Quality Policy
The Standardization Division is committed to;
Perform its activities to the best of its ability to achieve the corporate goals of the
Institution in formulation of National standards in line with the International
standards
Achieve socio-economic development and enhance International
competitiveness of products and services and safeguard the interest of
consumers whilst developing the competence of staff of the Standardization
Division paving the way to improve the functions of the Division on continual
basis.
The Scientific Standardization Division is entrusted with development of National
Standards for products and services to be used mainly in the industrial and trade
sector. The division is consisted of sections namely Agriculture, Food, Chemicals
and Cosmetics as well as Textiles and Garments to facilitate development of
standards in multidisciplinary manner addressing different categories.
Development of national standards may vary as Specifications for materials or
products; Codes of Practice or Guides giving recommended practices in same
field of industry, Methods of Test & Glossaries of Terms. Whenever feasible, as a
policy, Scientific Standardization Division adopts and refers to International
Standards such as ISO and ASTM to make the national standards inline with
international requirements.
Sri Lanka Standards are developed through Committees and as cooperative
effort; by negotiations and consensus of all interested parties concerned. This
achieves through consultation of various expert groups representing
manufacturers, consumers/users, Academia, NGOs, Research organizations,
Public Institutions and Independent Technical Organizations.
The Scientific Standardization Division is assisted by technical committees called
Sectoral Committees to advice and guide the standards formulation activities and
these committees are managed by professionally qualified staff of the Sri Lanka
Standards Institution who provides secretarial and technical assistance on
matters pertaining to principles and procedures of standardization. The Scientific
Standardization Division plays the role of a coordinating body whereby
knowledge and experience available in the country to direct to the preparation of
standards.
In the selection of standard formulation projects, priority is given to standards that
facilitate regulatory requirements, internal and external trade and to enhance the
international competitiveness of Sri Lankan products with the prime objective of
safeguarding the interest of the consumers and the industry.
Currently there are over 1400 Sri Lanka Standards relating to products,
materials, processes and practices. Many standards have been revised to entrust
of new development of materials, processes and technology.
Sri Lanka Standards are intended for voluntary adoption by those concerned
unless made compulsory by Acts and Regulations.
The Scientific Standardization Division has been awarded ISO 9001: 2008
Quality Management System Certification by the Bureau of Indian Standards
(BIS) in 2009 which is an indication of rigorous quality of standards formulation
process of the Division.

ENGINEERING STANDARDS FORMULATION DIVISION
The National Engineering Standards formulated by the Engineering
Standardization Division are developed through a committee process and a
consultative process with the voluntary involvement and the co-operative effort of
all interested parties representing consumers, producers, users, public
Institutions and independent technical Organizations.

The Institution appoints Technical Committees to advice and guide the Institution
in these activities, with the aim of gathering all possible expertise in the best
possible way to maximize benefits to the national economy from these
Standardization activities.

National standards represent coordinated solutions for use in technology,


commerce trade and administration and are intended to achieve;
overall economy in terms of human effort materials, power and other resources in
the exchange of goods and services.

provide a means of expression and of communication amongst all interested
parties.
These standards may be specifications for materials or products; they may be
codes of practice written in mandatory form or guides giving recommended
practices in some field of industry; or they many be methods of test, glossaries of
terms or may express some other form of standardization.
In the formulation of Standards, the policy of the Sri Lanka Standards Institution
is to be in line with the International Standards and practices as far as
practicable. To this effect International Standards are adopted, as Sri Lanka
Standards, wherever feasible.

The Council of the SLSI appoints Sectoral Committees covering broad subject
areas to advise the SLSI on standards formulation and implementation activities.

