All design work, and the associated supply of materials and equipment, must be undertaken in accordance with and consideration of
relevant legislative and regulatory requirements, latest revision of Ausgrid’s Network Standards and specifications and Australian
Standards. Designs submitted shall be declared as fit for purpose. Where the designer wishes to include a variation to a Network
Standard or an alternative material or equipment to that currently approved the designer must obtain authorisation from the Network
Standard owner before incorporating the variation to a Network Standard or alternative material into a design. All designers including
external designers authorised as Accredited Service Providers will seek approval through the approved process as outlined in NS181
Approval of Materials and Equipment and Network Standard Variations. Seeking approval will ensure Network Standards are
appropriately updated and that a consistent interpretation of the legislative framework is employed.

Notes: 1. Compliance with this Network Standard does not automatically satisfy the requirements of a Designer Safety Report. The
designer must comply with the provisions of the Workplace Health and Safety Regulation 2011 (NSW - Part 6.2 Duties of designer of
structure and person who commissions construction work) which requires the designer to provide a written safety report to the person
who commissioned the design. This report must be provided to Ausgrid in all instances, including where the design was commissioned
by or on behalf of a person who proposes to connect premises to Ausgrid’s network, and will form part of the Designer Safety Report
which must also be presented to Ausgrid. Further information is provided in Network Standard (NS) 212 Integrated Support
Requirements for Ausgrid Network Assets.

2. Where the procedural requirements of this document conflict with contestable project procedures, the contestable project
procedures shall take precedent for the whole project or part thereof which is classified as contestable. Any external contact with
Ausgrid for contestable works projects is to be made via the Ausgrid officer responsible for facilitating the contestable project. The
Contestable Ausgrid officer will liaise with Ausgrid internal departments and specialists as necessary to fulfil the requirements of this
Standard. All other technical aspects of this document which are not procedural in nature shall apply to contestable works projects.

In the event that any user of this Standard considers that any of its provisions is uncertain, ambiguous or otherwise in need of
interpretation, the user should request Ausgrid to clarify the provision. Ausgrid’s interpretation shall then apply as though it was

1.0 PURPOSE
This Network Standard is Ausgrid’s specification for the construction of overhead sub-transmission
(33kV, 66kV and 132kV) lines that form part of the Ausgrid network.

2.0 SCOPE
This Network Standard and the standard construction drawings listed in Annexure B, describes
Ausgrid’s requirements for new construction and replacement or refurbishment of existing
overhead sub-transmission lines.
Ausgrid’s requirements for Low Voltage overhead mains are detailed in NS125 Construction of Low
Voltage Overhead Mains. Ausgrid’s requirements for 11kV and 22kV overhead lines are detailed in
NS126 Construction of High Voltage Overhead Mains.
Ausgrid’s requirements for overhead line design are detailed in NS220 Overhead Design Manual.

3.0 INTRODUCTION
Only bare conductor overhead mains are used in the Ausgrid overhead sub-transmission network.
A range of pole types and towers are used to support sub-transmission mains including timber,
concrete and steel poles. Refer to NS128 Pole Installation and Removal.

4.0 SELECTION
In selecting the type of mains, the designer shall follow the general design approach and conductor
selection described in NS220. Ausgrid reserves the right to nominate which conductor to use in a
given situation.

4.1 Construction type selection


Refer to Annexure B for construction types. The use of flat pin construction (e.g. for 33kV;
Construction 4-1) is to be minimised and only used where there is no reasonable alternative e.g.
when under-building the circuit or for under-crossing structures.
Where flat constructions are used, the centre phase should be alternated from one side of the pole
to the other on each successive pole. Where it is not practicable to alternate the side of the pole on
which the centre phase is located, the sag/tension/span length must be adjusted appropriately to
maintain the specified k factor as discussed in NS220.

4.2 Conductor selection


For sub-transmission lines, in addition to the requirements in NS220, the designer shall:

• include assessment of voltage support and line regulation. Conductor sizes shall be selected to
ensure regulation is kept within defined limits and use of transposition structures shall be used
as necessary.

• ensure that line losses are kept within the specified limits. Where appropriate to the proposed
line, information on limits to losses or regulation shall be nominated in the Design Brief.
Structure design is limited to those available in the associated structure drawings, the designer
will have limited scope for varying the lines performance other than by conductor selection and
use of transposition structures.
The Design Brief shall specify either the loading and voltage drop requirements for the circuit to be
constructed or the conductor to be used.

