EXECUTIVE SUMMARY
The 2019 edition of ASME Section IX was issued on July 1, 2019 and becomes mandatory January of
2020. In our opinion, there are no major changes this edition. However, there are some new important
changes and clarifications in this edition of ASME Section IX that users should be aware of:
There is a change in QG-106 that requires quality control system to address the qualifications and
competency of the Supervisors who provide supervision and control over the personnel who join
qualification coupons. This change only specified the basic criteria for the Supervisors roles and it does not
provide much detail in respect of how to implement these new requirements and what specific qualifications
and competency level that these Supervisors need to have and how it is documented. The good thing is, it
gives the organization the flexibility to plan and implement the changes required by this new change based
on their existing quality control system without any major changes to meet these new requirements.
In previous Editions of ASME Section IX, there was no mention of NDE personnel’s qualification and
certification for radiographic examination of performance qualification test coupons, except for ultrasonic
examination in 2017 Edition. Now in 2019 Edition, the QW-191 has revised in its entirety to add a new
paragraph QW-191.4 to address this, including the personnel qualifications and certifications for ultrasonic
examination in the former QW-191.2.2 as well. This is not an issue since most of the times the NDE
personnel or examiners are qualified for radiography on production welds anyway.
There are some extensive changes in ASME Section IX in regards to the tube-to-tubesheet welding
procedure and performance qualifications. One of the changes is in the paragraph QW-193. It is revised to
relax some of the technical requirements for testing of the tube-to-tubesheet welding procedure and
performance test coupons, such as getting rid of the complete penetration and porosity acceptance criteria
for the required macro-examination in QW-193.1.3 and taking exception to post-weld heat treatment
requirement for performance qualification specimens in QW-193.2. Other than that, the welding procedure
qualifications in paragraph QW-288 is revised in its entirety to make it more user-friendly by tabulating the
requirements in QW-288 into two new Tables QW-288.1 and QW-288.2. Likewise, the performance
qualifications in paragraph QW-387 and Table QW-388 are added in a similar fashion to provide clarity to
the requirements for the tube-to-tubesheet qualifications. Keep in mind that the use of mockup for tube-to-
tubesheet qualification either for the WPS or the Welder is an option as noted in paragraphs QW-202.6 and
QW-387 unless the referencing Code Section specifically sends you to QW-193.
Another extensive changes is the procedure and performance qualification test coupons for hard-facing
and corrosion-resistance overlays in ASME Section IX. The Table QW-453 has revised to move its
requirements in the “Notes” section to paragraphs QW-214, QW-216, QW-381, QW-382, and the Table
itself. However, these changes are made for providing clarity for its requirements and the affected users
should be aware of where the requirements in this Table have shifted to. There is no change to what has
been required before.
One notable change in ASME Section IX is the addition of paragraph QW-289, which is basically the same
requirements for low energy capacitor discharge welding in some of the Construction Codes such as ASME
Section I, ASME Section VIII Div. 1 and 2.
Another notable change here is Part QF. The manual butt fusion joining and sidewall fusion joining methods
are introduced to Part QF, which added the preparations and qualifications rules for these new joining
methods throughout the Part QF.

PART QG – GENERAL REQUIREMENTS
Explanation
Clarification.
Added this statement as the last sentence in the first paragraph: “Procedure specifications shall be

PART QW, ARTICLE I – WELDING GENERAL REQUIREMENTS
Added a paragraph to the end of QW-101 to address the documentation of variables outside the scope of
a WPS or PQR, or already addressed within the information for other variables. If the variable is not
applicable, the paragraph states in part, “…that variable need not be specifically addressed on the WPS or
PQRs that support the WPS.”
Explanation
Relieves the certificate holder from addressing variables that are not applicable.
Paragraph headers were added to QW-101 and QW-102 following the same headers as QG-101 and
QG-103.

using an approach similar to that used in European standards in which the shear strength of spot welds is
assumed to be equal to the base metal's ultimate tensile strength.

