Uganda, DRC to build cross-border roads:
According to Trade Mark East Africa (Channel Africa), Ugandan President,
Yoweri Museveni, and his Congolese counterpart, Felix Tshisekedi,
recently agreed to boost trade between the two countries.
Tshisekedi, who was on a State visit to Uganda to attend the first ever
Uganda-Congo Trade Forum, said he was backing Museveni’s vision to
have an integrated Africa.
The two leaders jointly revealed plans to construct roads linking the two
countries to enable the transportation of goods across the border.
“One road we want to work on is from Goli to Mahagi, Bunia, that’s one
road. Then the other road would be from Mpondwe to Beni and the other
from Bunagana to Rutshuru to Goma,” said Museveni.

Ministers from the two countries also signed memorandums of understanding on security, infrastructure, transport and tourism.
The border region between Uganda and the Democratic Republic of Congo has seen years of violence, with militia groups from
both countries based in the area.
The Democratic Republic of the Congo: République démocratique du Congo [kɔ̃ɡo]), also known as Congo-Kinshasa, DR Congo, DRC
(The Official Acronym), or simply the Congo, is a country located in Central Africa. It was formerly called Zaire (1971–1997). It is, by
area, the largest country in Sub-saharan Africa, the second-largest in all of Africa (after Algeria), and the 11th largest in the world.
According to the World Population Prospects DRC has a population of over 84 million, the Democratic Republic of the Congo is the
most populous officially Francophone country in the world, as well as the fourth-most-populous in Africa, and the 16th most populous
country in the world. Since 2015, the Eastern DR Congo has been the scene of an ongoing military conflict in Kivu. wilderness.

The economy of the Democratic Republic of the Congo has however been challenged by needed road infrastructure networks,
especially to its East African neighbours, which has significant benefit to public and private sectors. Whereas the DRC is recorded to
have generated up to 70% of its export revenue from minerals in the 1970s and 1980s, this could particularly be boosted by other
section, and hit an all-time high when the transport is vibrant. Exenberger and Hartmann 2007:15 argued that; whilst the Congolese
citizens are currently among the poorest people on Earth, and has been nearly the lowest, nominal GDP per capita in the world, when
the roads’ networks are improved, the 90% of the DRC's revenues derived from its minerals would see a tremendous boost from
trading with its neighbours in all its other vast wealth

Location:
Bunagana, is a very significant town in Rutshuru Territory, North Kivu
Province, in eastern Democratic Republic of the Congo, at the border
with Uganda. The Geo Coordinates is 01°18′00″S 29°35′42″E; with the
Elevation of 1,920 ft (590 m), and a Time zone UTC+2 (Central Africa
Time). The Climate is Cwb.
Overview:
The Bunagana border crossing is a busy transit point for people and trade
merchandise; into DRC and Uganda, and from Mombasa/Dar-es-Salaam
Ports through Uganda. In the recent past, it was the busiest cross border
point for informal trade between Uganda and DR Congo, accounting for
25.0 percent of exports and 10.6 percent of imports for Uganda; besides
the related statistics from the neighbouring countries.

Location:
Goma on the other end of the Project, is the capital of North Kivu province in
the eastern Democratic Republic of the Congo. It is located on the northern
shore of Lake Kivu, next to the Rwandan city of Gisenyi. The City is a Total
Area of 75.72 km2 (29.24 sq mi), with a Population Total (2019) of: 2,000,000
people, in the Time zone: UTC+2 (CAT), and Climate is Aw.
The Common language used in the area is Swahili
Overview:
Goma lies only 13–18 km (8.1–11.2 mi) south of the active Nyiragongo
Volcano. The lake and the two cities are in the Albertine Rift, the western
branch of the East African Rift system. The recent history of war aside, Goma
has been dominated by the volcano and the trade potential with the
neighbours.
Goma Alternative Transport:
Goma International Airport provides domestic flights and; as of 2016,
one international flight (Ethiopian Airlines). Goma is connected to
Bukavu by ferries, to Butembo, Beni, Bunia and Kisangani either by
domestic flights or by road, and regular buses travel from Goma to these
cities. Because of current state of the roads, it takes one to two days of
travel (by bus) to arrive in those cities. The city also is near the Rwandan
border and neighbouring Gisenyi, it connects to Kigali (the Rwandan
capital, by road). The buses travel between these cities takes about four
hours.
General Idea:
Residents of Goma, the capital of North Kivu in eastern DRC, live at the
foot of one of Africa’s most active volcanoes, Mount Nyiragongo. Since
the peace agreement signed in December 2013, the city has begun to
pull itself together again. As peace always remains necessary, and the
devastation of wars on infrastructure must be rebuilt, which as well gives
the residents a new line of deployment and sources of necessary
income.