4.3 Crossarm selection


Crossarm material shall be selected in accordance with mechanical strength, insulation
coordination, cost implications and shall conform to a standard design.
All composite fibre (CF) crossarm installations must be recorded in SAP. Refer to NS220.

4.4 Pole selection


Refer to NS128 for pole selection criteria.
Poles shall be positioned in accordance with the requirements of NS167.

4.5 Insulator selection


For post insulator and long rod insulators, polymeric insulators shall be used where possible.
Where pin insulators are used, aerodynamic types shall be employed.

4.5.1 Handling polymeric insulators


Polymeric insulators are fragile and shall be handled with care in accordance with NSA 1494
Polymeric Insulator Handling Guide. They shall be inspected for damage before installation.
Damaged insulators/surge arresters shall not be installed.

4.6 Line switch selection


Line switches shall only be used with 33kV and 66kV lines. Line switches shall be erected in
locations accessible to vehicles in all weather conditions, wherever possible.

5.0 INSTALLATION OF MAINS WITHIN ZONE AND


TRANSMISSION SUBSTATIONS
Where overhead mains are installed within the boundaries of Ausgrid’s Zone or Transmission
substations, some of the requirements of this Network Standard may be varied provided a risk
assessment is undertaken. Refer to AS2067 - Substations and High Voltage Installations
Exceeding 1 kV A.C. regarding minimum clearances and approach distances.

6.0 EARTHING
6.1 General
An earth fault assessment is required for the earthing systems associated with new sub-
transmission lines to show safety compliance with the applicable standards AS/NZS7000, NS260
and HB 331.

6.2 Separation from distribution earthing and metallic infrastructure


Sub-transmission earthing shall not be positioned near distribution earthing unless approved by
Ausgrid’s Transmission Engineering. Earthing associated with sub-transmission assets within 20m
of distribution earthing or metallic infrastructure shall only be considered where no suitable
alternative exists and an earth fault assessment is completed showing safety compliance with
applicable standards, refer ISSC 20 and NS260.

7.0 OVERHEAD EARTH WIRES AND TELECOMMUNICATIONS


CABLES
7.1 Overhead earthwires
Overhead earthwires (OHEW) shall be erected in accordance with the following requirements.

• All new OHEW installations that run the entire length of the line are to be OPGW.

• On new or refurbished 132kV lines, the OHEW shall be erected for the entire length of the
line, with at least one OHEW per circuit.

• On new 33kV and 66kV lines the OHEW shall be erected for the whole length of the line.

• On existing/refurbished 33kV and 66kV lines, the minimum OHEW length requirements
from substations connected to sub-transmission overhead lines are 1600m for 33kV and
800m for 66kV. Minimum OHEW length can be reduced if approved by Transmission
Engineering.

• For horizontal multi-pole construction at any voltage, at least two OHEWs shall be used -
one erected at the top of each pole. Where three-pole structures are erected on a
predominantly two-pole structure line, the two OHEWs shall be attached as per standard
construction drawings.

• An earth connection shall be made at every structure supporting an OHEW, in accordance


with the appropriate earthing arrangement drawings specified in the standard construction
drawings.
Refer to NS264 for insulation coordination requirements for sub-transmission feeders connected to
major substations.

7.2 Optical ground wire (OPGW)


Where OPGW is installed, coils shall be provided at, known fibre connection points in urban areas.
In rural areas coils shall be provided as specified on a case-by-case basis by Ausgrid. Tower
structures may have different requirements depending on the specific project. The coils are
required to reach the ground plus 20 metres to permit connections to be made at ground level.
For all new OPGW installations, a Fibre Optic Cable Name/number shall be allocated to it. These
details shall be obtained from the Optic Fibre Cable Registries maintained by Ausgrid’s Secondary
Systems.
If an additional communications circuit is required for secondary system compliance under the
NER, this shall be specified in a separate Telecommunications Brief – Physical Infrastructure. If the
Design Brief or Telecommunications Brief does not provide specific requirements, NS203
Telecommunications Network: Master Policy Document for information on the choice between
OPGW and All Dielectric Self Supporting (ADSS) cable, risk associated with two communication
paths on the same pole and other related issues is to be used.

7.3 Buried earth electrodes


Buried earth electrode and conductor systems shall be in accordance with the requirements of
NS260 Sub-transmission Feeder Earthing.