Sectoral Committees are formed from experts in the respective areas drawn from
manufacturers, consumers, independent research and testing organizations, and
individual experts. Thus a Sectoral Committee constitutes of both members
nominated from respective organizations as well as members appointed on a
personal capacity.
SLSI in consultation with Sectoral Committees may appoint Working Groups to
deal with specific standardization projects. Such Working Groups report to the
relevant Sectoral Committee.
Chairpersons of the Sectoral Committees are appointed by the Council of the
SLSI. These committees meet about once in two months or more often as
necessary. Meetings of a committee are normally open only to members of the
committee. Requests for attendance by visitors for special purposes should be
directed in the first instance to SLSI which will issue and invitation in consultation
with the Chairman of the Sectoral Committee.
Each standardization project is managed by a Standards Engineer of the
Engineering Standerdization Division of the SLSI. There are several alternate
procedures which are adopted based on the nature and complexity of the
subject; availability of data, reference documents, other relevant standards, and
information. The alternative procedures which are followed are indicated in a flow
chart.

WTO Enquiry Point

In fulfilling Sri Lanka's obligations under WTO Agreement, the WTOEnquiry Point
offers the following services to interested stakeholders:
Provision of notification and related documentation to WTO partners of any
proposed new or amended technical regulations and conformity assessment
procedures that could have an impact on trade;
Distribution of WTO notifications to Sri Lanka stakeholders, via monthly e-mail
Alert!;
Responses to technical enquiries on a variety of topics, including: national,
foreign and international standards;
Access to standards and regulatory information at the SLSI technical library

Our Vision
 
To excel as a customer focused one stop information centre for information on
Standardization & Quality Management
 
The Documentation & Information Division of the SLSI is a one stop Information
Centre for literature on Standardization and Quality Management.  Being a
specialized information center we offer our members a unique collection of
resources on Standards and Quality Management. The major part of the
collection consists of a comprehensive and up-to-date collection of National,
International and Foreign National standards and Technical regulations. Working
to standards not only helps organizations in meeting legal and regulatory
requirements, but act as a logical extension to the wider implications of safety
and security.

It further accommodates a wide range of material including books, periodicals,


handbooks, guides etc. mainly on ‘Quality’ and ‘Standardization’ and their  co-
fields.
 
A number of services are offered, designed to meet the critical information
requirements of a broad base of customers from the industry, the trade and the
general public including those of small and medium size enterprises. Apart from
these the normal routine library services are also available.
 
The Documentation and Information Division of SLSI has been designated as the
WTO/TBT National Enquiry Point on Standards and Technical Regulations.

Laboratory Services

Laboratory Services Division is the largest technical division of Sri Lanka


Standards Institution where seventy one employees are working in six
laboratories i.e. Chemical, Electrical, Food, Materials, Microbiology and Textile.
The technical staff of the laboratory services division comprises of twenty five
graduate officers with post graduate qualifications and twenty six technical
officers. These staff members are specialized in their respective subject areas
and highly competent. Each laboratory is headed by an Assistant Director.
The modern testing facilities available in the laboratory division facilitate testing
of many products and materials according to national and/or international
standards. ISO/IEC 17025 based laboratory management system is implemented
within the laboratory services division and the Chemical, Food, Materials and
Microbiology laboratories are accredited for certain tests by Swedish
Accreditation Board (SWEDAC) of Sweden. In addition to that the Chemical,
Food and Microbiology laboratories are accredited by Sri Lanka Accreditation
Board (SLAB). Accreditation status ensures the competence of laboratories to
generate reliable and technical valid test results.The Laboratory Services
Division is functioning under the guidance and directions of the Director
(laboratory).
Laboratory Quality Assurance
An Assistant Director has been assigned to establish and maintenance of
Laboratory Quality Management System in accordance with ISO 17025
Laboratory Accreditation and Laboratory Quality Management System of the
Laboratory Services Division to ensure reliable and accurate testing services are
provided to the customers.
This includes providing of training and guidance of laboratory staff on Laboratory
Accreditation and Laboratory Quality Management System as per ISO
17025.Assistant Director assigned for Laboratory accreditation liaises with
Swedish Accreditation Board for Conformity Assessment (SWEDAC)

(SLAB) www.slab.lk to maintain accreditation granted as per ISO 17025:2005 to
the respective Laboratories.

