The said guidelines will provide details on the conduct of monitoring activities for its regular implementation and field protocols to be undertaken by the SLP-Regional Program Management Office Staff particularly the Provincial Staff and Field Project Development Officers following the minimum health standards to reduce the risk of transmission of the coronavirus disease, The regular implementation of SLP involves the monitoring of served program participants, established projects, and SLP associations (SLPA) using the approved SLP Monitoring and Assessment Tools of the program. These tools are the (a) MD Monitoring Tool, (b) EF Monitoring Tool, (c) MD Assessment Tool, (d) EF Assessment Tool, (e) Organization Assessment Tool, and (f) Final Assessment Report. BACKGROUND The “Guidelines for Monitoring and Reporting of SLP Participants, Projects, and SLP Associations During COVID-19 Pandemic under the SLP Regular Implementation” were developed by the SLP-National Program Management Office (SLP-NPMO) to provide details on the conduct of monitoring activites for its regular implementation and field protocols to be undertaken by the SLP-Regional Program Management Office (RPMO) Staff particularly the Provincial Staff and Field Project Development Officers (PDOs) folowing the minimum heath standards to reduce the risk of transmission of the coronavirus disease (covio-19). ‘The regular implementation of SLP involves the monitoring of served program participants, established Projects, and SLP associations (SLPA) using the approved SLP Monitoring and Assessment Tools of the rogram. These tools are the (a) MD Monitoring Tool, (b) EF Monitoring Tool, (c) MD Assessment Tool, (d) EF Assessment Tool, (e) Organization Assessment Tool, and (f) Final Assessment Report. ll, GENERAL GUIDELINES 1. The SLP Regional and Provincial Staff and Field PDO plays an important role in the conduct of ‘monitoring activities. The Filed PDO is the primary responsible for the collection of data of the program participants while the Provincial and Regional Monitoring and Evaluation Officers ere responsible for the validation and reporting of these data to SLP-NPMO. 2. The Field PDO must ensure the full cooperation and participation ofthe program participants to be able to obtain the needed information required by the tools. 3. Prior to the conduct of the interview, the Field PDO must ensure to have a copy of the list of the rogram participants to be interviewed and must coordinate with the program participants that they vill be monitored and interviewed. 4. Keep in mind to wear the issued Anti-Red Tape Act or DSWD identification card whenever in the field for security purposes and to show that you are an authorized staff from the DSWD. If possible, wear the DSWD polo shits or t-shirts. 5. Do not forget to wear the face maskiface shield andlor gloves (if necessary) and bring rubbing alcohol or alcohol-based hand sanitizers (with atleast 60% alcohol) whenever in the field, 6. Always observe physical distancing and avoid touching the eyes, nose, and mouth when doing fieldwork, 7. Always coordinate with the concemed barangay/municipalicty authorities/offcials of the assigned local government units for every monitoring activities in the field. Secure the permission and ‘endorsement to conduct monitoring activites in the area. Follow the advice and general guidelines ‘on the conduct of field activities. ‘8 Always Inform the Provincial Coordinator (PC), family, or friends whenever conducting field ‘monitoring. 9. Prepare a set of clothing to be worn and a box or bag at the entrance of the house or apartment where the belongings willbe placed upon return to the house or apartment (except for important and personal belongings such as wallets, ceishones, laptops, other gadgets where proper disinfecting must be observed). Il, IMPLEMENTING GUIDELINES. ‘These guidelines have adopted altemative processes and approaches in the conduct of monitoring of SLP- [program participant to be able to minimize the risk of COVID-19 transmission, Aside from the usual face- to-face interview, the conduct of a phone interview is introduced as an altemative approach in monitoring the program participants. Depending on the community health situation and available resources, the SLP-RPMO particularly the PC. and Field PDO shall assess the most appropriate and convenient way of tracking and monitoring the progress of the program participants, established livelihood projects, and SLP association based on the identified mode of data collection. ‘Mode of Data Collection 1, Face-to-Face Interview Before the Interview a. Review and follow the SLP Regular Monitoring Guidelines and SLP Monitoring and Assessment Tools. b. The Field PDO must assess if he/she is experiencing any symptoms of COVID-19. ‘According to the Centers for Disease Control and Prevention, the symptoms may include fever or chills, cough, shortness of breath or dficulty of breathing, fatigue, body aches, headache, sore throat, loss