1.1 Scope
This document describes LEOFD-111301 Licensed Assisted Access (LAA) for CA, including
its technical principles, related features, network impact, and engineering guidelines.
Any parameters, alarms, counters, or managed objects (MOs) described herein apply only to
the corresponding software release. For future software releases, refer to the corresponding
updated product documentation.
LAA allows SCells to work in unlicensed spectrum in CA. This document describes LAA CA
in which LTE FDD cells work as PCells and LTE TDD cells work as SCells. LAA SCells
refer to LTE TDD cells that work in unlicensed spectrum. LTE cells refer to PCells which
work in licensed spectrum.
This document applies to the following types of eNodeBs.

2 Overview
2.1 Background
As mobile broadband (MBB) services expand, users expect more bandwidth and higher
throughput from radio networks. This can be delivered by effectively utilizing low-cost
unlicensed spectrum. Licensed assisted access (LAA) taps into unlicensed spectrum as a
supplement to licensed spectrum, aiming to substantially increase data rate and improve user
experience on mobile networks. LAA can offload data traffic from cellular networks to
unlicensed spectrum, delivering mobility and QoS that is robustly comparable to licensed
spectrum.
Globally, most of the available unlicensed spectrum is on 2.4 GHz and 5 GHz bands. LAA is
deployed on 5 GHz (corresponding to Band 46 in 3GPP). The unlicensed spectrum may be
shared by devices of different systems which may experience mutual interference. To mitigate
such interference, devices that use the unlicensed spectrum need to comply with some
common regulations, such as the requirements for equivalent isotropically radiated power
(EIRP), Listen Before Talk (LBT), and radar detection. Sub-band availability and the
requirements for using such spectrum vary with countries and regions. Before LAA
application, determine the local available spectrum and abide by related requirements.
2.2 Introduction
LAA builds on LTE air interface technologies, and utilizes unlicensed spectrum to increase
the transport bandwidth of operator networks. LTE cells in unlicensed spectrum (LAA SCells)
only operate in supplemental downlink (SDL) mode. In SDL mode, LAA SCells only provide
downlink services, and serve as secondary cells to the primary cells (PCells) in licensed
spectrum for carrier aggregation (CA).
NOTE
SDL is a technology that leverages the primary component carrier (PCC) to enable downlink data
transmission on the secondary component carrier (SCC).
2.3 Benefits
LAA provides the following advantages over Wi-Fi:
l Cost-effective spectrum utilization
LAA builds on licensed LTE networks, while being easier to deploy and manage. With
LAA, licensed LTE networks still manage user authentication, UE access, transmission,
security, and operation and maintenance (O&M). Effectively, unlicensed spectrum
allows licensed LTE networks to further accommodate more carriers and cells.
l Increased UE downlink throughput and improved MBB experience
LAA leverages LTE physical layer techniques and multi-UE centralized scheduling to
provide larger coverage and cell capacity than Wi-Fi under the same conditions.
3 Technical Description
3.1.1 Overview
LAA enables LAA-capable UEs to simultaneously access LTE and LAA carriers for downlink
data transmission. This feature is enabled when the LaaCaDlSwitch option of the
CaMgtCfg.CellCaAlgoSwitch parameter and the InterFddTddCaSwitch option of the
CaMgtCfg.CellCaAlgoSwitch parameter are selected.
In this release, LAA generally only applies to intra-eNodeB scenarios. As illustrated in
Figure 3-1, the licensed cell and the unlicensed cell are served by the same eNodeB. The
licensed cell operates on a lower frequency band than the unlicensed cell, allowing for the
provision of extra coverage.

l An LAA SCell can only be aggregated with an LTE FDD cell which then cannot be reused with LTE
TDD cells.
l RF combination
Each LAA SCell can be covered by multiple pRRUs using RF combination. Currently, a
single RHUB supports RF combination among up to four pRRUs. Inter-RHUB RF
combination is not supported. Figure 3-3 shows the networking diagram.

