Xiamen University Enrolment Instructions for International Students 2020

(Xiang’an Campus)

All international students of the following schools/colleges/institutes reside on Xiang’an Campus: Overseas
Education College, School of Medicine, School of Pharmaceutical Sciences, School of Public Health, School of
Aerospace Engineering, School of Life Sciences, College of Oceanography and Earth Sciences, Coastal and Ocean
Management Institute, College of Environment and Ecology, and College of Energy. International
undergraduate and postgraduate students of the College of Electronic Science and Technology, undergraduate
students of the School of Information also reside on Xiang’an Campus.

I. Visa Application

Students should apply for an X1 or X2 visa for study in China by presenting the original valid regular passport,
the Admission Notice, the Visa Application Form (JW201/JW202) and the Physical Examination Record for
Foreigners (if required) (https://admissions.xmu.edu.cn/cn/16973/list.htm) to the Chinese Embassy or a
Chinese Consulate in their home country.

Students with an X1 visa should proceed to the Exit and Entry Administration Office of Xiamen Public Security
Bureau (Add.: 64-1 Zhenhai Road, Siming District, Xiamen; Tel: 0086-(0)592-2262203) to apply for a
Residence Permit within 30 days of entry into China. All fees payable should be borne by the applicant. Please
properly keep the yellow page of JW201/JW202 for the Residence Permit application after entry into China.

Foreign citizens of Chinese origin (including former Chinese citizens who hold foreign citizenships, and present
or former Chinese citizens’ descendants who hold foreign citizenships) can apply for a Residence Permit in
China and register their status as international students only after they have been officially recognized by the
Exit and Entry Administration of the Public Security Bureau as foreign citizens, please refer to The Instructions
for Citizenship Certification (https://admissions.xmu.edu.cn/cn/16975/list.htm) for more information and
have all the required documents ready in advance. Those who fail to obtain citizenship certification will forfeit
their eligibility for enrolment.

Regarding immigration policy for international students, please abide by the most recent information issued by
the relevant government authorities. If an international student is unable to enter China due to immigration
policy restrictions, he or she should refer to the University’s most recent updates, including those on new student
registration, which can be found at http://welcome.xmu.edu.cn.

II. Arrival and Accommodation

On the day of registration, the University will set up a Guide Point at the airport. Students may take a taxi to
Xiamen University’s Xiang’an Campus. The ride takes about 40 minutes and costs about RMB 80. For pick-up
services, please refer to the most current information on the University’s portal (http://welcome.xmu.edu.cn).

Student apartment buildings on Xiang’an Campus will be open from the date of registration. If you arrive on
campus early, you are expected to arrange for temporary off-campus accommodation by yourself. On the day of
registration, students should first pay tuition and accommodation fees, and then proceed to the Property
Management Office (1st floor, Guoguang 3, Xiang’an Campus, Tel: 0086-18150360182) to complete the check-
in procedures.

Foreign nationals should register their accommodation after entry into China in accordance with the relevant
regulations. Those who fail to comply with accommodation registration regulations will be subject to a penalty,
face restrictions on the length of their residence in China, or be barred from residing in China by the Public
Security Bureau according to the law. Within 24 hours of check-in, new students residing in student apartments
on Xiang’an Campus should proceed to their respective schools/colleges’ general office to obtain information
on accommodation registration procedures by presenting the original and a photocopy of their passports, as
well as a Certificate of Accommodation issued by the Apartments Office.

III. Registration Procedures

1. Online Pre-registration: Students should complete pre-registration on the University’s portal


(http://welcome.xmu.edu.cn) between September 4 and September 18 (open 24 hours a day). The
username is the 11-digit serial number printed in the upper left corner of the Admission Notice. The initial
password is the student’s date of birth (YYYYMMDD).

Note: The online pre-registration is mandatory. Please complete the pre-registration within the prescribed
timeframe so it won’t affect your formal registration on campus. If you have difficulties in accessing or
using the portal, please contact welcome@xmu.edu.cn.

2. On-campus Registration:

(1) Time and Date of Registration: 08:00-12:00, 14:30-17:30, October 8.

(2) Venues of Registration: The designated venues of the students’ respective schools/colleges on Xiang’an
Campus.

(3) Registration Documents: ① the original and a photocopy of the passport’s front page, the X1 or X2
visa page and the page with the entry stamp; ② the original and a photocopy of the Admission Notice;
③ the original and a photocopy of the highest academic qualification certificate notarized by your
country’s Chinese embassy or consulate, OR your country’s Ministry of Foreign Affairs, OR your
country’s embassy or consulate in China, ④ three to five recent passport-style photos in color ⑤
insurance payment receipt (students with scholarships covering their insurance costs exempt).

3. Other regulations:

(1) Registration should be completed within the timeframe specified in the Admission Notice. If you are
unable to register on time, you should file an absence request on the University’s portal
(http://welcome.xmu.edu.cn). The maximum length of absence permitted is two weeks, and the
absence request is subject to approval by the student’s school/college and the University’s relevant
offices. Students who fail to register on campus without filing an absence request, or with absence
request denied, or after their approved length of absence has expired, will be deemed to have
relinquished their eligibility for enrolment. Students who fail to register on campus within the first
two weeks of the semester will forfeit their eligibility for enrolment.

(2) Students should present their valid regular passports, highest academic qualification certificates
notarized by your country’s Chinese embassy or consulate, OR your country’s Ministry of Foreign
Affairs, OR your country’s embassy or consulate in China and other required documents upon
registration for review. The identity document presented by the student should match the purpose of
studying in China as an international student. Otherwise, the student cannot be enrolled. Any student
who provides false identity documents will forfeit their eligibility from enrolment. According to the
regulations, the University will review new students’ enrolment eligibility within three months of
registration. Those who fail the review will have their enrolment revoked.