of taste or smell, congestion or runny nose, nausea or vomiting, and diarrhea, among others. I the Field PDO have any of the symptoms mentioned above: ‘+ forego the conduct ofthe interview, + inform your PC (and your family or fiends), and ‘+ seek immediate medical attention at your nearest health facility. ‘This goes the same if the Field PDO has been exposed or has been in close contact with a person who recently traveled to countries or areas with confirmed case/s of COVID-19, it is advised not to conduct an interview, and he/she must follow the 14-day home quarantine. ©. Coordinate with and secure the permission of the barangay/municipality authorties ofthe LGUs assigned to the Field PDO on the conduct of monitoring oF field activities. Follow the safety precautionary measures and general guidelines being implemented by the LGUs, d. Know the assigned areas well and the location of the program participant to be ‘monitored/interviewed. Ifthe Field PDO has prior knowledge that the program participant is suspected or has symptoms of COVID-19, he/she must not pursue the conduct of the face-to-face interview. It is recommended that the place/venue of the interview must be conducted outside the house of the program participant or location of the enterprise but within its vicinity. Assess it this is feasible or ask the program participant f there is a conducive, well-ventilated place Where the interview may be conducted. In this way, we are limiting the exposure of the interviewer to the other household/SLPA members while maintaining physical distancing, {. Ifthe program participant allows the Field PDO to enter the house/enterprise, do not bring all the things inside (except for important and personal belongings such as wallets, cellphones, laptops, other gadgets). Shoes/sandals/slippers should be taken off or removed before entering the house. 9. Use/apply rubbing alcohol or hand sanitizers and if possible, observe washing of hands ‘and arms with soap and water before conducting the interview. During the Interview {1 the program participant is not available or present during the interview, the Field PDO has the option to interview any family members or SLPA officers/members (as stated in the SLP Monitoring and Assessment Guidelines) that is knowledgeable of the intervention Provided. This family member! SLPA officer/member must be able to answer and provide all details required by the SLP Monitoring and Assessment Tools. The interviewee must be knowledgeable of the enterprise and grouplassociation operations/activties, so they can Provide answers to all questions being asked inthe tool. The designation and hierarchy of officers shall be followed/observed to determine the main representative of the ‘group/association for the monitoring interview. ‘There are instances wherein a group interview is being conducted by the Field PDO to be able to gather a comprehensive view of the current situation of the project and association, The group interview involves a mix of SLPA officers and members. For this case, the Field PDO must ensure that: proper ventilation is observed, tables and chairs are arranged to allow social distancing, and the required public health standards are followed. ‘The Field PDO must be accommodating. He/she should establish trust and confidence with the program participant by introducing him/herself, the purpose of the interview, and the ‘consent and confidentiality clause. And assure the program participant that the information to be gathered shall be kept with strict confidentiality and shall be used for SLP monitoring only. Further, provide brief information on the COVID -19 feld protocols and safety measures being initiated by the program. Inform the program participant that the Field PDO is not experiencing any symptoms of the COVID-19 and has taken all the necessary precautions {0 ensure that everyone is safe during the interview. ‘The Field PDO must always remain courteous throughout the interview. He/she should ask politely for the program participant's participation and time. ‘The Field PDO must build rapport and engage the program participant into conversations. The Field POO must always observe and follow the rules in conducting face-to-face interviews and the required public health standards of the Department of Health (OOH), such as: ‘© Maintaining one (1) meter safe/physical distance (equivalent to 3 feet) when interviewing: ‘+ Wearing personal protective equipment such as face mask, face shield, surgical ‘mask, and gloves to protect the Field PDO and the program participant during the interview: ‘+ Practicing respiratory hygiene and cough etiquette by covering the nose and mouth with tissue during coughing or sneezing. The tissue must be disposed properly after use. If not available, the Field PDO's elbow can be used when coughing or ‘sneezing. Spray or rub the elbow with rubbing alcohoValcohol-based sanitizer after ‘coughing or sneezing. + Keeping a copy of and providing a contact detail or