– 1+3 LAA networking with one LTE PCell and three LAA SCells: Two pRRUs are
configured to serve three LAA SCells. On one pRRU, one PCell on a licensed
carrier (PCC) and two LAA SCells on two unlicensed carriers (SCC 1 and SCC 2)
are configured. On the other pRRU, the same PCell on a licensed carrier (PCC) and
one LAA SCell on an unlicensed carrier (SCC 3) are configured. 1+3 LAA is
configured for UEs in the overlapping coverage area of the two pRRUs. The
configuration constraints are as follows:
n The working frequencies of the two pRRUs must span a contiguous 60 MHz
bandwidth. This requirement cannot be met because the current FCS algorithm
is a distributed algorithm. Therefore, the working frequency of each pRRU
must be manually planned and configured. To use manual configuration, set
CellAlgoSwitch.FcsMode to MANUAL.
n To mitigate interference between adjacent channels, the RSSI of the
neighboring pRRU must be less than or equal to –72 dBm. In addition, the
two pRRUs must form a coverage overlap area and therefore should be about 5
m to 8 m apart.
Figure 3-7 exemplifies the 1+3 LAA network topology.
Configuration Modes
LAA supports only the adaptive configuration mode. The CA group-based configuration
mode is not supported.
To enable adaptive configuration mode, select both the FreqCfgSwitch and AdpCaSwitch
options of the ENodeBAlgoSwitch.CaAlgoSwitch parameter.
This mode requires that different E-UTRA frequencies with neighbor relationships be
specified on the eNodeBs. Only cells on these frequencies can be aggregated. Blind SCell
configuration is also supported in this mode.
If adaptive configuration mode is used, adhere to the following configuration rules:
1. Principles consistent between LAA and common CA
– No more than 9 PCC frequencies can be configured on an eNodeB. For each PCC
frequency, a total of 16 SCC frequencies can be specified, but no more than 8 of
these SCC frequencies can be specified for each operator.
– If the SccFreqCfg.SpidGrpId parameter is set to a value other than 65535 for a
candidate SCC, this carrier cannot be configured as an SCC for UEs in this SPID
group.
– On each candidate SCC, only one cell can be specified as a blind-configurable
candidate SCell. If there are multiple blind-configurable candidate SCells on a
candidate SCC, only one of them can take effect. It is uncertain which one will take
effect. The cell that takes effect shifts after eNodeB restart or cell deactivation. This
shift will affect the CA UE distribution.
– No more than 576 CaGroupSCellCfg MOs can be configured for a single eNodeB.
– A cell can work with a number of other cells for CA. Static routes are set up
between them so long as CaGroupSCellCfg MOs are configured. The
Dl2CCAckResShareSw option of the CellAlgoSwitch.PucchAlgoSwitch
parameter determines the maximum number of other cells.
n If this option is selected, a cell can be associated with up to 24 other cells.
n If this option is deselected, a cell can be associated with up to 8 other cells.
When the number of CaGroupSCellCfg MOs has reached the maximum
capacity (24 or 8), no more routes will be set up, including dynamic routes
created based on A4 or A6 measurements. Therefore, no more SCells can be
configured or changed to accompany a PCell. The cells within the capacity are
not necessarily active SCells. They may be SCells configured but not
activated, cells to which routes fail to be set up, or invalid cells.
The routes consume the backplane bandwidth of each eNodeB, which is shared
by all features. If there is not enough backplane bandwidth, the routes will fail
to be set up. If three consecutive attempts to set up a route to a single cell fail
because of insufficient backplane bandwidth, the eNodeB prohibits the
subsequent 30 attempts on the route to this cell. This cell will not be
configured as an SCell if route setup fails. As a result, the value of the
L.CA.DLSCell.Add.Att counter decreases, but the value of the
L.CA.DLSCell.Add.Succ counter is not affected.
Fixed routing does not introduce delay. To prevent excessive configurations,
which waste inter-board routing bandwidth, it is recommended that one static
route be configured for each cell for CA in adaptive configuration mode.
Currently, there is no check on the destination cell status of a route when the
route is set up.
Dynamic routing, in either intra- or inter-eNodeB cases, causes certain delay in
SCell configuration.
2. LAA specific principles
The SCell blind configuration principle for LAA is different from that for common CA.
Specifically, manual configuration of blind-configurable candidate SCells is not
recommended for LAA because the LAA SCell frequencies change dynamically.
a. If the PCell and LAA SCells are served by the same pRRU, the eNodeB
automatically sets up static routes to the PCell and LAA SCells. The LAA SCells
are automatically blind-configurable for LAA UEs. The blind-configurable routes
of LAA SCells occupy the routing specifications of the PCell and other cells. LAA
SCells have a higher priority than the LTE SCell to occupy the routing
specifications.
b. If the PCell and LAA SCells are served by different pRRUs, the eNodeB sets up
static routes only after receiving the A4 measurement results from UEs even if
blind-configurable candidate SCells for LAA have been manually configured. Blind
SCell configuration cannot be performed for the first UE.
Configure the PCC frequency, SCC frequency, and SCC priority by specifying the
PccFreqCfg, SccFreqCfg, and SccPriority parameters, respectively. Specifically, specify
PccFreqCfg.PccDlEarfcn to add a downlink EARFCN of the candidate PCC. Then, specify
SccFreqCfg.SccDlEarfcn to add a downlink EARFCN of a candidate SCC and
SccFreqCfg.SccPriority to configure the SCC priority, respectively. For
SccFreqCfg.SccDlEarfcn, value 46790 indicates all LAA EARFCNs.
Unlicensed spectrum for LAA SCells is also used to provide Wi-Fi services or serve other
operators' LAA cells. For fair coexistence of an activated LAA SCell with Wi-Fi or other
LAA cells, the 3GPP-compliant Listen Before Talk (LBT) procedure must be performed,
which randomly enables and disables the LAA SCell. To ensure UEs accurately measure an
LAA SCell, the LAA SCell sends a discovery reference signal (DRS) every 40 ms. Same as
sending PDSCH data, DRS transmission requires the LBT procedure. See Figure 3-8.
l If a channel is considered busy through the LBT procedure, specific DRS transmissions
may fail, affecting UE measurement and SCell configuration.
l According to 3GPP specifications, subframes carrying DRSs must be within
measurement gaps so that the DRSs can be measured by UEs. To avoid conflicts,
resources for channel quality indicators (CQIs) and scheduling request indicators (SRIs)
of LAA-capable UEs must not be the subframes carrying DRSs. When a conflict occurs,
resources for CQIs and SRIs are allocated prior to other resources. As a result, SCell
measurement of some UEs may be lengthened.
Based on the foregoing two factors, LAA-capable UEs may require a longer time to measure
an LAA SCC than measuring a common LTE SCC.
In 3CC or 4CC scenarios where two or three LAA SCells are involved, two LAA SCells are
deployed on the same pRRU. For proper cell operation, any coexistence technology parameter
(see Table 3-2) must be set to an identical value for the two LAA SCells. Any change to the
value must be performed for both of the LAA SCells.
Upon initial cell setup, if any of these parameters is set differently between the two LAA
SCells, the parameter setting used by the first activated LAA SCell takes effect for both cells.
After cell setup, if the reference cell is deactivated, coexistence technology parameters of the
other activated LAA SCell prevail.
The DSP CELLLAA command can be executed to query the LAA SCell whose coexistence
technology parameters prevail.

