CISAP “SPOTLIGHT WORKSHOPS”

AIDIC and CISAP will launch three international workshops to be held in winter and spring 2021, based on
"hot topics" and with the contribution of the authors of highlighted papers presented @ CISAP-9 (Venice, 20-
23 September 2020). The workshops will be organized in “distance mode” and will share a common format.
Attendance will be free, but registration will be required. The international workshops will be shared and
disseminated with the support of EFCE Working Party on Loss Prevention. The topics selected for the
workshops are:

 Control and Management of Risk due to Natech Accidents in the framework of adaptation to climate
change
 Physical and Cyber Security in the chemical and process industry
 Safety 4.0
Control and Management of Risk due to Natech Accidents

in the framework of adaptation to climate change

Natech accidents (cascading events characterized by technological scenarios triggered by the impact of
natural events on facilities where hazardous substances are stored or processed) are a growing concern for
industrial sites in areas prone to natural hazards, also considering the issues related to climate change. The
need to reduce the vulnerability of industrial sites from natural events is evident both looking at the huge
negative impact that the impact of natural events had in the past on industrial areas, and in the framework
of adaptation to climate change that requires to reduce the vulnerability of industrial areas to climate-related
natural hazards.

The assessment of Natech events requires the introduction of a specific framework, since the simultaneous
presence of natural and technological scenarios impacts on structural elements and safety systems, resulting
in a chain of events and in cascading effects not possible in conventional process safety accidents. The
workshop will frame the state of the art and introduce to recent results in research on Natech scenarios and
cascading events

Physical and Cyber Security in the chemical and process industry

Industrial facilities storing and processing relevant quantities of hazardous chemicals have an inherent hazard
potential that may be exploited by malevolent agents, leading to cascading events. Major accidents, such as
severe fires, explosions, toxic dispersions, and environmental contaminations, may occur in case of a
successful attack. Recent events, such as the attacks to process facilities that occurred in France in 2015, and
the spread of the TRITON malware (2017), causing operational disruption to industrial safety systems,
documented the credibility of both physical and cyber threats to process plants. Thus, the security of
industrial sites must be addressed, both from the managerial and technical point of view, as an issue of the
greatest urgency.

CISAP spotlight webinar dedicated to process security will address new principles, approaches, and
challenges connected with the assessment and management of cyber-physical threats to chemical and
process facilities. International contributions from both the Industry and Academia will be aimed at
illustrating the interdisciplinary features of the problem, providing a comprehensive discussion on selected
themes such as security risk assessment, site-security management, vulnerability and impact assessment,
advanced approaches for safety-security barriers allocation, and patrolling and/or inspection strategies.

Safety 4.0

The ongoing trend towards Industry 4.0 results in the development of “smart” process factories, highly
efficient in resource utilization and fast adaptation to evolving management targets and current industry
scenarios. Process industries need digital solutions in order to achieve disruptive transformations and
competitively contribute to the carbon neutral and circular economy. Gathering and processing the big data
and applying them to derive the useful information has gained significant attention in risk and safety analysis
of different engineering operations. However, a number of challenges need to be faced in order to make
further progress in safety and sustainability of plants and processes, in a full transition towards Safety 4.0.
The role of process engineering should include a critical and balanced application of new developments in
data science and digital technology with fundamentals science and engineering principles, considering as well
additional hazards e.g. posed by the possibility of loss of control over the installation by “digital runaway”.

CISAP spotlight webinar dedicated to Safety 4.0 will address new principles, approaches and challenges
connected to digitalization and the use of intelligent machine approaches, such as deep learning for data-
driven reliability and risk analysis, dynamic operational risk management, cybersecurity and alarm
management, emerging trends in simulations of accidents scenarios, as well as virtual reality and safety
education.
