DRAWINGS
The proposed building consists of a lower ground floor, ground floor, first floor and second floor.
The lower ground floor consists of 6 flats, refuse stores to vaults and plant room.

This report is an outline Fire Safety Strategy to be employed in the design development based on
the information received from Imago interiors. The Fire Safety Strategy is to be read in conjunction
with the drawings as listed below.
This Report has been submitted together with drawings and other documentation, as appropriate, in
support of a Building Regulations application for a proposed residential development and associated
ancillary support functions.
It is to demonstrate that the building or works to which this application relates will - if constructed in
accordance with supporting drawings, design details; and performance requirements as prescribed
in this Report – have regard to the necessary legislative and compliance standards with respect to:
National Building Regulations i.e. the substantive requirements of Part B (Fire Safety) of the Building
Regulations 2010.
It is to be noted that the primary objective of the fire safety measures as set out in this Report is to
satisfy the obligations which are essentially concerned with the health, safety and welfare of persons
in and about the proposed building. Additional measures as may be necessary to protect against the
risk of property and consequential loss are however viewed in the context of this report as a matter
for the client / end user and their Insurers – unless otherwise instructed by the relevant parties.
1.2 Legislation
The fire strategy has been designed in accordance with Approved Document B, Fire Safety,
Volume 2 2006.
This strategy has been developed to satisfy the functional requirements of the Building Regulations
Schedule 1, Part B, Fire Safety and referring to Approved Document B, Fire Safety, Volume 2
2006.
2.1 Introduction
The building shall be designed and constructed so that there are sufficient means of escape in
case of fire from the building to a place of safety outside the building capable of being safely and
effectively used at all material times.
The means of escape philosophy is based on the premise that a fire will initially start only in one
location. Hazards of the fire will in the initial stages of the event be limited to that area only (albeit
they may subsequently spread to other parts).
Effective means of escape has been viewed to be a function of having appropriate detection and
warning of the fire; limiting the travel time to escape; and providing protected escape routes.
The means of escape from the upper storeys levels apartments is via a single protected stair.
The occupants on all levels only have access to a single stair for means of escape at all times due
to the layout of the building. The following section will identify the requirements for travel distance,
exit width and stair width.
The evacuation strategy within the apartments will be based on a stay in place strategy where only
the occupants of the apartment of the fire origin will initially escape with the other occupants
remaining in their apartment, therefore adequate fire separation between apartments will be
provided.
The number of escape routes and exits provided will be sufficient to serve the number of
occupants however the limits on travel distance as given in Approved Document B are exceeded in
some areas within the common corridors to flats and within the units.

