SCOPE This specification covers the minimum requirements for the mechanical design, materials, fabrication, inspection and testing and preparation for shipment of air cooled heat exchangers for all process fluid services and utility fluid services in offshore oil and gas production and process facilities. Vertical, “V" frame and “A” frame or “roof” type air-cooled heat exchangers are not covered by this specification 2. DEFINITION As used in this Specification, the following definitions shall apply: Company or Purchaser Unocal Thailand Ltd Contractor or Vendor Party responsible for air-cooled heat exchangers design, fabrication, assembly, installation, testing and commissioning, ‘The word “shall” or “must” means a mandatory requirement, The word “should” means a recommendation, 3. SUPPLEMENTAL REQUIREMENTS The following industry standards - latest edition, and details as referenced shall be used with this Specification: American Petroleum institute (API) Specifications API661 Air Cooled Heat Exchangers for General Refinery Services American Society of Mechanical Engineers (ASME) Specifications ASME VIII Div 1 Rules for Construction of Pressure Vessels American Society for Testing and Materials (ASTM) Specifications ASTM A450 General Requirements for Carbon, Ferritic, Alloy and Austenitic Steel Tubes ASTM A700 Packaging, Marking and Loading Methods for Steel Products for Domestic Shipment ‘American Welding Society (AWS) Specifications AWS D1.1 Structural Stee! Welding Code Expansion Joints manufacturers Association (EJMA) Specifications EJMA Standards Standards of the Expansion Joints Manufacturers Association Company's General Specifications (GSs) Gs-3 Unfired Pressure Vessels. GS-21 UNOCAL® AIR COOLED HEAT EXCHANGERS, Revision 1 PAGE 5 OF 10 In addition to the requirements of this Specification, all requirements of the governing authority, i the country and/or its subdivisions where the air- cooled heat exchanger is to be installed shall be met 4, GENERAL Exchangers shall be manufactured conforming to the latest edition of API661, “Air-Cooled Heat Exchangers for General Refinery Service” and to the additional requirements of this Specification Air Cooled Heat Exchangers shall be considered to be pressure vessels. Compliance with latest edition of ASME Boiler and Pressure Vessels code, Section VIll Div 1 and GS-3,"Pressure Vessels" is mandatory. The thermal design and rating of an air-cooled heat exchanger shall be based on design methods which have been proven in practice. In this respect, the design procedures and computer programs published by the Heat Transfer Flow Service (HTFS) and Heat Transfer Research Institute (HTRI) are considered proven design methods. In general, the heat exchanger shall be suitable for service in the hazardous area nominated in the equipment specification and data sheets. In case of conflict between documents, normally, the most stringent requirements govern. However, the order of priority for screening shall be: Purchase Order Equipment specification Sheet issued along with the Purchase Order This Specification API Standard 661, * Air-Cooled Heat Exchangers for General Refinery Services” ASME Boiler and Pressure Vessel Code paoge The Vendor shall obtain written approval from the Company before proceeding with work affected by a conflict between the proposal and the purchase order, unless an exception is stated as such in the purchase order. ADDITIONAL REQUIREMENTS TO AP1661 (Fourth Edition, Nov. 1997) Requirements specified herein are in addition to API661 requirements unless specifically noted as exceptions. “Add or “Exception” against the identified Clauses of API661 are indicated as appropriate, 5.1 API661 ~ Section 1 - Scope Clause1.1 (Add): Where the Clauses with bullet indication is not modified herein or in the equipment specification, the requirement mentioned as in API661 is acceptable. G UNOCAL® AIR COOLED HEAT EXCHANGERS Revision 1 PAGE 6 OF 10 5.2 5.3 54 5.6 56 The heat exchangers constructed outside the United States and Canada need not bear the ASME Code stamp. However, ASME Code forms shall be completed and signed by the manufacturer and the Company approved inspector. Items on the form pertaining to certificate of authorisation and the inspection national board number shall be left blank. A note shall be added to the form stating that the