Education Department has been pleased to notify Per Capita Financing (PGF) Formula for the purpose of budgeting for non-salary component of ali schools falling within the purview of School Education Department. Tne Formula will be followed ‘by all concerned for budget proparation and execution wef FY 2013-14, in 09 -Pilot Districts i e. Chakwal, Chiniol, Khanewal, Muzaftar Garh, Nankana Sahib, Okara, Sargocha, Sialkot and Rahim Yar Khan The Formula is as under'- Yotal School entitlement = fixed school allocation+ student: retention premium + basic student entitlement + furniture needs + building operations © Where fixed schoo! allocation (19.73%) is; an amount per school, differentiated by school type (Primary, Elementary, High and Higher Secondary) where the entitlement increases accordingly + Student retention premium (20%) is; an adaitional amount for students in classes 2- 4,5, 8, 10 and 12 where the incentive increases by the higher class type; + Basic student entitlement (22.4%) is; er amount allocated on the basis of number of enrolled students, differentiated and increasing according to Primary, Elementary, High and Higher Secondary School phase; +A furniture need (14.93%) allocates an amount for teacher and student furniture needs hased on the fumiture deficiency indicator, «Building operations (22.84%) are allocated based on the number of students: enrolled in a school 2 Funds to High and Higher Secondary Schools would be released to AIC IV of District Governments, as a concitional grant, over and above the PFC share of respective District Governments which shall not be spent for any other purpose. For Primary ancl Elementary schools, funds will be transferred to SDA of respective EDO (F&P} and EDO (Education), who will further release the funds to School Management Committees (SMCs)' or School Councils (SCs) Accounts fn quartarly basis.
