for every year and that announcement should be
made latest by February, every year before the start of the harvesting. Apart from other
valuable suggestions, the Committee also recommended that Provincial Governments
should be strictly directed to procure the wheat as per the agreed target, failing which
they may not be supplied wheat from Pakistan Agricultural Storage and Services
Corporation (PASSCO). The report of the Committee was presented in the House on
03-03-2020.

national legislative environment for legislative drafting with the support of the IPU
and in cooperation with the Member Parliaments of IPU.

understanding with the counterpart Parliaments. The Secretariat facilitated

AUSTERITY MEASURES
Keeping in view the austerity drive of the Prime Minister of Pakistan, the
Chairman Senate of Pakistan fully implemented austerity measures in the Senate
Secretariat and a huge amount of public exchequer has been saved during the
Parliamentary Year 2019-20. Following are the measures which have been adopted to
ensure austerity:
Chairman Senate undertook only two official visits during the year and that too
from his own pocket, saving substantive amount of public money.
Significant savings were also done in expenditure on foreign visits and on
conferences & seminars. The savings were diverted to construction of new
official residence of Chairman Senate and no amount for the same was taken
from the Finance Division, which resulted in further savings in national
exchequer.

SENATE LIBRARY
1. The state of the art library aims to serve its members with quality resources,
services and gateways to information. Now being a center of intense intellectual
inquiry, it provides ample reading space, network PCs, reference material,
research journals and other books to support the legislative business of the
Senate and facilitate Standing Committees.
2. Library’s book collection is completely automated and could be searched through
OPAC (Online Public Access Catalogue). Keeping in view the future challenges
and mounting demands of the readers, it is also scanning and preserving the rare
material and house debate from 1973 to 2008.
3. Library committee comprising of six Senators has put great efforts before, during
and after the renovation. Committee met frequently to give their insight in the floor
plan, design and interior decoration of the library.
4. More than sixty delegations foreign and domestic) has been given briefings on
their visits to library this has played a vital role in imparting a message to people
that how effectively the library resources are being utilized by the members in
disbursement of their daily business in the House and Standing Committees.

6. Apart from the above library also annually subscribes leading law journals i.e.
PLD, PLJ, SCMR, PCrLJ, PTD, TD, SC, SCJ, CrLJ, PLC, CLS, CLD, AIR, ALD,
MLD.
7. An exclusive membership link of Pakistan Law site containing all the Law journals
mentioned above has been subscribed for the Legislative Drafting Unit to
enhance smooth functioning of the unit.

8. Quick reference services provided to all Standing, Functional and Special
Committees of the Senate.
9. Office of the Chairman Senate, Leader of the House, Leader of the Opposition,
Chairmen Standing Committees and all entitled officers of the Senate avail the
facility of newspapers and periodicals to keep them informed and updated with
the current information.
10. Annexure of the questions are placed on the table of the library under rule 58 of
the Rules of Procedure and Conduct of Business in the Senate 2012. These
annexure are scanned and sent to media persons/ journalists as well as to the
Media Cell of the Senate through email.

ADMINISTRATION WING
The Administration Branch has taken following necessary initiatives to provide better
infrastructure support to the House and Secretariat during 2019-20:-
Parliamentary Coffee Corner has been established for exclusive use of the
members of Parliament adjacent to Senate Museum.
Up-gradation of lighting system in the Senate Hall.
Construction of Additional Block in the premises of Parliament House. The
preliminary design of the building has been approved by the Chairman Senate.
Possession of Block-C from Board of Investment and M/O Interior.
Renovation of “78” new rooms vacated by BOI & M/o Interior.
Setting up Communication network in Block-C.
Smart Work Stations have been established in Administration, Questions and
IPR Branch.
Renovation of both Parliamentary Cafeterias.
In order to provide green and friendly working environment to the Hon’ble
Senators, a number of indoor plants have been placed in the corridors of
Parliament House.
HUMAN RESOURCE
For the very first time, the Chairman Senate applied the rotation policy in the
Senate Secretariat at officials and officers level in all the Branches so that the
secretariat staff has an opportunity to get variety of experience in all the
branches of the Secretariat.
For the very first time, the Chairman Senate introduced the idea of rotation of
Table Officers who perform their duties in the House during the Session so that
all the officers of the Secretariat have knowledge of dealing with the House
business.