7.4 Above ground and underground telecommunications system


Sub-transmission lines can impact telecommunications systems through induced and applied
voltages and currents. Consideration shall be given to telecommunication facilities in the vicinity of
UGOH structures, telephone exchanges near new lines, and copper communications lines running
parallel to sub-transmission lines for distances greater than 100 metres. All lines must comply with
the requirements of the following Standards Australia publications and NS260:

• HB 87, HB 88, HB 101, HB 102 and HB 103


Where lines are to be constructed close to or crossing rail corridors, existing railway
communications circuits must be considered.

8.0 CLEARANCE CRITERIA


All clearances shall be met at the time the network is built or altered in any way, including
construction of new lines, pole replacements or relocations, conductor replacements and crossarm
replacements. This includes the clearances to ground and structures specified in in NS220 and the
vegetation clearances in NS179 Vegetation Management.

9.0 CONSTRUCTION
Lines shall be constructed in accordance with the standard construction drawings listed in
Annexure B.

9.1 Conductor erection


The two principle methods of line erection are paying-out and pulling-in. Conductors shall normally
be erected using the pulling-in method. Stringing using helicopters is permitted where appropriate.
Use of the paying-out method may be permitted where other methods are not practicable after
approval has been obtained from Ausgrid’s Transmission Engineering. Where the paying-out
method is used, adequate measures shall be taken to prevent conductors suffering mechanical
damage such as scratching or deformation.

9.1.1 Use of hurdles


Where new conductors are to be strung crossing existing circuits, that remain in service for part or
all of the stringing operations, temporary hurdles may be required to be installed to protect the in-
service mains from falling conductors. The need for hurdles shall be based on a risk assessment.
While it is not possible to prescribe requirements for hurdles since conditions will vary with road
and network configuration, topography etc, the principle functional requirements for the hurdle
design are as follows:

• The hurdle shall be capable of catching and supporting any conductor of the new or re-
conductored span and keep it at least the minimum safe approach distance away from the in-
service conductors. If the upper conductor of the in-service circuits is an overhead earthwire, a
minimum clearance of one metre shall be maintained in the event of a fallen conductor.

• The hurdle shall be strong enough to support the maximum number of conductors likely to be
pulled at one time under the worst conditions likely to be encountered (i.e. position in conductor
pull that maximises the weight of the conductor the hurdle must support). Strength calculations
shall allow for the maximum permissible wind speed under which conductor stringing is
permitted to be undertaken.

• The hurdle shall be structurally stable so that in the event of a fallen conductor, it is not prone
to lean dangerously towards the in-service mains or fall onto roads or adjacent land.

• The hurdle supports shall be located no closer to the in-service conductors than the minimum
safe approach distances specified in Ausgrid’s Electrical Safety Rules for the highest voltage of
the in-service mains.

• The webbing or supporting mesh shall be nonconductive.


Hurdles are to be designed by suitably qualified person. Approval for the use of the hurdle shall be
obtained from Ausgrid’s Transmission Engineering, in consultation with Ausgrid’s Design.
Hurdles or other forms of conductor support may also be required for crossings of major roads,
depending on the requirements of the relevant roads authority.

9.2 Construction records


The following information shall be recorded and submitted to Ausgrid’s Mains Design:

• The Conductor Tensioning Report, as shown in Annexure A.


• Final height of lowest conductor above the ground at each pole or tower
• Clearance above ground or to mid-span structures at a sample of spans along the line.
• The serial number and calibration date of all instruments used for recording the above
measurements.

9.3 Commissioning tests


After completion of construction of a new section of overhead sub-transmission line, the following
tests shall be completed:

• Both calculated and measured Line impedance (zero and positive sequence)
measurements.

• Insulation resistance check, to ensure no inadvertent short circuits.


Additionally, for lines with an OHEW, earth current injection tests and the following measurements
at each earthed support structure shall be completed to confirm compliance with AS4853, AS3835
and AS/NZS 7000. These tests and measurements shall only be done after the substation earth
mats at all ends of the line are fully installed and connected to the feeder earthing system:
• structure earth impedance,
• step and touch potentials, and
• earth potential rise and associated soil voltage contour.
Note: AS/NZS 7000: Generally, low currents shall be used and scaled up to design earth fault
levels.
All values measured shall be recorded in a commissioning report and submitted to the Ausgrid
Earthing Engineer assigned to the project.

9.4 Railway crossings


Where poles are positioned near a rail corridor, it must meet the requirements of NS167.
Refer to NS220 for clearances.

