This document has been developed using information available from field and other sources and is suitable for most situations
encountered in Ausgrid. Particular conditions, projects or localities may require special or different practices. It is the responsibility of
the local manager, supervisor, assured quality contractor, accredited service provider and the individuals involved to make sure that
a safe system of work is employed and that statutory requirements are met.
Ausgrid disclaims any and all liability to any person or persons for any procedure, process or any other thing done or not done, as a
result of this Standard.
All design work, and the associated supply of materials and equipment, must be undertaken in accordance with and consideration of
relevant legislative and regulatory requirements, latest revision of Ausgrid’s Network Standards and specifications and Australian
Standards. Designs submitted shall be declared as fit for purpose. Where the designer wishes to include a variation to a Network
Standard or an alternative material or equipment to that currently approved the designer must obtain authorisation from the Network
Standard owner before incorporating the variation to a Network Standard or alternative material into a design. All designers including
external designers authorised as Accredited Service Providers will seek approval through the approved process as outlined in NS181
Approval of Materials and Equipment and Network Standard Variations. Seeking approval will ensure Network Standards are
appropriately updated and that a consistent interpretation of the legislative framework is employed.
Notes: 1. Compliance with this Network Standard does not automatically satisfy the requirements of a Designer Safety Report. The
designer must comply with the provisions of the Workplace Health and Safety Regulation 2011 (NSW - Part 6.2 Duties of designer of
structure and person who commissions construction work) which requires the designer to provide a written safety report to the person
who commissioned the design. This report must be provided to Ausgrid in all instances, including where the design was commissioned
by or on behalf of a person who proposes to connect premises to Ausgrid’s network, and will form part of the Designer Safety Report
which must also be presented to Ausgrid. Further information is provided in Network Standard (NS) 212 Integrated Support
Requirements for Ausgrid Network Assets.
2. Where the procedural requirements of this document conflict with contestable project procedures, the contestable project
procedures shall take precedent for the whole project or part thereof which is classified as contestable. Any external contact with
Ausgrid for contestable works projects is to be made via the Ausgrid officer responsible for facilitating the contestable project. The
Contestable Ausgrid officer will liaise with Ausgrid internal departments and specialists as necessary to fulfil the requirements of this
Standard. All other technical aspects of this document which are not procedural in nature shall apply to contestable works projects.
INTERPRETATION
In the event that any user of this Standard considers that any of its provisions is uncertain, ambiguous or otherwise in need of
interpretation, the user should request Ausgrid to clarify the provision. Ausgrid’s interpretation shall then apply as though it was
included in the Standard, and is final and binding. No correspondence will be entered into with any person disputing the meaning of
the provision published in the Standard or the accuracy of Ausgrid’s interpretation.

Construction of 33kV, 66kV and 132kV Overhead Mains
Contents
1.0 PURPOSE
This Network Standard is Ausgrid’s specification for the construction of overhead sub-transmission
(33kV, 66kV and 132kV) lines that form part of the Ausgrid network.
2.0 SCOPE
This Network Standard and the standard construction drawings listed in Annexure B, describes
Ausgrid’s requirements for new construction and replacement or refurbishment of existing
overhead sub-transmission lines.
Ausgrid’s requirements for Low Voltage overhead mains are detailed in NS125 Construction of Low
Voltage Overhead Mains. Ausgrid’s requirements for 11kV and 22kV overhead lines are detailed in
NS126 Construction of High Voltage Overhead Mains.
Ausgrid’s requirements for overhead line design are detailed in NS220 Overhead Design Manual.
3.0 INTRODUCTION
Only bare conductor overhead mains are used in the Ausgrid overhead sub-transmission network.
A range of pole types and towers are used to support sub-transmission mains including timber,
concrete and steel poles. Refer to NS128 Pole Installation and Removal.
4.0 SELECTION
In selecting the type of mains, the designer shall follow the general design approach and conductor
selection described in NS220. Ausgrid reserves the right to nominate which conductor to use in a
given situation.

ensure regulation is kept within defined limits and use of transposition structures shall be used
as necessary.