A maximum of two LAA SCells can be configured and activated on the same pRRU. A
pRRU can deliver a maximum instantaneous bandwidth (IBW) of 40 MHz. Therefore, the two
LAA SCells must meet the neighboring frequency requirements. Specifically, the spacing
between neighboring frequencies must be 19.8 MHz or 20.1 MHz.
When two pRRUs are serving three LAA SCells, the operating frequencies of the three LAA
SCells must form a contiguous 60 MHz bandwidth. These frequencies must be manually
configured. The manual mode is used when CellAlgoSwitch.FcsMode is set to MANUAL.
3.2.1 FCS
FCS mitigates interference in the frequency domain.
Background
Using unlicensed spectrum, UEs can freely communicate or perform other functions in
compliance with relevant laws and regulations. Interference can originate from many sources
and cannot be controlled, and so operators experience difficulty in improving LAA SCell
performance by manual frequency planning and optimization.
FCS enables the eNodeB to automatically detect the optimal frequency for an LAA SCell.
Principle
FCS works in three steps, as described in Table 3-3.
Interference Detection
Figure 3-9 shows how the interference duty ratio is measured. An eNodeB samples the RF
signal amplitude on an antenna port to obtain interference sampling values (such as S1, S2, ...,
Sk, ..., Sn). If the value at a sampling point is higher than or equal to
CellLaaFcsPara.FcsInterfThd, interference exists at this sampling point. The interference
duty ratio is obtained using the following formula: Interference duty ratio = Total number of
sampling points with interference/Total number of sampling points x 100%.
Frequency Selection
The eNodeB first measures the interference duty ratio of each frequency within a given
frequency range. It then sorts the frequencies by interference duty ratios and selects the
frequency with the lowest interference duty ratio as the operating frequency of the target cell.
If two or more frequencies have the same interference duty ratio, the eNodeB randomly
selects one as the operating frequency. For example, in Figure 3-10, five frequencies (F1 to
F5) in a given bandwidth each correspond to an interference duty ratio. Both F2 and F5 have
the lowest interference duty ratio of 30%. The eNodeB randomly selects one frequency from
the two as the operating frequency of the target cell.
MANUAL FCS is not enabled and an operating frequency must be manually set for
the LAA SCell.
l In 2CC or 3CC scenarios involving only one LAA SCell, its operating frequency is
configured as follows:
– If CellAlgoSwitch.FcsMode is set to ONCE or AUTO, FCS automatically selects
the frequency with the lowest interference duty ratio.
– If CellAlgoSwitch.FcsMode is set to MANUAL, users manually select an
operating frequency within the available unlicensed frequencies.
l In 3CC or 4CC scenarios involving two LAA SCells (a maximum of two LAA SCells
can be configured and simultaneously activated on the same pRRU), the operating
frequencies for the LAA SCells are configured as follows:
– If CellAlgoSwitch.FcsMode is set to ONCE or AUTO, FCS automatically selects
two frequencies with the lowest interference duty ratios and a channel spacing of
19.8 MHz or 20.1 MHz.
– If CellAlgoSwitch.FcsMode is set to MANUAL, users manually set the operating
frequencies. Neighboring frequencies spaced by 19.8 MHz or 20.1 MHz must be
configured for the two LAA SCells served by the same pRRU. Otherwise, 3CC or
4CC CA involving two LAA SCells may fail.
NOTE
According to 3GPP TS 36.104 V13.4.0 (2016-06), multi-carrier LAA with a channel spacing
of 19.8 MHz or 20.1 MHz is supported in band 46.
3.2.2 LBT
LBT mitigates interference in the time domain.
Principle
FCS selects an operating frequency with less interference for a cell, but this frequency is not
interference-free. Particularly with the growing popularity of Wi-Fi, Wi-Fi devices are
densely deployed in public places. The net result is that it is hard to ensure a frequency that is
completely interference-free.
Against this backdrop, LBT is introduced to check the status of a channel before an LAA
SCell transmits data over the channel.
l If the channel is idle, the power amplifier (PA) is enabled to start data transmission.
l If the channel is busy, data transmission must wait until the channel becomes idle.
The duration for each transmission over a channel must not exceed the preset time. When the
time is up, the ongoing transmission must stop and LBT is implemented again to detect
opportunities for another transmission. The maximum channel occupancy time (MCOT) for
each transmission is proportional to the CellLaaCoexistPara.LbtPriority setting (as listed in
Table 3-5). For details, see 3GPP TS 36.300 V13.2.0 (2016-06).