Residential

The guidance relating to open flats is in accordance with Section 9.7 of BS 9991:2015 and requires
that the residential apartments are to comply with the following requirements:
The size of the open-plan flats should not exceed 16m x 12m
Open-plan flats should be situated on a single level only
The ceiling s within the open-plan flats should have a minimum height of 2.25m.
The kitchen should be enclosed in open-plan flats having an area exceeding 8m x 4m.
Cooking appliances in open-plan flats having an area smaller than 8m x 4m should not be
adjacent to the entrance of the flat.
The recommendations contained within BS9991 in relation to the dimensions of Open Plan flats
with unknown close kitchens are based on research carried out by the NHBC foundation in
partnership with BRE trust. The purpose of this research was to study the impact to fire safety of
Open Plan flat layouts Open Plan flat layouts – assessing life safety in the event of a fire. The goal
of this study was to benchmark and compare the levels of safety implicit in code compliant flat
designs against that of open plan flat is provided with active fire protection measures. The research
found that in the cases assessed the provision of sprinklers or mist systems and enhanced
detection provided significantly higher levels of safety than code compliant layouts aligning to
prescriptive standards such as AD – B.
However, due to the limited nature of the study only the following flat arrangements were
assessed: 8m x 4m with kitchen unenclosed, 8m x 10m and 12m x 16m with kitchen enclosed.
Other flat arrangements were not considered as part of the study. It should be noted that the
reason why BS9991 excuse the provision of Open Plan kitchens in flat greater than 8m x 4m is
because of the perceived lack of research into the impact of an open plan kitchen in such flat
configurations not because such flats have been shown to be unsafe.
All flats in this scheme or less than 192sqm meaning that the layout will be considered acceptable
if kitchens were enclosed. The kitchen enclosure would not require a self-closing fire door to be
provided and therefore enclosing the kitchen could not be relied upon to prevent smokes bread
from the kitchen into the rest of the flat. However it would limit occupant exposure to thermal
radiation as they make their escape at the kitchen.
An analysis has been carried out to ensure that the radiation produced by a fire starting in the
kitchen would not prevent occupants from evacuating pasta hard on fire. This analysis is detailed in
appendix say and shows that a minimum distance between the hob and the means of escape of
900mm should be maintained.
Conclusions:
The primary objective of this fire strategy report was to set out the key fire safety challenges for the
scheme and identify how the building design achieved an acceptable level of fire safety.
Commensurate with the requirements of the building regulations 2010. The guidance document
BS9991: 2015 has been used as the basis of the design to ensure that the functional requirements
to the building regulations 2010 are met.
Deviation.
Unenclosed kitchens within flats with the floor area not exceeding 8 m x 4 m. Radiation calculation
has been undertaken to take to determine an acceptable distance from the position of the cooking
hot the flat escape route this distance has been calculated be 900mm due to the flame trace
suppression systems fitted to the cooker hood. (18-1a, 18-3, 18-5, 18-8, 16-3, 16-5,16-8)
Escape routes will be designed to accommodate the occupancy capacity for the entire building.
The occupant’s capacity of the building has been taken from the plans:
The exit width from each flat is to be via a standard front door providing a clear width necessary for
the evacuation of the flat occupants.
Storey Exits.
The storey exits are sized to accommodate the number of persons escaping the building. In the case
of the residential Block the width of the storey exits shall be a minimum of 850mm which can
accommodate 60 persons and is therefore satisfactory.
Where the final exits from cores is via automatic doors the doors are required to fail safe open in the
event of a power failure, each door is to have a manual override release adjacent to them to enable
occupants to escape.
Stair Lobbies.
The lobbies to the residential block are to be constructed as compartment walls having a fire
resistance of 60 minutes. The doors to the flats and staircases are to be FD30S type doors.
All means of escape stairs discharge into their respective exit at ground floor level. This is
considered acceptable.
The stairs serving the residential building are enclosed in a minimum of 60 minute fire rated
construction. The stair width is acceptable for means of escape.
Lift Shafts.
N/A
The spread of fire within a building and its rate of growth are influenced by the selected materials
used for the linings of walls and ceilings.
In identified areas the reaction to fire performance standards of materials / products will be
controlled through their selection so that the spread of fire along surfaces is restricted.
Materials / products with low heat release properties will be selected for use in stairways / lobbies /
protected corridors – circulation spaces to limit their capacity to contribute to fire growth
development within those areas.
Compliance with B2 Internal Fire Spread: Linings, is demonstrated as follows by reference to the
relevant recommendations in the following design guidance:
Internal wall and ceiling linings and thermoplastic material to be used in windows, rooflights, and
ceilings / lighting diffusers are to comprise materials which meet the appropriate classifications
specified in Section 6 of Approved Document B 2006.
The spread of fire within the building will be restricted through appropriate design and specification
of the internal linings (to partitions, walls, ceilings and internal structures, roof lights and lighting
diffusers) such that they will:
The building does not have an occupied floor in excess of 18m above ground / access level. In
accordance with BS9991:2011 elements of structure throughout the building should achieve a
minimum of 60 minutes fire rating. The follow areas are also to be provided with fire resistant

