Read the following story and answer the questions that follow:

Mr. Abaakpe used to be an administrative officer attached to the former


Ministry of Education, Science & Sports. After the assumption of office of the
present Government in January 2015, both Mr. Abaakpe and his boss Mr.
Longfellow, were posted to the current Ministry of Youth & Sports. In July
2019, Mr. Longfellow retired compulsorily from the Civil Service and settled at
his village somewhere in the northern part of the Western Region. In August,
2019, Mr. Onitsa assumed office as the new boss of Mr. Abaakpe.

In the middle of September, 2019 Mr. Abaakpe became due for promotion to
the next grade. The Office of the Head of the Civil Service wrote to the Ministry
of Youth & Sports to submit a copy of the latest staff performance appraisal
report on Mr. Abaakpe for processing in connection with the promotion
exercise. A search conducted at the current Ministry of Education and the
Ministry of Youth & Sports revealed that no staff performance reports were
written on Mr. Abaakpe for the yars 2016, 2017 and 2018.

The Office of the Head of the Civil Service has warned that if no report was
submitted on Mr. Abaakpe by the end of October, 2019, the office would
proceed to conduct the selection interviews without Mr. Abaakpe.

(a) State the issues that the story raises

(b) How can you unblock the problem standing in the way of Mr. Abaakpe.

(c) What advice will you give to the Ministry of Youth & Sports to avoid a
recurrence of Mr. Abaakpke’s predicament?