9.5 Navigable waterway crossings


Where a section of line crosses a navigable waterway it must meet the requirements of NS268.
Refer to NS220 for clearances.

Pole Installation and removal


Refer to NS128, NS167 and NS220.

9.7 Painting of poles


Refer to NS220 for details.

9.8 Staying of poles


Where poles are required to be stayed, it must meet the requirements of NS220.

Conductor fittings are included in the standard construction drawings listed in Annexure B.

9.10 Redundant mains and hardware


Where overhead mains are redundant, the designer must make provision in the design to remove
redundant assets when work is identified on the pole structure.
All redundant hardware, including connectors, shall be removed at the time it is made redundant.
Any other redundant hardware already present shall also be removed.

10.0 STORES & MATERIALS


Only approved materials and equipment may be used in the construction of infrastructure which
ultimately forms part of Ausgrid’s electrical network. The approved materials and equipment
contained in this Network Standard are detailed in Ausgrid's Approved Material List (AML) with
manufacturer and supplier information and Ausgrid stockcodes where appropriate. Ausgrid will
consider adding alternative materials and equipment to the AML in accordance with NS181 -
Approval of Materials & Equipment and Network Standard Variations.
ASPs may obtain approved materials and equipment items as listed in the AML from any source.
Where an ASP wishes to use alternative materials and equipment, application to have the
materials or equipment considered for approval is to be made in accordance with NS181.
Alternatively, where approved materials and equipment are held as stock in Ausgrid’s stores
system, ASPs may purchase them from Ausgrid. All enquiries and requests for quotations should
be directed by email to aspsales@ausgrid.com.au.
All materials used on Ausgrid’s network must be new.

11.0 AUTHORITIES AND RESPONSIBILITIES


For this Network Standard the authorities and responsibilities of Ausgrid employees and managers
in relation to content, management and document control of this Network Standard can be obtained
from the Company Procedure (Network) – Production/Review of Network Standards. The
responsibilities of persons for the design or construction work detailed in this Network Standard are
identified throughout this standard in the context of the requirements to which they apply.

12.0 COMPLIANCE AND VARIATIONS TO NETWORK STANDARDS


The requirements of this standard shall always be adhered to.
As specified in NS261 Compliance Framework for Network Standards, designers shall develop and
maintain a compliance framework, related to the compliance with Ausgrid Network Standards and
other technical documents in accordance with AS ISO 19600:2015.
Where variations to this Network Standards is proposed or non-compliance is the result of specific
site conditions or design decisions, this needs to be identified and approval sought as per NS181
prior to their implementation.

All work covered in this document shall conform to all relevant Legislation, Standards, Codes of
Practice and Network Standards. Current Network Standards are available on Ausgrid’s Internet

14.0 DEFINITIONS
Accredited Service An individual or entity accredited by the NSW Department of Planning,
Provider (ASP) industry and Environment, in accordance with the Electricity Supply (Safety
and Network Management) Regulation 2014 (NSW).
Client An individual or entity who is the proponent of a project; a client could be a
developer, or customer, or Ausgrid.
For Contestable Works, any reference to the Client includes Accredited
Designer(s) and Accredited Service Provider(s) working under
agreements/contractual arrangements for the Client.
For contestable works, the client is not Ausgrid.
For projects which are not Contestable Works, Ausgrid is the Client.
Contestable Those works for which the Client is required to meet the cost and for which
Works the Client may choose the ASP under section 31 of the Electricity Supply
Act (NSW) 1995. This also includes contestable asset relocation works.
Document control Ausgrid employees who work with printed copies of document must check
the document repository regularly to monitor version control. Documents
are considered “UNCONTROLLED IF PRINTED”, as indicated in the
footer.
Designer An Ausgrid employee, contractor to Ausgrid or authorised ASP/3 who is
duly qualified to produce design plans.
Design Brief A document issued by Ausgrid that defines the scope of the project and
details specific relevant information. In the case of contestable work, the
Design Brief is the ‘Design Information’, as defined by IPART.

EPR Earth Potential Rise
IPART Independent Pricing and Regulatory Tribunal
Near As defined by Ausgrid’s Electrical Safety Rules (ESRs)
Network Standard A document, including Network Planning Standards, that describes the
Company's minimum requirements for planning, design, construction,
maintenance, technical specification, environmental, property and metering
activities on the distribution and transmission network. These documents
are stored in the Network Category of the document repository and
available externally on Ausgrid’s website.