PART QW, ARTICLE II – WELDING PROCEDURE QUALIFICATIONS
Removed references to the "Authorized Inspector", and clarify the need to ensure the availability of
procedure qualification records, and performance qualification records when required for review and
reference. Deleted QW-200.1(e), QB-200.1(e), and QF-201.4.
Explanation
There are multiple locations in Section IX which require (1) procedure specifications to be available to the
joining personnel, (2) procedure qualification records to be available to those authorized to review them
and (3) performance qualification documentation to be available as appropriate. It makes sense to clarify
the general requirements in Part QG, while also doing so in the references to reviews by the Authorized
Inspector, but deleting references to the term "Authorized Inspector", since not all referencing codes require
an AI. We do not want the users of our codes to think these requirements are only applicable to codes
where an AI is involved.
Explanation
The weld reinforcement is simply piled on top of the deposited weld groove above the base metal surface,
and does not tie into the side of the weld groove, even though it may lap over the base metal surface
somewhat. The weld reinforcement is removed prior to testing the specimens removed from the test
coupon, and is therefore irrelevant to the results, and should not be considered when establishing the
qualified range of deposited metal thickness.
Revised QW-202.2 to add requirements addressing qualified base metal and weld metal thickness ranges
when dissimilar thickness test coupons are used and clarify that the thickness, t, of deposited weld metal
in QW-451 must be exclusive of weld reinforcement.
Explanation
Since there are several published interpretations dealing with dissimilar thickness procedure qualification
test coupons, this revision was made to address dissimilar thickness test coupons.

had been welded in the vertical position uphill progression with a heat input of 60 kJ/in. The position and
progression of the weld are irrelevant for any given heat input used on the test coupon.

Low-energy Capacitor Discharge welding which is used for attaching thermocouples and strain gauges to
components has been in the nuclear code since 1980 and other codes more recently (e.g., B31.1).
Thermocouples welded directly to the component being heat treated is a much more accurate way of
measuring the metal temperature, particularly when doing local PWHT than other methods.

Added new paragraph to QW-300.1 to establish when the welder or operator’s continuity begins. The
continuity begins on the date the welder or operator welded the test coupon or performed welding on their
first production weld, provided all the required tests are acceptable.

Explanation
QW-410.14 is referenced in Table QW-264.1 for Special Process Laser Beam Welding. The variable
definition states that the variable only applies to full penetration groove welds making it inapplicable to
overlay welding. It is the opinion of the requesters that beam angle has a dramatic effect on the weld quality
of all welds not only full penetration groove welds. The proposal is delete the reference to full penetration
groove welds to make a change in the beam angle applicable to overlay welding as well as partial
penetration welds and fillet welds.
All of these variables were added to accommodate the revision to QW-193 and QW-288 to arrange
essential variables into a tabular format for both procedure (16-2262) and performance (16-2523)
qualifications.

ultimate tensile strengths and do not fit specific materials. As a result, an equation has been developed

assumed to be equal to the base metal's ultimate tensile strength.

Explanation
Tension specimens conforming to the dimensions given in Figure QB-462.1(e) may be used for testing pipe
with an outside diameter of 3 in. (75 mm) or less. The cross-sectional area of the pipe before testing shall
be used to establish the tensile strength of the test specimen. As an alternative to full section specimen for
pipe, tension specimens in accordance with Figure QB-463.1(e), General Note (b) may be used.
Revised QG-109.2 to add definition of "clad, cladding." and delete "composite materials" from definitions".

Explanation
The terms "cladding," "clad metal," "clad" and "composite metals" are not defined in Section IX, although
"cladding" is defined in Section VIII and includes surface deposits produced by explosion welding and weld
deposits. Section VIII, Div 1 addresses filler metal deposit type of cladding but not composite materials
joining, Cladding is used in Section IX generically to mean both sheet and filler metal added to a material.
This definition creates a new definition that addresses the two uses of Cladding in Section IX and cleans
up some terminology for consistency throughout Section IX.

PART QF – PLASTIC FUSING
There are over 30 revisions to Part QF related to these two record numbers. The records cover two items.
Manual Plastic Fusion is one item covered. Rules for manual plastic fusing need to be established in
Section IX. For example, most gas lines in the ½” to 6” diameter range are fused manually. Manual pipe
fusing applications such as gas lines do not use the mechanized equipment that the current Section IX
rules require for polyethylene pipe butt fusing procedures. The other change covers Sidewall Fusion.
Thermal sidewall fusing is required for attaching fitting, outlets and possible repairs to piping components.
As the title indicates, it is a thermal fusing process which is employed to the side of the pipe in lieu of the
pipe ends.
