SCENARIO 2 (WITHOUT FOCAL PERSON)

Coun. Bautista: Thank you. Your Honor, upon perusal of the proposed draft resolution
and project briefer, content of which are self-explanatory for compliance & guidance,
this humble representation honestly believe that it is in the best interest of the City of
Santiago to approve the said legislative measure. PLDT’s InfoTeach Outreach Program
has been implemented for several years now in several localities. This year, we are very
lucky to be selected as one of the beneficiaries of the said program. This project is a
convergence of advocacies – with PLDT, UP Open University, DepEd, and Local
Government Units, joining hands to reach more schools, teachers, and students for a
digitally literate Philippines. The outreach program will provide a ladderized program
towards increasing the levels of digital literacy and applications and as a result will
provide more and better opportunities to both the teachers and students who will
participate in the program. It is a reality that it would pose a hindrance in finding work
today if a person does not have basic knowledge and functional skills in computer
applications in any field. Information technology is widely used in the medical and health
services sector, in engineering, media and publications, education, banking and finance,
trade and commerce, and even in simple office tasks. Indeed, a person with knowledge
in computer would have a leverage over other applicants to a particular work.

Also, based on the provisions of the MOA, I think that the LGU Santiago is more than
capable to perform the following responsibilities:
1. Provide logistics needed to facilitate implementation of the project in the area;
and
2. Coordinate with DEPED-Santiago and the Project Management Team to ensure
successful implementation of the project in the area.

The provision of logistics was defined in the project briefer as providing/allowing the use
of LGU Facilities as may be needed by the program especially during the
training/graduation and recognition ceremonies. (e.g. Community Centers, Public
Libraries and covered court/gym)

So If there are no queries pertaining to the proposed measure, may I move, Your
Honor, for the approval of the proposed RESOLUTION AUTHORIZING THE CITY