Metrology
Metrology is the science and technology of measurement. Knowledge depends
largely on measurement. Instrumentation, which is the technology of
measurement, serves not only science but also all branches of engineering,
medicine and almost every human endeavour.
In fact to control a quantity one must be able to measure it. Whatever the nature
of application, intelligent selection and use of measurement equipment depends
on a broad knowledge of what is available and how the performance of the
equipment suits it to the job to be done. There is a need throughout all industry,
calibration and testing laboratories for improvement in measurement skills
because modern society is very much dependent on accurate and reliable
measurement results. To meet the requirements for this wide range of
measurement capabilities developed nations maintain extensive national
measurement systems. The concept of traceability of the results of
measurements is central to the structure of a national system of measurement so
that measurement results have a line of traceable calibrations, which relate
ultimately to national and international Measurement Standards.
In today’s demanding and competitive markets, good product design and efficient
manufacturing must be supported by reliable measurement and testing results.
Purchasers and consumers demand that the quality, performance and reliability
of goods meet their requirements. Manufacturing industry therefore must adopt
attitudes and practices to improve the reliability of the measurement results,
which lead to products and services which can compete in the world markets.
This can only be achieved through a well-established national measurement
system. The national measurement system (NMS) is responsible for stimulating
good measurement practices and enabling business to make accurate and
traceable measurements for the benefit of the nation. This is delivered through
maintaining the measurement infrastructure, representing Sri Lanka’s position
internationally. Good measurement practices results in a better quality of life,
through improved trade and consumer protection, a healthier environment and
more effective health and safety measures. It also improves the competitiveness
of business both at home and in export.
The Metrology Division of the Sri Lanka Standards Institution holds ISO 17025
Accreditation for Mechanical & Thermal Calibration. Accreditation allows people
to make an informed decision when selecting a laboratory, as it demonstrates
competence, impartiality and capability. Being an accredited calibration
laboratory, the Metrology Division of the Sri Lanka Standards Institution plays a
major role in our National Measurement System (NMS).
SLSI provides training on standardization and quality management for personnel
in the industry with a view to impart the knowledge base required for producing
good quality products / services. SLSI covers training programmes on
Standardization and Quality Management, ISO 9000 Quality Management
Systems, ISO 14000 Environment Management Systems and other Quality
related fields for all grades of industrial personnel; viz Top Management, Middle
Management, Executives, Supervisors, Technicians and Shop Floor Workers.

THE SRI LANKA NATIONAL QUALITY AWARD

Introduction

The Sri Lanka National Quality Award is an annual Award to recognize Sri
Lankan Organizations that excel in quality management and quality achievement.
Quality award programme is organized and implemented by the Marketing and
Promotion division of Sri Lanka Standards Institution (SLSI)
Evaluation Criteria

Award, applicant organizations are evaluated for seven criteria,


Leadership
Strategic Planning
Customer Focus
Measurement, Analysis and Knowledge Management
Workforce Focus
Processes Management and
Results.
This set of criteria is based on the criteria used for the Malcolm Baldrige National
Quality Awards in the USA.

Award Categories

The Award has following twelve eligibility categories:


Large Manufacturing / Service / Education / Health Care
Medium Manufacturing / Service / Education / Health Care
Small Manufacturing / Service / Education / Health Care
Large, Medium or Small scales to be determined on the number of full-time
employees.
Large - more than 250 full-time employees
Medium - from 50 up to 250 full-time employees
Small - less than 50 full-time employees

Commendation Certificate
Award recipients may publicize and advertise their Awards. In addition to
publicizing the receipt of the Award, recipients are expected to share information
about their successful quality strategies with other Sri Lankan organizations.

Eligibility

Any business located in Sri Lanka for a minimum period of 3 years prior to the
application date may apply for the Award. Eligibility for the Award is intended to
be as open as possible to all organizations. Eligibility restrictions and conditions
ensure fairness and consistency in definition. For example, publicly or privately
owned, domestic or foreign-owned, joint ventures, incorporated firms, sole
proprietorships, partnerships, and holding companies may apply.

The Award Examination

The Award Examination is based upon performance excellence criteria. In


responding to these criteria, each applicant is expected to provide information
and data on the company’s improvement processes and results. Information and
data submitted must be adequate to demonstrate that the applicant’s approaches
could be replicated or adapted by other companies.
The Award Examination is designed not only to serve as a reliable basis for
making Awards but also to permit a diagnosis of each applicant’s overall quality
management.