NOTE
l The LbtPriority setting must be identical for two LAA SCells served by the same pRRU. If
different, the MCOT of the first activated LAA SCell prevails.
l The QoS class identifiers (QCIs) allowed for data splitting correspond to the configured LbtPriority
value.
The LBT duration is proportional to channel interference. Severe interference will lengthen
the LBT procedure. For details about LBT, see 3GPP TS 36.213 V13.2.0 (2016-06).
Enabling or disabling PAs does not affect transmission of LAA SCells. If transmission fails
after the pRRU PA is disabled, data will be retransmitted using the LTE retransmission
mechanism.
While a pRRU is running, it always measures the channel duty ratio. A low duty ratio
indicates minor channel interference. Likewise, a high duty ratio indicates severe channel
interference. If the cell operating frequency is interfered, FCS will be triggered to
automatically switch the frequency to a less interfered frequency.
LBT_TypeA The LAA SCell uses the LBT_TypeA mode, one of the methods for
coordinating LBT across multiple carriers in a single pRRU.
This mode can be used when RF combination is not in use.
LBT_TypeB The LAA SCell uses the LBT_TypeB mode, one of the methods for
coordinating LBT across multiple carriers in a single pRRU.
This mode can be used with or without RF combination.
NOTE
LBT_TypeA and LBT_TypeB are two LBT variants used for multi-carrier scenarios. When multiple
carriers co-exist, they will interfere with one other. While one carrier is transmitting data, the other
carrier will not be able to receive data. Consequently, LBT is hindered. For higher channel usage, these
carriers must be coordinated to enable simultaneous data transmission.
For details about these two LBT methods, see 3GPP TS 36.213 V13.2.0 (2016-06).
1, 2 These two priorities require a short LBT duration and are not
recommended. A short LBT duration means a short MCOT.
Although a shorter MCOT for each transmission allows an LAA
SCell to more quickly occupy a channel, spectral efficiency is low.
3 (recommended) This priority provides higher channel usage than priorities 1 and 2.
4 This priority provides the longest MCOT and can be used only
when a channel is exclusively used by LAA. In other words, it is
expressly stipulated that the target area can only be covered by
LAA.
15, 16 These two priorities apply when the MCOT does not exceed 4 ms
and only LAA-enabled devices are deployed in the target area.
The deployment is so dense that multiple such devices are within
the line of sight (LOS). Priority 16 is preferred to avoid
simultaneous transmission by multiple nodes.
In RF combination, pRRUs interfere with one another if they are in close proximity (for
example, within 50 m LOS). Consequently, the ongoing LBT procedure on a pRRU will be
blocked if any adjacent pRRU is transmitting data. This compromises channel utilization of
the LAA SCell. To address this issue, the RHUB coordinates the LBT procedure across
pRRUs so that they simultaneously transmit data whenever possible.
RHUB-coordinated LBT is implemented based on the CellLaaCoexistPara.LsbSwitch
parameter setting.
l If the parameter value is OFF, RHUB-coordinated LBT is not used and LBT is
separately performed on each pRRU. This setting is recommended if interference among
pRRUs does not exist or is barred by, for example, partitions.
l If the parameter value is ON, RHUB-coordinated LBT is used. This setting is
recommended if pRRUs are mutually interfered, for example, within 50 m LOS.

