Statements
1. GENERAL
1.1. This document provides a functional and technical specification which sets out the
requirements of the Ethiopian Civil Aviation Authority for an Integrated Search
and Rescue System.
1.2. This document specifies the minimum requirements to be met in the design and
supply of Search & Rescue System of the latest technology.
1.3. CLARITY OF DOCUMENT: -
1.3.1. All submittal shall include adequate descriptive literature, catalogue cuts, shop
drawings and other necessary for the engineer to ascertain that the proposed
equipment comply with specification requirements of the system
1.4. Equipment Compliance Statement: -
1.4.1. Shall be legible and clearly identify equipment being offered

1.4.2. The equipment and their accessories shall fully comply with or exceed the ECAA
requirements

1.5. Production of Equipment: -
1.5.1. The manufacturer shall regularly and presently produce, as one of the
manufacturers principal products, the equipment specified for this supply, and
shall have manufactured the items for at least three years.
1.6. Manufacturer: -
1.6.1. Shall be regularly engaged in the manufacture of such items, for which
replacement part shall be available.
1.7. Supplier: -.
1.7.1. Shall be authorized distributor of specified manufacture.

1.8. LOCAL AGENT: -


1.8.1. The bidder should provide his legal local agent name, address, e-mail and
telephone number.
1.8.2. The local agent delegation by the manufacturer or supplier must be submitted

1.9.1. Bidders/Manufacturers shall attach their past experience of the equipment.

2. SYSTEM PURPOSE AND GENERAL REQUIREMENTS


2.1. SYSTEM PURPOSE
2.1.1. Ethiopian Civil Aviation Authority (ECAA) hosts an Aeronautical Rescue
Coordination Center (RCC) currently based at Bole International Airport, Addis
Ababa. The RCC has basic tools and instruments for conducting search and rescue
operation. These facilities include HF and VHF radio communication transceivers,
telephone circuits, maps, charts and plotting instruments.
The Air Navigation Service Provider, on behalf of the Authority, coordinates
aeronautical search and rescue mission with other stakeholders such as Airline
Operators, Police Service, Department of Defence, National Disaster Management
Authority as well as other voluntary Organizations such as Red Cross Society,
Ambulance Services and Hospitals.
For effective coordination of any search and rescue mission, means of sharing
information among these many stakeholders and the RCC including the Rescue Sub
Centers (RSCs) and Mission Control Center (MCC) needs to be fast and efficient.
The information should also be accurate and reliable to reduce the burden of the
Search and Rescue Mission Coordinator (SMC);
ECAA intends to leverage technology and automate aeronautical search and rescue
operations by implementing a computerized system that shall greatly improve
coordination of search and rescue activities;
2.2. Main Requirements
The system shall: -
The system shall enable Rescue Coordination Center respond in real time to aeronautical search

and rescue, having professional tools embedded to facilitate pre-planned air search, integrated
search patterns and manage SAR missions effectively;
The system shall provide a variety of applications needed to perform all necessary tasks by
Mission Coordinator. This software shall include state of the art operating systems, office
applications, e-mail, internet software and specialized SAR applications;

2.2.1. Software Capabilities

2.2.1.1. Initial Response: Provide for track line search for major air search missions. This
shall include search plan along flight path towards intended destination;
2.2.1.2. Search Response: Having capability to plan air search including data, effective
search tactics, air search patterns, search optimization and drift plotting;
2.2.1.3. Integrated search patterns data: Be able to provide for:
 Track line search;
 Parallel track search;
 Expanded square search;
 Departure/ turn/ destination search:
 This shall include all ICAO recommended search patterns;
2.2.1.4. Manage SAR missions: Manage SAR missions by:
 Integrated Local Geographic Information System (GIS) mapping.
 Command, Operations, Planning, Calculations and Logistics sections.
 Built upon the SAR Incident Command System structure.
 Manage People, Information and Resources.
 Provide real time local mission maps and Mission Status Display.
 Provide for integrated local Planning Data and images.
 Provide for logistics, local GIS and Coverage & POD calculators.
 Create mission Pre-Plans and Scenarios.
 Local network capability for multi users.
 Provide for extensive reporting, exporting and integrated Help.
2.2.1.5. Extensive Local GIS capability. Be able to provide for:
 Live-update mission map display.
 Add background map layers.
 Create multiple map overlays.
 Add overlay search patterns onto the GIS display.
 Add overlay images onto the GIS display.
 Local map backup and recovery system.
 Draw, edit, move and customize map features.
 Display different map file formats.
 Plot target distance/direction Behavioral Profiles, Deflection and Drift.
 Plot GPS track files from GPS devices.
2.2.1.6. Air search data: Data provided shall include but not limited to:

