The Land Transportation Franchising and Regulatory Board (LTFRB) has waived the payment of penalties
for public utility vehicle (PUV) operators and franchise holders in Metro Manila with the enhanced
community quarantine currently enforced in Luzon due to the coronavirus disease (COVID-19)
pandemic.
In an advisory released by the LTFRB on Thursday, it said that all PUVs with plate numbers ending in 3
and 4 will be allowed to confirm their units until May 15 with waiver of penalties.
Applications for extension of validity for Certificate of Public Convenience (CPC) with expiry dates
between March 17 to April 15 may be filed until May 15 with waiver of penalties, the agency added.
Meanwhile, provisional authorities and special permits issued to transport network vehicle service,
passenger buses, taxis, and UV Express, with expiry dates of March 17 to April 15 are also extended until
June 15.
While compliance orders, resolutions, and decisions directing operators to comply during the quarantine
period will be also allowed to comply until May 15.
Apart from these guidelines, the agency also reminded PUV operators and franchise holders that the
advisory will be “revisited by the Board should there be changes depending on the conditions of the
enhanced community quarantine.”
Transportation Secretary Arthur Tugade earlier ordered the LTFRB and the Land Transportation Office to
extend the deadline for the renewal of permits, licenses, and franchises to next month.
“We know and understand that our country is now in a difficult and trying situation. We have to step up
and extend our help to the Filipino people the best way we can,” Tugade said.
