Subject: Request For the Redressal of Grievances of Inspectors IIR inducted via
FPSC.

Respected Chairman,

It is humbly stated that in 2016 (198) and in 2018 (471) Inspectors Inland Revenue (IIRs)
were appointed by the Board through competitive FPSC Exam. It is pertinent to mention
that most of the IIRs appointed by the board are highly qualified holding CA, ACCA,
ICMA and LLM degrees. This shows that highly motivated inspectors with great hopes
became part of this department. However, our hopes were shattered when we realized
that promotion of IIRs in FBR is almost non-existent as Senior Inspectors with service of
Twenty Five years (or more) are still waiting for promotion. Currently, 75% of the officers
of BS 17 are appointed through Combined Competetive exams (CSS) and remaining
25% through promotion. With this criteria, promotion to BS-17 scale and above will
remain a distant dream for majority of newly recruited IIRs who fall in the bottom of
seniority list of almost 1200 IIRs. Irony does not stop here as IIRs after serving for 25
years are promoted in the same scale as IRO BS-16 with added responsibilities but no
financial benefit.

As per previous Estacode available for Income Tax group serial no-8 4b. It provided
opportunity for BS-16 and below grade employees for accelerated promotion to BS-17
through departmental Exam but that law was revoked for unknown reasons.

Because of uncertain future and no growth in Service Cadre dozens of newly appointed
inspectors have resigned, or are seriously de-motivated. Recently, board directed
Inspectors appointed through Federal Public Service Commission vide letter
No.CNo18(389)MIR-IV/2018 dated: 12.10.2020 to verify their own particulars and
termination of probation was made conditional to it. On 22.01.2021 board issued another
letter vide C.No.27(2)HRM-IR-IV/2021 where four months training will be imparted to
inspectors and successful completion of training was made conditional for Termination of
probation of inspectors.

It is humbly stated that notification for termination of probation of 2016 batch has already
been issued who have been is service for more than five years now. Half of 2018 batch
probation letters have also been issued. Four weeks mandatory training of inspectors is
already complete. Therefore, linking termination of probation with verification of

particulars and four month training is unjust.

In FBR job description of Inspectors is related to Field Work, Recovery and Assessment
of Tax payers which takes years to master, already due to lack of promotional path, a
large number of inspectors have resigned for better opportunities. This has led to higher
turnover of inspectors in the department. The remaining Inspectors feel de-motivated
and confused with prevailing conditions and addition of these new conditions will make
situation from bad to worst which will only lead to inefficiency and below par
performance of Inspectors.

Therefore, we humbly request you to consider following changes to improve efficiency of


department and raise the morale of Inspectors in FBR.

1) Completion of four moths training should not be made conditional to termination of


Probation.

2) Verification of particulars be completed by department itself instead of inspectors.

3) Increase in the ratio of entry into BS-17 grade by Promotion, from current 25% to
atleast 60%.

4) FBR should announce departmental exams as per revoked Esta-codes for BS16
employees against direct recruitment quota.

4) Field allowance equal to one basic pay for inspector may be announced as currently
inspectors manage field expenses from their own salary.

5) As field inspector we may be provided government vehicle for doing field work. This
step will help FBR bring more people in the tax system and decrease tax leakages.
6) Inspectors should be signing authority of ACRs of lower staff counter signed by Unit
Officer. It will further strength chain of command in FBR.

7) IRO post should be upgraded to BPS-17 and from there they should be promoted to
BPS 18 as Deputy Commissioners.

Dear Worthy Chairman,

Inspectors are the face of department, they are ones who mostly interact with taxpayers,
by making these changes we can raise the morale of inspectors which will ultimately
bring soft image of FBR in Public. These changes with minimum cost to the government
will transform the working of FBR at Lower/Mid-level. Motivated Inspectors will bring soft

image of FBR to people which will ultimately bring more potential Tax-payers in the Tax
net and will generate billions of rupees of extra revenue for the government.