Application Review

Applications are reviewed and evaluated by members of the Board of Examiners,


Review Committee and the Panel of Judges in a five-stage process.

Selection of winners by panel of Judges
Examiners are assigned from the Board of Examiners to evaluate applications
taking into account the nature of the applicants’ businesses and the expertise of
the Examiners. Assignments are made in accordance with strict rules regarding
conflict of interest.

Feedback to Applicants

All applicants receive feedback reports at the conclusion of the review process.
The feedback is based upon the applicant’s responses to the Performance
Excellence Criteria. This report indicates their strengths and areas for
improvement. Many applicants use the feedback report as a guidance document
in improving the performance of the company.

Import inspection
INTRODUCTION
The objective of the Import Inspection Scheme (IIS) is to assure that the products
are closely monitored and checked against the relevant Sri Lanka Standard
Specification (SLS) and to make recommendation to the Department of Sri Lanka
Customs. This scheme is based on the Gazette notification 1447/28 of 2006-06-
01 under the Imports and Exports Control Act No.1 of 1969. Conformity of
consignments of the designated items for importation shall be based on the
following criteria.
a) Acceptability of the Conformity Certificate/s supporting the consignment, from
the exporting country.
b) Acceptability of the Product Certification Mark issued by the National Standard
body of the exporting country or National Standards body of other country.
c) Reliability and past experience with the manufacturer of the product from the
exporting country.
1. PROCEDURE TO OBTAIN APPROVAL
1.1 An importer expecting to import any of the items covered under the IIS
Scheme shall be conversant with the relevant requirements given below.
1.1.1 Imported consignments of designated items are broadly categorized as
follows:
Category 1: Consignments accompanied with acceptable Conformity Certificates
from an overseas laboratory or an inspection agency or any other Government
Institution registered with the SLSI
Benefits to the Importer: If the submitted Conformity Certificate (CC) is
acceptable for the consignment, the consignment will be approved for sale or use
without sampling. Sample will be drawn for random check once in three
consignments and after sampling the consignment will be approved. However,
the SLSI will decide frequency of sampling based on the past performance of
manufacturer, laboratory and the importer.
Category 2: Consignments accompanied with a Conformity Certificate from the
National Standards body of the exporting country. Conformity Certificate shall be
issued in accordance with the relevant Sri Lanka Standard Specification
Benefits to the Importer: If the submitted Conformity Certificate (CC) is
acceptable for the consignment the consignment will be approved for sale or use
without sampling. Samples will be drawn for random check once in three
consignments and after sampling the consignment will be approved . However,
the SLSI will decide frequency of sampling based on the past performance of
manufacturer and the importer.
Category 3: Consignment imported from a manufacturing plant registered with
the SLSI. A Conformity Certificate should accompany each and every
consignment from the manufacturing plant.
Benefits to the Importer: If the submitted Conformity Certificate (CC) is
acceptable to determine the conformity of the consignment will be approved for
sale or use with out sampling. However samples will be drawn for random check
once in five consignments basis and the frequency of sampling is based on the
past performance of manufacturer and the importer.
Category 4: Consignments of products carrying "Product Certification Mark" of
the National Standards body of any country where the standard used for said
certification is compatible with the corresponding Sri Lanka Standard
Specification. Such manufacturer should register for relevant products with the
SLSI.
Benefits to the Importer:
a) If the product bears the Product Certification Mark of Sri Lanka Standards
Institution (SLS mark) the consignment will be released for sale or use without
sampling. Samples will be drawn for random check once in eight consignments
and after sampling the consignment will be approved. However, the SLSI will
decide frequency of sampling based on the past performance of manufacturer
and the importer.
b) If the product bears an acceptable Product Certification Marks of other
countries the consignment will be approved for sale or use without sampling.
Samples will be drawn for random check once in five consignments and after
sampling the consignment will be approved. However, the SLSI will decide
frequency of sampling based on the past performance of manufacturer and the
importer.
Category 5: Consignments which do not fall into any of the above categories.
1.1.2 Contracts dealing with the importation of designated items shall stipulate
the need to submit a Pre-Export Conformity Certificate falling under Categories 1
to 3 as given in Clause 1.1.1 to ensure conformity of the consignment to the
relevant Sri Lanka Standard. The detailed test results shall also be submitted.
1.1.3. An importer who intends to import any of the designated items may submit
a Performa and a test report (pertaining to the items intended to be imported), to
the SLSI and may get a verification from the institution whether such items are
acceptable for the purpose of import before establishing the letters of credit.
However this does not exempt the importer from submitting the pre-export
Conformity Certificate pertaining to the specific batch / batches under
importation, as stipulated in Clause 1.1.2.
1.1.4 Importation of any consignment of designated items which falls under
Category 5 as in Clause 1.1.1 will be sampled at port, and consignments will not
be released from the port until test report is available. However the SLSI may
consider releasing the goods to a customs bonded warehouse, until clearance is