 Crash aircraft probability distance;
 Aircraft air speeds;
 Aircraft ground speed and elevation data;
 Recommended air search patterns;
 Flight profile for search targets;
2.2.1.7. Search pattern templates: The templates shall include:
 Aeronautical symbols;
 Emergency beacon symbols;
 Weather symbols;
 This should be complete with scalable units.
2.2.1.8. Real time operations displays: The displays shall include:
 Mission Status Display – automatically updates.
 Mission Statistics Display – automatically updates.
 Personnel Status Display – automatically updates.
 Resource Status Display – displays incoming resources.
2.2.1.9. Enhanced planning functionality: The functionalities shall include;
 Mission Routes – with integrated altitude/elevation and route length.
 Mission Areas – with integrated sweep-widths and area size.
 Operations Plan – with integrated Search Priority optimization.
 Assignment Forms – with linked Probability of Detection, Personnel and
Communications.
 Terrain Type tables – with linked Probability of Detection data and Search
Speed data.
 Travel and Drift – computes and plots target Travel and Drift.
 Deflection – plot a target’s statistical Deflection from its route.
 Selectable screen background image.
 Selectable Organization logo.
 Missing Persons/Aircraft Questionnaire.
 Compatible with specialized advanced SAR planning tools:- including
Aircraft Crash Location Service, Aircraft Debris Location Service,
 Mission Optimization Service, Maritime SAR Service and SAR-Search
Image Recognition.
2.2.1.10. Integrated logistics functionalities: The logistics functionalities shall include:
 Communication Logs – linked to task Assignments.
 Communication Plans – with integrated frequency channels.
 Check in Personnel – linked to task Assignments.
 Resources – for resources being allocated to the incident.
2.2.1.11. Planning data: The planning data shall include:
 Probability of Detection tables – with integrated terrain images.
 Sweep Width tables - with integrated terrain images.
 Behavioral Profiles – for land, sea and air targets.

 Travel Speeds – for searchers and targets for various mission types.
 Mission Types – Prepared Mission Plans for land, sea and air missions.

2.2.1.12. User Data: The user data shall include:
 Personnel Data – Editable, with integrated portraits.
 Skills Data – Editable, searchable for mission deployments.
 Training Data – Editable, time-stamped training records.
 Organization Data – Editable, table of local response organizations.
 Resource Types – Editable list of SAR resources.
 Equipment Data – Editable list of SAR equipment.
2.2.2. Image Lay Software Functionality
 Overlay Images – Overlay images onto the primary GIS software.
 Geo-tag Images – for precise geographical location on the GIS display.
 Geo-locate Images – select geographical location for the GIS display.
 Annotate Images – Add user annotations to the displayed image.
 Annotate Images – Add image GIS Coordinates to the displayed image.
 Scale Images – Scale the images to suit the GIS display scale.
 Grab Video Images – Extract single images from a video file.

2.2.3. Point-Of-Interest Software
i. Find POI’s along a Track-line:

2.3. Connectivity Requirements: -
The system shall: -
 The nationwide connectivity shall be a highly reliable network utilizing powerful servers,
fiber optics, and high speed routing and switching equipment;
 This shall be connected to client hardware (PC workstations), large flat panel monitors,
and color laser printers (client server open and scalable architecture);
 The equipment shall be capable of being interfaced with:
 Recording and playback of video and audio devices;
 Street and parcel maps including street and address lookup capabilities;
 External systems such as AIS, ADS-B, MLAT/WAM, SSR, ADS-C, and COSPAS-
SARSAT etc;
 SMART devices e.g. smart mobile phones.
3. Hardware Requirements

4. Spare Parts: -
4.1. A three-year supply of manufacturer-recommended spare parts shall be offered.
The supply of spares shall be based upon the manufacturer’s proven reliability
figures for the equipment type.
4.2. The bidder shall provide list of necessary spare part with their part number
4.3. The bidder shall guarantee the availability of all spare parts and modules for the
equipment under offer, including those items in the recommended spare parts list,
for a period of not less than five (5) years
4.4. The quality of spares shall be the same as that of the originally installed parts.
4.5. The spare parts shall be supplied in their original packing, duly protected against
humidity with dehydrating or silica elements. Each set of spare parts shall be
labelled with the part number and denomination of the item, with an indication of
the quantity in each package
4.6. The bidder shall propose precise procedures to be adopted for the replacement of
damaged/faulty parts.