BRIEF:
THE DEMOCRATIC REPUBLIC OF THE CONGO, represented by His Excellency the Deputy Prime Minister, Minister of Infrastructure and Public
Works, Willy NGOOPOS SUNZHEL, at his Cabinet located on Boulevard Tshatshi No. 26, commune of Gombe, as " The Contracting Authority ”
entered into an Understanding with DOTT SERVICES LIMITED (Uganda), as a company governed by the laws of the Republic of Uganda having
its registered office at Plot 349, Bombo Road, Kawempe, Kampala Admin Building Plot 30, Bukoto Crescent Road, Naguru Hills, PO Box 20005,
Kampala Uganda, represented by Mr. B. VENUGOPAL RAO, Chairman and CEO; for the Construction Project of Kasindi Section (Border) - Beni
(80 Km) Double Lane. (Bituminous Road and Other Related Services).
The DRC is responsible for building, renovating and maintaining its infrastructure (using state-owned enterprises), and involves internal and
external capacities or by contracting development projects. The Ministry of Infrastructure and Public Works has planned its infrastructure
development for the modernization of National Road Number 4 (RN4), Section from the Kasindi Border to Beni, 80 km long; and it considers
the Beni-Butembo section (54 km), on the National Road Number 2 (RN2), to be integrated into this project—upon completion of certain
formalities by the Contracting Authority.
The said project section referred to in this Protocol is located in the eastern part of the DRC contiguous to the border with the sister Republic of
Uganda. The DRC intends to implement the project as part of a Public-Private Partnership, EPC + F which DOTT SERVICES LIMITED is willing to
undertake.
DOTT undertakes to mobilize funds for the construction and modernization of the Bunagana-Goma road via Rutshuru with a length of 89 km
under the same conditions within a maximum period of three (3) months following signature of this Memorandum of Understanding. The DRC
found no inconvenience.

DOTT SERVICES LIMITED a company incorporated under Ugandan law:
1) The Company specializing in civil engineering and public works with proven experience over 25 years in building
infrastructure in accordance with international standards in the African region of East, has expressed interest in carrying out
work on lots 1 and 2, starting from the Kasindi border in Beni, on a linear route estimated at 80 km, under the EPC + F
(Engineering Procurement Construction and Financing) mode.
2) That Company has already developed road infrastructure in Uganda, not far from the DRC border, and owns road
construction equipment and materials that can be rapidly deployed in the area concerned in the DRC.
3) DOTT SERVICES LIMITED is ready to assist the DRC in obtaining financing for the project from AFREXIM Bank or any other
credible financial institution approved by the DRC, on acceptable and appropriate conditions, within a maximum period of
six (6) months.
4) The Company undertakes to mobilize funds for the construction and modernization of the Bunagana-Goma road via
Rutshuru with a length of 89 km under the same conditions within a maximum period of three (3) months following
signature of this Memorandum of Understanding. The DRC finds no inconvenience with undertaking.

1. The Contractor shall ensure compliance with Environmental and Social Guidelines associated with
upgrading and rehabilitation of roads projects as required—in line with the approved Environmental
and Social Impact Assessment.
2. The Contractor shall observe the envisaged Scope of Environmental & Social Management Plans
(ESMPs), including but certainly not limited to the following:
◦ Observation and adherence to attendant Policy, Legal and Regulatory Framework;
◦ Due observation and compliance with Environmental Management Systems;
◦ Continuous Needs Assessment of Potential Impacts of the Project
◦ Necessary responsive institution of Administrative Framework for the Management of the Physical,
Environmental and Socio-Economic Factors;
◦ Providing Detailed Environmental Implementing, Monitoring Programme, Social Management and
Monitoring Plan;
◦ Necessary observation and compliance with the Decommissioning and Rehabilitation requirements;
◦ Responsive and Institutional Arrangements on Site, Recording and Reporting
1. The Contractor shall observed the MITIGATION MEASURES without limited to the
following:
◦ Minimization of dust and air pollution;
◦ Minimization of noise, vibrations and other nuisances;
◦ Minimization of water pollution;
◦ Minimization of soil and landscape degradation;
◦ Rehabilitation of green sites;
◦ Solid and other waste management;
◦ Specialized hazardous waste management;
◦ Used oils, batteries and tyres waste management;
◦ Responsive management of raw materials for the construction;
◦ Minimization of noise, vibrations, nuisances and protection of the cultural heritage;
◦ Due care to be observed during Excavation and demolition, and materials management.
1. The Contractor WELFARE FACILITIES shall include Workers camp
Equipment Yard. The Contractor shall observe:
◦ Establishment of Site Buildings (i.e.: Office and Residential
Accommodations, Canteens, etc.),
◦ Establishment of Construction Camp (i.e.: Service Platform Area Mechanical
& Fabrication Workshop, Clinic, Stores, etc.),
◦ Fuel Pump & Service Area,
◦ Hardware Storage Zone
◦ Solid Waste Management Sector,
◦ Disposal of Used Oils and Oil Filters Facilities,
◦ Fencing and exclusion zones.