Structure design is limited to those available in the associated structure drawings, the designer
will have limited scope for varying the lines performance other than by conductor selection and
use of transposition structures.
The Design Brief shall specify either the loading and voltage drop requirements for the circuit to be
constructed or the conductor to be used.

6.0 EARTHING
6.1 General
An earth fault assessment is required for the earthing systems associated with new sub-
transmission lines to show safety compliance with the applicable standards AS/NZS7000, NS260
and HB 331.
• All new OHEW installations that run the entire length of the line are to be OPGW.
• On new or refurbished 132kV lines, the OHEW shall be erected for the entire length of the
line, with at least one OHEW per circuit.
• On new 33kV and 66kV lines the OHEW shall be erected for the whole length of the line.
• On existing/refurbished 33kV and 66kV lines, the minimum OHEW length requirements
from substations connected to sub-transmission overhead lines are 1600m for 33kV and
800m for 66kV. Minimum OHEW length can be reduced if approved by Transmission
Engineering.
• For horizontal multi-pole construction at any voltage, at least two OHEWs shall be used -
one erected at the top of each pole. Where three-pole structures are erected on a
predominantly two-pole structure line, the two OHEWs shall be attached as per standard
construction drawings.

9.0 CONSTRUCTION
Lines shall be constructed in accordance with the standard construction drawings listed in
Annexure B.
• The hurdle shall be capable of catching and supporting any conductor of the new or re-
conductored span and keep it at least the minimum safe approach distance away from the in-
service conductors. If the upper conductor of the in-service circuits is an overhead earthwire, a
minimum clearance of one metre shall be maintained in the event of a fallen conductor.
• The hurdle shall be strong enough to support the maximum number of conductors likely to be
pulled at one time under the worst conditions likely to be encountered (i.e. position in conductor
pull that maximises the weight of the conductor the hurdle must support). Strength calculations
shall allow for the maximum permissible wind speed under which conductor stringing is
permitted to be undertaken.
• The hurdle shall be structurally stable so that in the event of a fallen conductor, it is not prone
to lean dangerously towards the in-service mains or fall onto roads or adjacent land.
• The hurdle supports shall be located no closer to the in-service conductors than the minimum
safe approach distances specified in Ausgrid’s Electrical Safety Rules for the highest voltage of
the in-service mains.

14.0 DEFINITIONS
Accredited Service An individual or entity accredited by the NSW Department of Planning,
Provider (ASP) industry and Environment, in accordance with the Electricity Supply (Safety
and Network Management) Regulation 2014 (NSW).
Client An individual or entity who is the proponent of a project; a client could be a
developer, or customer, or Ausgrid.
For Contestable Works, any reference to the Client includes Accredited
Designer(s) and Accredited Service Provider(s) working under
agreements/contractual arrangements for the Client.
For contestable works, the client is not Ausgrid.
For projects which are not Contestable Works, Ausgrid is the Client.
Contestable Those works for which the Client is required to meet the cost and for which
Works the Client may choose the ASP under section 31 of the Electricity Supply
Act (NSW) 1995. This also includes contestable asset relocation works.
Document control Ausgrid employees who work with printed copies of document must check
the document repository regularly to monitor version control. Documents
are considered “UNCONTROLLED IF PRINTED”, as indicated in the
footer.
Designer An Ausgrid employee, contractor to Ausgrid or authorised ASP/3 who is
duly qualified to produce design plans.
Design Brief A document issued by Ausgrid that defines the scope of the project and
details specific relevant information. In the case of contestable work, the
Design Brief is the ‘Design Information’, as defined by IPART.

Review date The review date displayed in the header of the document is the future date
for review of a document. The default period is three years from the date of
approval however a review may be mandated at any time where a need is