5 Network Impact
System Capacity
l FCS does not affect system capacity. It increases the single-user and the cell downlink
throughput by mitigating interference on a cell's operating frequency.
l The PA on and off durations for an LAA SCell determine the allocation of channel
resources on the operating frequency:
– The longer the on duration, the more channel resources for the LAA SCell and the
higher the single-user and the cell downlink throughput.
– The longer the off duration, the fewer channel resources for the LAA SCell and the
lower the single-user and the cell downlink throughput.
The on and off durations depend on the following factors related to the operating
frequency:
– Severity of external interference: Indicates the usage of the channel the interference
source resides in. The severer external interference, the longer the off duration. The
smaller external interference, the shorter the off duration.
– LbtPriority setting: Different LbtPriority settings mean different MCOT each time.
The longer the MCOT, the higher channel usage and throughput.
l The networking scenario affects channel utilization for an LAA SCell. For example,
performance of the LAA SCell is less ideal in RF combination than when RF
combination is not involved in that:
– LBT coordination is required among multiple pRRUs. If moderate interference
occurs on the channel containing the interference source (50% of the channel is
used), the channel utilization rate with RF combination for the LAA SCell is 25% to
30% lower than that without RF combination.
– Throughput decreases. If two LAA SCells are configured for a UE and the UE is
scheduled in both of them, negative acknowledgment (NACK) and DTX cannot be
accurately differentiated between each other on L2 if RF combination is used.
Consequently, high block error rate (BLER) occurs, which causes the LAA SCell
throughput to be 20% to 25% lower than that without RF combination.
In the worst case (a UE is scheduled in two LAA SCells), cell throughput in RF
combination decreases by about 50% compared against that without RF
combination. For this reason, it is recommended that only one LAA SCell be
enabled in RF combination to maintain throughput at 70% to 75% of that without
RF combination.
l LAA defined in 3GPP Release 13 can work with UEs capable of enhanced Carrier-
Sensing Adaptive Transmission (e-CSAT). These UEs report only non-periodic CQIs and
rank indications (RIs). Such CQIs and RIs cannot be received by the SCC if full-buffer
services are performed in the uplink. When this occurs, downlink throughput of these
UEs is about 50% of LBT-enabled UEs.
l When LbtPriority is set to 1, 15, or 16, a channel can be used for an MCOT of 2 ms
upon every data transmission and therefore is poorly utilized. When this occurs, the data
rate of GBR services is about 10% below the expectation.
l Compared with LAA involving two LTE cells and two LAA SCells, 1+3 LAA supports
an extra LAA SCell and retains the total CA bandwidth of 80 MHz. However, the total
rate decreases because the LAA SCells deliver poorer spectral efficiency than licensed
LTE cells. The decrease in rate reaches 23 Mbit/ assuming a channel access priority of 3
and no interference.
Network Performance
Due to the use of LBT in unlicensed spectrum, the channel cannot be fully utilized. Even in a
100% interference-free environment, if RF combination is not involved and LbtPriority is set
to 3, peak throughput of an LAA SCell can only reach 85% of an LTE cell's.
FCS does not directly affect cell performance, but reduces downlink BLER by mitigating
interference on the operating frequency of an LAA SCell. To enable FCS, the running LAA
SCell must be deactivated, which will interrupt ongoing data transmission of the cell.
Measurement-based SCell configuration may be time-consuming because the DRS affects the
UE measurement performance. For example, DRSs take a long period to be successfully
transmitted, require the use of LBT, and can be transmitted only during measurement gaps.
Compared with LAA involving two LTE cells and two LAA SCells, an LTE cell is replaced
by an LAA SCell in 1+3 LAA. The throughput decreases when interference exists.
6 Engineering Guidelines
6.3 Planning
6.3.1 RF Planning
l The sector equipment groups for two carriers must contain identical or completely
different sector equipment.
l In 1+3 LAA networking with one LTE PCell and three LAA SCells, two pRRUs are
configured to serve three LAA SCells. On one pRRU, one PCell on a licensed carrier
(PCC) and two LAA SCells on two unlicensed carriers (SCC 1 and SCC 2) are
configured. On the other pRRU, the same PCell on a licensed carrier (PCC) and one
LAA SCell on an unlicensed carrier (SCC 3) are configured. 1+3 LAA is configured for
UEs in the overlapping coverage area of the two pRRUs. To mitigate interference
between adjacent channels, the RSSI of the neighboring pRRU must be less than or
equal to –72 dBm. In addition, the two pRRUs must form a coverage overlap area and
therefore should be about 5 m to 8 m apart.
Figure 6-1 exemplifies the 1+3 LAA network topology.