a health hotline number that the Field PDO and program participants can call during emergency situations. The Field PDO can get this in the LGU/s helshe is/are assigned with. ‘Ask permission to the program participant to open the windows and doors whenever Possible to make sure thatthe place is well-ventilated. This is only applicable i the place ‘of the interview is being conducted inside the house. ‘The Field PDO should write neatly and legibly the responses/answers of the program Participant in the prescribed SLP Monitoring and Assessment Toots, Depending on the situation, if during the interview, the program participant starts to feel Sick or shows any of the COVID-19 symptoms, immediately end the interview and request the program participant to rest and call the contact number or health hotline number of the LGU. If the Field PDO is the one who stars to feel sick or shows any of the symptoms, he/she should end the interview and isolate hinvherself for 14 days by monitoring for any symptoms and checking the temperature at least twice a day. The Field PDO must call and inform the PC (and his/her family or friends) ‘The Field POO must always thank the program participant for their cooperation and time. |. The Field PDO must avoid shaking hands with the program participant After the Interview ‘a. The Field PDO should use/apply rubbing alcohol or hand sanitizers and f possible, observe washing of hands and arms with soap and water after conducting the interview. b. Ifthe Field POO wil be interviewing another program participant, follow the field protocol ‘and health measures identified before the conduct of the interview. & After finishing all the tasks for the day, the Field PDO should not immediately enter his/her house or apartment and mingle with family o fiends, He/she should observe the following: ‘+ proper washing of hands with soap and water or put rubbing alcohol or alcohol- based in the hands and arms; + donot bring all the things inside that may have been exposed (except for important ‘and personal belongings such as wallets, cellphones, laptops, other gadgets Where proper disinfecting must be observed) during the field operations and put them in a box or bag which was prepared before leaving the house or apartment: ‘+ shoes/sandals/slippers should be taken off or removed before entering the house or apartment; disinfect the things as deemed appropriate; take off the clothes and soak them in water with detergent and proceed in taking a bath/shower, and follow the guidelines/advisories set by the DOH. 4. Afer setting down, the Field PDO should encode the data collected from the SLP Monitoring and Assessment Tools onto the SLP Offine Monitoring Assessment System (OMAS) folowing the enumerated step on how to report the data collected. fe. The Field PDO should keep a record of the names and contact details of all program participants that have been in contact inthe field. The purpose of collecting this information. is to help the public heath authortes for contact tracing if such a scenario occurs. f. The Field POO must ensure that the filed-out tools strictly follow its proper storage and isposal as stated in the SLP Data Privacy Policy and Sharing Protocol Manual. 9. fone of the program participants during the enumeration period is/becomes a suspected COVID-19 case, report this fo the PC and to SLP-RPMO for appropriate guidance and action. The PC shall be the one responsible to report the same to the concemed authorties/officials of the LGU. The Field PDO needs to sel-quarantine and ensures to ‘check his/her temperature at least twice a day and monitor for any COVID-19 symptoms. h. If the Field PDO develops a mild cough or a low-grade fever (i.e. 37.3C to 38.00), they ‘should stay at home and selt-solate, The Field PDO must report this to his/her PC and at the nearest health facilty for their information and guidance. 2. Phone Interview Phone interview is introduced as an alternative mode of data collection when the conventional face- to-face interview is not feasible due to the strict implementation of the community quarantine in the field/area. This can be conducted at the office or even at home (if the work-from-home is stil the ‘work arrangement) of the SLP Field PDO. Before the Interview ‘a. The Field PDO must prepare the following things: ‘* List of Program Participants with their Mobile Numbers ‘© SLP Monitoring and Assessment Tools, * Fully charged mobile phones '* Any device that can support audio recording b. Find a well-ventilated and quiet place with a stablelretiable signal. During the Interview ‘a. If the program participant is not available or present during the interview, the Fiold PDO hhas the option to interview any family members or SLPA officers/members (a8 stated in the 'SLP Monitoring and Assessment Guidelines) that is knowledgeable of the intervention provided. This family member! SLPA member must be able to answer and provide aft details required by the SLP Monitoring and Assessment Tools.