obtained. If sampling at port premises is difficult or test result could not be
obtained in a short period the consignment may be released to importers
warehouse based on personal guarantee letter and past performance of importer
as well as manufacturer.
1.1.5 It is emphasized that consignments of items of which drawing of samples at
the Port premises is difficult or results of testing could not be obtained in a short
time be supported with an acceptable Quality Certificate as specified in
Categories 1, 2 or 3 in order to avoid delays.
1.1.6 However the SLSI will retain the authority to draw samples, from any of
these consignments, either on random basis or if there is a reasonable doubt
regarding the quality of the consignment and subject them for testing. The SLSI
may refuse releasing of such consignments found unsatisfactory.
2. TYPE OF SERVICES PROVIDED
Two types of services namely "Quick Service" and "Normal Services" are
provided to our valuable customers. Importer may have option to select the
service required.
2.1 Quick Service
If importers wanted to get accelerated process of notification submitted for a
consignment, they can indicate while submitting notification at the special
counter, very high priority will be given to such notifications and final decision will
be given as early as possible depend on the minimum cycle time of testing.
Additional charges incurred by quick service will be charged from the importer.
2.2 Normal Service
If the importer wanted to process the notification on normal channel, can be used
Normal Service. In case importer wanted to accelerate the process can be
converted to quick service by making additional payment along with request.
3. PROCEDURE FOR SUBMITTING NOTIFICATION
3.1 An importer shall submit a duly filled notification form in triplicate
accompanied by the following supporting documents in working language of Sri
Lanka (English) to the SLSI giving sufficient time frame to inspect the
consignment
3.2
a) Copy of Commercial Invoice.
b) Copy of Packing List giving batches included in the consignment and quantity
from each batch.
c) Copy of Bill of Lading.
d) Copy of Customs Declaration with customs entry number. In case, if the
importer is not in a position to submit custom entry number at the time of
submission of the notification, bank stamped invoice shall be submitted.
e) Acceptable Conformity Certificates (CC) if any. If the consignment consists of
several batches and different design, quality certificate shall be provided for each
batch and design.
3.2 A separate notification shall be submitted for each item covered by different
standards and for each invoice.
3.3 The notification form shall accompany a copy of the CC as indicated in
Clause 1.1.2 to indicate conformity of the consignment to the relevant Sri Lanka
Standard Specification. If acceptable CC is available for the consignment the
original of the Pre-Export CC shall directly be sent to the Director General, SLSI
by the certifying agency. An advanced copy may be faxed directly to the SLSI
(Fax No.: 0094-11-2671579 / 0094 - 11- 5354320) to expedite processing. In
instances where Pre-Export CC is faxed to the SLSI, same shall be followed by
the original certificate.
3.4 On receipt of the notification form, the SLSI will decide whether the
consignment should be subjected to inspection or sampling and testing or not. If
the institution decides to sample, the importer shall pay the cost applicable prior
to inspection and sampling is undertaken.
3.5 A notification submitted by an importer to obtain clearance for the
consignment(s) imported can not be considered as Quality Certificate for any
purpose. Any importer or any other party shall not use the notification as a
certificate to market the imported product.
4 SAMPLING
4.1 If sampling is to be carried out, the officer(s) of the Sri Lanka Standards
Institution will conduct sampling in accordance with the relevant sampling
procedures.
4.2 Selection shall be done at random, using random number tables specified in
SLS 428.
4.3 The necessary facilities to conduct inspection and sampling shall be provided
by the importer (e.g. labour required, sampling tools if necessary etc.). The cost
of sampling and testing shall be borne by the importer.
4.4 Importer shall inform to the SLSI, date of inspection with time and location.
4.5 The samples collected will be subjected to the identified initial and/or detailed
tests.
4.6 If the consignment meets the critical requirements identified by the SLSI, the
notification form will be stamped as approved. However in respect of the 1st
consignment of a particular manufacturer for a brand or product, the Sri Lanka
Standards Institution will carry out detailed tests after releasing the batch to
assess conformity. If the detailed tests indicate non-conformity, the importer will
be notified and future consignments of the same manufacturer will be subjected
to detailed tests. This procedure will be followed until the SLSI is satisfied with
the quality.
4.7 If the sample examined is found to be sub-standard on critical requirements,
the importer will be advised to return the consignment to the exporter.
4.8 In instances where the Controller, Imports & Exports finds, that any importer
has imported any goods into Sri Lanka, which do not conform to the relevant
standard in accordance with the regulations made under the Import and Export
Control Act No. 1 of 1969 and amended by Act No. 28 of 1987, the Controller
shall in the interest of the national economy and the protection of consumer,
publish in the Gazette a list specifying the name and address and other relevant
particulars necessary to ascertain the identity of such importer.
5. Appeals
5.1 If an importer is not satisfied with the assessment, could appeal to the
Director General, SLSI for re-inspection and/or re-sampling within 03 working
days of receipt of notice, and in such instances, further investigations will be
carried out by the SLSI whose verdict will be final. If sample fails very badly, the
SLSI may turn down the appeal.