equipment does not bear the ASME Code stamp. API661 — Section 2 ~ Referenced Publications ‘API661 — Section 3 — Defi API661 ~ Section 4 ~ Proposals Clause4.2 (Add) Proposal shall clearly indicate the heat exchanger proposed is of proven design with successful operation record and is of manufacturer's standard construction range. If the heat exchanger proposed is of new design or manufacturer's non standard design and successful operation record is not available, the proposal shall include methodology for type testing of the heat exchanger. The proposal shall include all the identified requirements in the equipment specification including performance curves and details for the fans, filled in specification sheets and noise data sheets etc. API661 — Section 5 — Documentati Clauses. 1.1 (Add): Header details shall be furnished showing thickness, dimensions, component details, actual corrosion allowance available and the amount of increased header thickness if used for nozzle reinforcement. Clause5.2.1 (Add): Within 10 days after the exchanger is shipped, the vendor shall furnish any other records required as per equipment specification. API661 — Section 6 ~ Design Clause 6.1 (Add): Passes in multi-pass units shall preferably arranged so that inlet and outlet connections are at the same end of the section. (Add) Tube to tube sheet joints of welded construction are not permitted unless specified in the equipment specification UNOCAL® AIR COOLED HEAT EXCHANGERS Revision 1 SPECIFICATION SPEC. GS-21 PAGE 7 OF 10 Clause 6.1.1.9 (Exception): Air seal baffle minimum metal thickness shall be 1/ 8" Clause 6.1.6.1.8 (Add): Horizontal partition plates shall be provided with a 14" drain hole and drain plug if the fluid handled is harmful to the environment or corrosive in nature. Clause 6.1.6.1.9 (Exception): Header types other than those described in API661 Clause 6.1.6.2 and 6.1.6.3 may be proposed as an alternative design (see APIG61 section 9) Clause 6.1.6.2.2 (Exception): Bonnet headers are not permitted. Clause 6.1.6.2.3 (Exception): Bolted joints with unconfined full-faced gasket construction is not allowed. Clause 6.1.6.2.7 (Exception): Cover piate attachment shall be obtained by through bolting. Clause 6.1.7 (Add): Vendor shall supply 10% spare plugs along with the heat exchanger. Clause 6.1.8 (Add): Vendor shall supply 100% spare gaskets along with the heat exchanger. Gasket with asbestos content is not acceptable Clause 6.1.9.8 (Modified) All external piping connection shall be designed in accordance with Unocal Thailand GS-8 “Piping Materials" Clause 6.1.9.8 (Exception): Slip on flanges are not permitted. Clause 6.1.9.8 (Add): Flanged connections of size NPS 3in and below shall be ANSI Class 300 minimum rating Clause 6.1.9.10(Exception): Delete this Clause. (Slip on flanges are not permitted.) Clause 6.1.11.2 (Exception) The maximum length of the tube shall be 40ft (12m), Clause 6.1.11.7 (Exception): The tubes shall be mechanically embedded fin type unless specified otherwise. Where specified, design temperature for extruded fin type tubes shall not exceed 550°F (290°C) and for footed tension wound fin type tubes shall not exceed 30°F (150°C). Edge wound UNOCAL® AIR COOLED HEAT EXCHANGERS 57 “SPECIFICATION PAGE 8 OF 10 fins (where in the fins are bonded to the outside surface by hot-dip galvanising, brazing or welding) are not permitted. The number of fins shall not exceed 10/in. In order to prevent fouling, segmented tubes shall not be used. Clause 6.2.2.1 (Add): Permissible noise level, measured without background noise, shall not exceed 85dBA (weighted sound level reading when measured on the A scale of a general purpose sound level meter set at slow response)/ Measurement shall be taken 3ft under either the bundle for the induced draft type or under the fan if forced draft. Clause 6.2.3.1 (Exception): If required by Company, each pneumatic actuator provided for automatically controlled pitch adjustment of blades will be equipped with a positioner. In case of loss of control air pressure, blades shall either move to a minimum pitch or to a maximum pitch and be locked in position as specified in the equipment specification Clause 6.2.8.2.6 (Exception): High Torque Drive (HTD) - Cog type belts shall be a multiple-beit section formed by joining a matched set of individual belts. Gates Universal HTD - Cog type belts or Company approved equivalent shall be used. One extra set of belts shall be provided for each fan Clause 6.2.9.1 (Exception) One readily accessible double throw two contact vibration cut out switch shall be furnished for each fan driver unit. Clause 6.2.9.2 (Add): Vibration switches shall be electronic type, Single Pole Double Throw (SPDT) contacts for 120V, 60Hz, housed in an explosion-proof Class 1, Division 2, Group D Case (or as specified in the equipment specification) Clause 6.2.10 (Add): Grating shall be used for dropped - object protection. Clause 6.3.1 (Add) The supporting structure and frame work design and fabrication shall meet the requirements. of GS-15,"Steel Structures" Clause 6.3.6 (Add): Lifting devices integral with the support structure shall be provided for the removal and installation of fans and motors. Vendor shall prepare the lifting arrangement diagram, which indicate the center of gravity ifthe lift, and submit to company for approval. Vendor shall supply the spreader bar and lifting gear as specified in the approved lifting arrangement API661 — Sect in 7 ~ Materials. Clause 7.1.1 (Add): All components except the fin tubes and headers of units subjected to marine or coastal UNOCAL@® AIR COOLED HEAT EXCHANGERS Revision I SPECIFICATION SPEC. GS-21 PAGE 9 OF 10_ 58 59 atmosphere (salt-laden) shall be galvanised. Structural threaded fasteners, and bolts and nuts for pressure retaining parts shall be Cadmium plated. Clause 7.1.3 (Exceptions) Pressure containment components made of cast iron are not permitted Clause 7.1.3 (Add): Pipe for nozzles shall be as specified in the data sheets and suitable for the service. Tubes. ‘shall comply with the requirements of the applicable ASTM specifications with dimensions and general conditions per ASTM A450. AP1661 - Section 8 ~ Fabri Clause 8.1 (Add): Structural joints which are not full penetration butt welded shall be continuously seal welded Bolted joints for erection and maintenance purposes shall be kept to a minimum. Set-on flanges and single welded joints are not preferred. All flanges and nozzles and pressure containment components shall be installed with full penetration welds. Clause 8.7.1 (Add): if the unit is shipped partially assembled, proper fit-up of all components that require field assembly shall be demonstrated by shop assembly of prototype prefabricated components. ‘Vendor shall supply all necessary personnel and material required to complete the assembly of said air cooled heat exchanger package. API661 - Section 9 — Inspection, Examination and Test Clause 9.1.2 (Exceptions) The vendor shall notify the Company three (3) weeks before start of fabrication, hydrostatic test and any other final inspection and packing for shipment. Clause 9.2.3 (Exception) 100% of all butt welds shall be examined by radiography. Imperfections exceeding the requirements of UW-52 shall be repaired. Corner joints shall be subject to ultrasonic. examination by the straight and angle beam methods Clause 9.4.1 (Exception) : Vendor shall conduct all the shop run-in tests as may be specified in the equipment specification. Clause 9.5.3 (Add): In addition, the name plate details shall include those indicated in the equipment specification, PE SPECIFICATION — UNOCAL® AIR COOLED HEAT EXCHANGERS Revision PAGE, 5.10 54 APIG61 ~ Section 10 — Preparation for Shipment Clause 10.1.3 (Add): Vendor shall notify the company, three (3) weeks in advance before shipment as to enable the Company's representative to witness the preparation for shipment Clause 10.3.4 (Exception) If not specified in the equipment specification or through other correspondence, the skidding, boxing, crating or coating shall be carried out as per GS-38, "Export Packing Requirements Additionally, the minimum requirements of ASTM A700,"Standard Practice for Packaging, Marking, and Loading Methods for Steel Products for Domestic Shipment" shall be met. ments API661 — Section 14 — Supplemental Req Clause 11.1 (Add): All the supplemental requirements identified in the equipment specification shall be met. Where no supplemental requirements are identified in the equipment specification and are required to be implemented for achieving required level of integrity of the heat exchangers, Vendor may propose such requirements for review and acceptance by the Company.