5. TECHNICAL DOCUMENTATION: -
5.1. Bidders shall provide manuals which incorporate all necessary procedures and
detailed explanation of the following topics in English language:
5.1.1. Installation, Operation and Maintenance two (2) hard and soft copies for each.

5.1.2. System manuals and Schematic drawings two (2) hard and soft copies for each.

6. TRAINING: -
6.1. Local training for 10 engineers and technicians for 5 days theory and practical
training at Addis Ababa shall be provided.
6.2. The training shall be given by the contractor in the English language. The detailed
training plan, indicating the curriculum, number of hours of theoretical and
practical training and the total duration of each course, shall be submitted by the
tenderer with their proposal.
6.3. The training plan shall be subject to ECAA approval 30 days prior to the start of
training. The training plan shall cover all software and equipment within this
system.
6.4. In order to make the most of the courses, the contractor shall provide each
participant with the relevant technical training material, (booklets, manuals,
videos, pen drive, etc.) which will not be returned to the contractor.
6.5. The maintenance courses and the practical training shall be given by the
manufacturer’s experienced engineering staff. (Courses given by the supplier sales
or marketing staff will not be accepted).
7. TEST: -

7.1. Bidders shall perform the system test with the Ethiopian Civil Aviation Authority
assigned SAR Coordinator for proper operation of the system.

7.2. The test covers all equipment functionality and documentation (including test
procedures) training and quality of the system offer.

7.3. The final test result report shall be submitted to ECAA SAR directorate for
approval

8. FACTORY ACCEPTANCE TEST (FAT)

8.1. The tenderer shall be required to demonstrate the SAR Software capability at the
tenderer’s own premises prior to shipment. This factory acceptance test shall be
performed in accordance with a prepared factory acceptance report. The plan
incorporating specific test procedures which will clearly demonstrate compliance
of the equipment with the technical specification in all operational and technical
aspects.

8.2. The test procedures shall contain step-by-step instructions with a concise but
comprehensive explanation of each test, including test scenario, objective and

expected results (as applicable).

8.3. All test equipment used for the factory tests shall be standard commercial
equipment and shall not be modified and the contractor shall furnish all ancillary
equipment required for testing for the duration of the tests.

8.4. Factory Acceptance shall be required for the software only, before shipping. The
Factory Acceptance Tests shall verify all equipment functional and operational
capabilities.

8.5. All results of the Factory Acceptance Test shall be duly recorded and shall be
signed by the tenderer and ECAA.

8.6. All observations agreed on and discrepancies noted during the inspection are to be
corrected by the tenderer prior to shipment of the equipment.

8.7. The tenderer shall arrange for one (1) FAT Session, to run consecutively for all
equipment and not fragmented sessions.

8.8. ECAA’s appointed representative(s) shall be entitled to enter the works of the
tenderer at reasonable times during the normal working hours to conduct the test
of the equipment and work in progress.

8.9. The Factory Acceptance Tests shall be performed at the tenderer’s factory in
accordance with the approved procedures, the intent of which shall be that those
systems accepted at factory shall be functionally duplicated on-site.

8.10. The Factory Acceptance Tests shall be conducted with representatives from
ECAA whose names shall be advised to the tenderer at least three weeks prior to
the commencement of tests. Following the satisfactory completion of the tests,
ECAA shall sign and issue a Factory Acceptance Certificate.

8.11. The tenderer shall include in his offer, the air travel to and from Addis Ababa,
Ethiopia, insurance, accommodation and subsistence costs for two (2)
representatives of the ECAA for travel and three days at the Factory.

9. WARRANTY

9.1. Bidders shall provide two years guaranty.

9.2. The warranty period shall commence after the system final commissioning date
and accepted by ECAA.