SLSI understands the importance of impartiality in carrying out its management
system certification activities, manages conflict of interests and ensures the
objectivity of its management system certification activities.
Complaints Handling Progress_of_Management Systems Certifications of SLSI
Complaints from any client or any other party relevant to the management
systems certification activities are accepted by SLSI.
After receiving any complaint, it is registered in the complaints register and
acknowledge the complainant.
Complaint is investigated and prepared a report. This may involve a visit to the
certificate holder and complainant.
If the results of the complaint is a recommendation for suspension or cancellation
of the certificate, report will be submitted the Director General for
recommendation and approval.
The results of complaint shall be communicated to both complainant and the
client involved.
Ensure to complete any customer complaint investigation cycle within one month.
 
PROCEDURE FOR APPEALS OF MANAGEMENT SYSTEMS
CERTIFICATIONS OF SLSI
 
Any inquiry or request to appeal is received, the standard appeals form; shall be
sent to the appellant. Once an appeal is received in the standard appeal form,
register the appeal and acknowledge it. If the appeal is within the scope of the
Management Systems Certification Scheme.
If the appeal is not within the scope of the Management Systems Certification
Scheme, Director (Systems Certification) shall reject it and notify the appellant.
Director (Systems Certification) shall forward the appeal form to Director General
along with the covering note.
Director General shall review the appeal details and recommend to the Council to
appoint an impartial appeal committee
Director General shall then inform the appellant the constitution of the particular
appeal committee date, time and place for the session.
Director General and the Council have the right to consider the reasons for
objections made and to decide whether or not to accept them and amend the
constitution of the committee.
The session will be held within 30 working days and both appellant and the
appeal committee have the right to avail themselves of assistance from
witnesses, provided that the names and address of the witnesses have been
supplied in writing to the appeal committee or to the applicant.
The decision shall be notified to the parties concerned in writing.
The Director General shall determine the cost of conducting the appeal.
In case the appeal is unsuccessful, the appellant is obliged to pay the cost.
The decision of the appeal committee is final and conclusive.
All details pertaining to appeals are maintained in the appeals register.
All appeals shall be completed within two months period.