6.4.3 Precautions
l LAA does not require configuring neighbor relationships and CA group relationships
between LTE and LAA cells. If multiple LTE frequencies are available on the live
network, the operating frequency of the LTE PCell must be assigned a higher-PCC
priority and at least one LTE frequency must be configured as a candidate SCC.
l Exercise caution while running the following high-risk MML commands, as these
operations will restart the LAA SCell.

l An LAA SCell is an LTE cell that operates in unlicensed spectrum. Therefore, the
number of cells served by an eNodeB includes both LAA SCells and LTE cells. If LAA
SCells are configured, the maximum acceptable number of LTE cells decreases.
The parameters described in this section are mandatory to enable LAA. If the CoexistMode parameter is
not configured, the LAA SCell is always transmitting data. In this situation, LAA does not comply with
3GPP Release 13. You may set other optional parameters as well based on the network plan. For the
optional parameters, see 6.6 Parameter Optimization.
The following table describes the basic parameters of a cell that must be set in a Cell managed
object (MO).
The following table describes the FCS mode parameter that must be set in a CellAlgoSwitch
MO for a cell.

When two pRRUs are combined, FCS Mode can only be set to MANUAL, and the frequencies of the
two pRRUs must be contiguous.
For example, in 1+3 LAA, the three LAA SCells must be three contiguous 20 MHz carriers.
Step 4 Run the ADD CELLLAAFCSPARA command to add unlicensed frequency ranges for FCS
scanning.
NOTE
DFS is not supported in this release. Ensure that the FCS start and stop frequencies do not reside within
a DFS operating band.
Step 5 Run the ADD CELLLAACOEXISTPARA command to configure the LBT parameters.
Step 9 Run the ADD PCCFREQCFG command to configure the PCC frequency.
Step 10 Run the ADD SCCFREQCFG command to configure the SCC frequency.
Step 11 (Optional) Run the MOD TDDRESMODESW command to enable the function of clock-
unavailable cell activation.