(3) Students cannot complete their registration until they have paid all fees, including tuition, and
accommodation fees, in full and have obtained insurance within the prescribed timeframe. Tuition
fees will not be refunded to students who withdraw from their study halfway through or are expelled
for disciplinary reasons before the end of a semester. Students who resume their study or are enrolled
during the semester are required to pay full fees for the entire semester. Students who choose to pay
in cash should pay their fees at the designated bank on campus by presenting their Admission Notice
and student ID number (available at http://welcome.xmu.edu.cn or the school/college’s reception
point for new students). Students who choose to pay by bank draft should submit their bank drafts to
the University’s Xiang’an Campus Finance Office (9th floor, Main Building 3, Xiang’an Campus). The
drafts will be cashed out with the bank designated by the Finance Office. Students are responsible for
all bank charges.

(4) Any document in a language other than Chinese or English should be accompanied by a notarized
translation in Chinese or English.

Notes:

(1) Doctoral students pay tuition fees for three years.

(2) Tuition fees are subject to change upon approval by price regulators.

2. Accommodation Fees

(1) For new students whose scholarships cover their accommodation costs: twin rooms. A
deposit of RMB 1,000 is required. All extra costs incurred by early check-in should be borne by the
student.

(2) For new students who have successfully applied for on-campus accommodation and
who are to bear their own accommodation costs: twin rooms, costing approximately RMB
2,000 per person per year. A deposit and a payment for at least half a year of accommodation, totaling
approximately RMB 2,000, are required.

Notes:

(a) The above fees are subject to change upon approval by price regulators.

(b) New doctoral students whose scholarships cover accommodation costs will live in twin rooms
while attending tutorials for the Chinese language.

(c) International students will reside in Phase 2 Student Apartment Buildings on Xiang’an Campus.
The University will assign each student to a specific room.
3. Cost of Course Materials: Students need to purchase course materials as required. This usually
amounts to RMB 400-700 per academic year.

4. Food Costs: Students can dine in the on-campus canteens. This usually amounts to RMB 800-1,200 per
month.

5. Insurance Costs: To ensure the personal safety of international students in China, under the regulations
of China’s Ministry of Education and the University’s international student management requirements,
international students should have “group comprehensive insurance for international students”.
International students who fail to do so will not be enrolled or granted a Residence Permit.

(1) For new students whose scholarships cover their insurance costs: There is no need to
purchase insurance by themselves. The University will purchase insurance for them after they have
registered on campus.

(2) For new students who are to bear their own insurance costs: Students in the MBBS program
should purchase insurance according to the notice issued by the school after they have registered on
campus. Students in other programs should purchase insurance on the website for international
student insurance (www.lxbx.net) between September 7 and September 30. The insurance payment
receipt is required for on-campus registration. Any student who fails to purchase insurance on time
will not be enrolled or granted a Residence Permit. In this case, if the student is also a recipient of the
Xiamen University Scholarships or the Fujian Provincial Government Scholarships, his or her
scholarship will be revoked. For more information on insurance and its purchase, please visit the

6. Miscellaneous Expenses: Students are responsible for medical expenses outside of their insurance
coverage, as well as for their visa fees and all other non-exempt expenses during their studies.

V. Physical Examination

A Health Certificate is required for the application of a Residence Permit after entry into China.

1. Students who have completed a physical examination before entry into China should have
their original Physical Examination Record for Foreigners and medical reports (such as X-ray, ECG and
blood test reports) certified by Xiamen International Travel Healthcare Center (Add.: 31 Jinding Road, Huli
District, Xiamen; Tel: 0086-(0)592-5875918). The certification costs around RMB 60. Students who meet
the health requirements will receive a Health Certificate.

2. Students who have not completed a physical examination before entry into China should
proceed to Xiamen International Travel Healthcare Center as arranged by the University to undergo a
physical examination during the orientation week. The physical examination costs around RMB 550.
Students who meet the health standards will receive a Health Certificate.

VI. College English Placement Test for Undergraduates

College English is one of the most important foundation courses in the University’s curriculum for
undergraduates. In order to meet the personalized academic needs of undergraduates in different categories
and with different levels of English proficiency, the University will administer a paper-based English Placement
Test for new undergraduates before their programs officially start. For more information, please refer to The

VII. Campus Life

1. E-card: Students will receive an E-card after registration. After linking the E-card to a local bank card,
students can use it to dine in the on-campus canteens, shop in the on-campus supermarkets, and pay for
medical services in the university hospital. E-card also serves as an access card to university facilities such
as the library.

2. Coronavirus Control Measures: The University implements strict coronavirus measures. Strict entry
and exit control is in place on Xiang’an Campus. Students should enter or exit the campus by presenting
the green code in the WeChat mini app “XMU Access Codes” in their mobile phones.

3. Reminders:

(1) Students whose scholarships cover their living expenses will receive their first-month living allowance
in late October or early November. As such, students are advised to have about RMB 5,000 in cash to
pay for accommodation (including the deposit), physical examination, insurance, transportation, food
and so on.

(2) Students should abide by the fire regulations while living on campus. Students should not purchase
large household appliances such as washing machines and refrigerators, or high-power appliances.

(3) During the registration period, students should pay attention to personal safety and property
protection, and should not trust strangers or disclose their personal information or phone numbers to
strangers. Students should also guard against frauds (particularly telecom frauds) and theft. Students
with a large sum of cash should deposit the money in the bank as soon as practicable.

(4) Students should pay attention to personal safety and avoid illegal vehicles and ships, and should not
swim in the sea or in any water area not equipped with safety facilities and rescue personnel.
