Cabral Undersecretary for Planning and PPP OFFICE OF THE SECRETARY Dear Secretary Villar: During the Budget Technical Meeting with the Department of Budget and Management (DBM) last May 9, 2019 it was mentioned that the following requirements should be complied as basis by DBM on the evaluation of proposed infrastructure projects of SRA for 2020 GAA funding: 1, Latest Budget Utilization Report (BUR) per Farm-to-Mill Road for projects funded in 2016 and 2017 GAA. 2. Fund liquidation report of the 15% mobilization fee transferred to DPWH for 2018 FMR projects. 3, Copy of Contracts of 2018 FMR projects. 4. Statement of Work Accomplished of 2018 FMR projects. ‘These documents from DPWH will greatly help SRA justify its budget request for 2020 GAA through the Sugarcane Industry Development Act (SIDA). In 2019 GAA, Infrastructure fund is only P150 Million which is way below the mandated funding of P1 Billion pursuant to the SIDA. Partnership with DPWH in the implementation of infrastructure projects is a critical part of sugarcane industry's competitiveness.
