The FY 2020 Regionwide Lumpsum Appropriation for the implementation of approved ERFs, Conversion to Master Teacher Positions and Reclassification of Positions totaling to Eighty-Five Million Thirteen Thousand Pesos (P85,013,000.00) was exhausted as early as June 2020. 2. The request for the release of additional allotment chargeable against the Miscellaneous Personnel Benefits Fund (MPBF) was denied by DBM Regional Office III with the recommendation to charge the funding requirements against available current year savings. 3. Pending the availability of current year savings that may be generated regionwide, this Office will implement a MORATORIUM on the submission of request for the implementation of approved ERFs, MTs and Reclassification of Positions from the Schools Division Offices effective October 15, 2020. 4. The Regional Office will complete the processing of all requests received until October 15, for possible funding from the current year PS savings, or the FY 2021 regionwide lumpsum appropriation to be approved for this purpose, whichever comes earlier. 5. The remaining balance of the FY 2021 regionwide lumpsum appropriations after fully satisfying the funding requirements of the pending requests shall be allocated proportionately among the SDOs. 6. Aseparate Memorandum on the allocation and variables to be considered will be issued separately. 7. Widest dissemination of this Memorandum is desired.