Perform this operation when no reference clock is available. When this function is enabled, LAA SCell

LAA
l Performance counters
With LAA activated, the eNodeB will configure an LAA SCell for a CA UE when
certain conditions are met. Feature activation can be verified by checking the following
performance counters.

preceding counters is 0 on the LAA side, and is not activated if both of the preceding
counters are persistently 0.
l Message tracing
After a CA UE accesses a cell, the eNodeB configures any cell that meets LAA
conditions as an SCell. LAA activation can be observed on the U2000 or Probe.
Provided that LAA-capable UEs are available on a network, if the RRC_CONN_RECFG
message indicates that an LAA cell has been configured as an SCell, LAA has been
successfully activated.
NOTE
FCS
Run the DSP CELLLAAFCSPARA command to observe the interference duty ratio of each
frequency measured during the latest FCS interference detection.
l If the operating frequency of the LAA SCell has the smallest interference duty ratio, FCS
has taken effect.
l In 3CC LAA involving two LAA SCells, FCS has taken effect if the operating
frequencies of the two LAA SCells are neighboring frequencies with the lowest
interference duty ratios over a 40 MHz bandwidth.
LBT
If the value of the L.Laa.ChannelShared.Used counter is not 0, LBT has taken effect.

Less surrounding interference indicates a longer COT and higher downlink throughput for the
LAA SCell.
The specific COT is indicated in the following formula: Expected LAA SCell throughput/LTE cell
throughput = L.Laa.ChannelShared.Used/Performance counter measurement period.
Fault Description
After LAA CA is enabled, performance counters involved in 6.5 Performance Monitoring
contain related statistic data.
Fault Handling
Perform the following steps on the U2000 client:
Step 1 Check whether ALM-26200 Board Hardware Fault or ALM-29240 Cell Unavailable has been
reported.
l If an alarm has been reported, clear the alarm and then check whether the LAA CA-
related counters provided in 6.5 Performance Monitoring produce non-zero values. If
the counters produce non-zero values, no further action is required. If the counters retain
the value of 0, go to Step 2.
l If an alarm has not been reported, go to Step 2.
Step 2 Run the DSP PCCSCELLLIST command and view PCC Downlink EARFCN and SCC
Downlink EARFCN in the command output to check whether the number of SCells
dynamically configured for each cell has reached eight.
l If the number has reached eight, wait 15 minutes and then check whether CA has taken
effect. If CA has taken effect, no further action is required. If CA has not taken effect,
contact Huawei technical support.
l If the number has not reached eight, go to Step 3.
Step 3 Run the MOD CAMGTCFG command with LAA Carrier Aggregation A1 RSRP
Threshold set to –140 dBm. Run the DSP PCCSCELLLIST command to check the SCells
dynamically configured for the PCell.
l If SCells include an LAA cell in the command output, enable a CA UE to access the
network in the overlapping area of the following cells:
– PCell identified by PCC Local Cell ID
– LAA SCell identified by SCC Local Cell ID
l If SCells do not include an LAA cell in the command output, check whether the pRRU
has been correctly deployed with the requirements described in 6.4.2 Requirements
fulfilled. If the pRRU was incorrectly deployed, re-deploy it and then activate LAA CA
again. If the pRRU has been correctly configured, contact Huawei technical support.
Step 4 Start Uu interface tracing. When the CA UE accesses the network, observe as follows:
l If LAA CA-related counters provided in 6.5 Performance Monitoring produce non-
zero values, no further action is required. These counters initially had the value of 0
because there was no CA UE on the network.
l If the RRC_CONN_RECFG message indicates that the eNodeB has configured an LAA
SCell for the UE, but the LAA CA-related counters in 6.5 Performance Monitoring
retain the value of 0, contact Huawei technical support.
l If the eNodeB does not deliver an RRC_CONN_RECFG message to configure an LAA
SCell for the UE, contact Huawei technical support.
