The Haggard War Veteran wanders most bridges entering Shattrath City - you should encounter him when you first enter the city
A'dal and Khadgar are in the centre court of the Terrace of Light in Shattrath City
Voren'thal the Seer is inside the main Seer's Library on Scryer Tier
Magistrix Fyalenn and Magister Falris are outside the Seer's Library on Scryer Tier
Arcanist Adyria is in the Lower City, at the foot of the north ramp to the upper city.
Altruis the Sufferer is in SW Nagrand, near the river crossing west of Sunspring Post
Varen, Larissa, Thelis, and Battlemage Vyara are at the Sanctum of the Stars, Shadowmoon Valley
Spymaster Thelodien, Magistrix Larynna, are in Area 52, Netherstorm

Quest Chains are numbered. Omitted numbers mean intermediate quests provide NO reputation points for this faction
Notes
The Scryers reputation starts at Neutral (0/3000). Each 100 points of Scryer rep gained also gains 50 points Sha'tar rep, and NEGATIVE 110 points in Aldor rep.
Arcanist Adryia's quest, "Vorenthal's Visions", and the repeatable quest, "More Basilisk Eyes" give Scryer reputation to Aldor players (if you're trying to reverse your allegiance)
The Warden's Cage quest introduces you to the Ashtongue Deathsworn faction.
* "Kick them While They're Down" may require "Shutting Down Manaforge Coruu" as a prerequisite
** "Return to the Scryers" follows a (non-Scryer) quest chain from Altruis the Sufferer which ends in the "Book of Fel Names" quest in Auchindoun.