4.2 Compartmentation
Refer to Architects / Structural Engineers drawings for relevant details on the proposed forms of
construction.
It is proposed that compartment walls be of masonry or steel stud partition construction and floors of
non-combustible construction.
A, relates to the construction of a roof covering achieving an AA, AB, or AC designation on a non-
combustible deck for at least a distance of 1.5m on each side of the fire rated wall. Resilient fire
stopping is to be used to extend the fire rating of the wall to the underside of the roof deck of a
building or compartment of any use and height.
B, relates to the construction of a roof covering achieving an AA, AB, or AC designation for at least
a distance of 1.5m on each side of the fire rated wall. Resilient fire stopping is to be used to extend
the fire rating of the wall to the underside of the roof deck of a building having a dwelling house,
residential (other than institutional), office or assembly purpose group at a height of not more than
15m. Boarding (used as a substrate), woodwool slabs, or timber tiling battens can be carried over
the wall provided that they are fully bedded in mortar (or other non-combustible fire-stopping
material).
Where compartment walls/floors meet the external walls the junction is to be fire stopped to maintain
the fire resistance of the compartmentation.
The external wall cavities behind the cladding will be closed by cavity barriers consisting of
proprietary fire stopping achieving FR60 fire resistance at all junctions between the cladding and
compartment floors, and FR60 along the line of all compartment walls.
Cavity barriers are not to be provided around windows to individual apartments.
Where internal compartment walls meet and form a T junction cavity barriers are not to be provided
as the walls are to form a complete barrier to fire thus preventing smoke or flame entering the cavity.
All openings, joints, imperfections of fit in or between the designated fire barriers (i.e. compartment
walls/floors, fire rated partitions, etc.) are to be fire stopped or protected by sealing so that the fire
resistance rating of the barrier is not impaired.
In particular service penetrations of the designated barriers are to be protected having regard to the
relevant recommendations of BS8313:1989 (Section 12) and BS9999.
Where ventilation ducts penetrate the various fire barriers (i.e. fire rated floors, walls or cavity
barriers) they are to be protected in full accordance with the relevant recommendations of BS9999
– note it is proposed to use fire dampers where ducts penetrate the protected Hallway of flats. Fire
dampers are to be installed in strict accordance with the manufacturer’s instructions with particular
reference to the fitting of installation frames and the secure anchoring of these frames to the
substrate (i.e. mechanical fixing or the use of a rigid mortar type fire stopping system) or alternatively
the use of sleeved fixings.
Duct from the toilets crossing protected staircases require either fire rated ducting (same fire rating
as the compartment) or motorised dampers are to be installed. (BS ISO 21927-8:2017)
Where services are incorporated in a service duct and these services penetrate floors the following
design options apply:
(i) Option 1 : Fire stop at floor level to the rating of the floor assembly;
(ii) Option 2a: Non-compartment floor: Service duct to be constructed to a specification achieving a
half hour rating (stability, integrity and insulation) and service penetrations of the enclosure to be
firestopped.
Option 2b: Compartment floor. Service duct to be treated as a protected shaft enclosed with
compartment walls and FD60S (FR60 shaft) / FD30S (FR60 shaft) doorsets.
In general it is intended to use proprietary products to seal any penetrations in a fire separating
element. The selection of the sealing system to be used in each particular application will be based
on criteria in the ASFPCM Publication “Fire Stopping and Penetration Seals for the Construction
Industry” (Red Book), depending on the limitations as to us e.g.

Particular attention is to be paid to the selection of fire stopping system for openings incorporating
fire dampers so as to ensure that the fire damper installation frame (or alternative approved fixing
system) is adequately anchored in place.
5.1 Introduction
The extent to which fire will spread over and between buildings is a function of the size and intensity
of the fire, the construction of the external walls, and roof, and the space separation distance
between relevant buildings.
To reduce the potential of ignition from an external source and for further fire spread up the external
surface of the building, in relevant locations, the fire resistance of external walls and the
combustibility of the external elevations are controlled. Additionally the combustibility of the building’s
external roof surface will be controlled to reduce the potential for the roof material to ignite when
exposed to an ignition source and for that ignition to be contained and prevent further fire
development. Unprotected area(s) in the external wall of the building / compartment have been
controlled relative to the distance of the wall is from its relevant boundary.
Compliance with B4 External Fire Spread is demonstrated as follows by reference to the relevant
recommendations in the following design guidance:
a) Wall <1m from boundary and any height – Class 0 (National Standards) or Class B-s3, d3 or
better (European Class)
b) Wall > 1m from boundary and less than 18m high – Index (I) not > 20 (National Class) of
class C-s3, d2 or better (European Class)
c) Insulation materials / products or filler material used in an external wall construction e.g.
external render system should be of limited combustibility as defined in appendix A of ADB.

6.0 Requirement B5: Access & Facilities for the Fire Services
The provisions to be provided with respect to facilities and access are for the purposes of assisting
the Fire Brigade to undertake fire rescue and firefighting operations when catering for the safety of
people in and around the building – to include:
Access to and within the building to facilitate Fire Brigade personnel in carrying out fire-fighting and
rescue operations;
External access to enable appropriate appliances to be brought near to the building for effective use;
and
Provision of fire-resisting: structural elements, compartments and barriers to prevent premature
building collapse, and to limit the uncontrolled spread of fire.
Compliance with B5 Access & Facilities for the Fire Service is demonstrated as follows by reference
to the relevant recommendations in the following design guidance:
All parts of all flats are not to be within 45m of the fire appliance, therefore the staircase serving the
apartments is to have a dry riser to ensure adequate access for fire fighting is provided. The dry riser
outlet is to be within the staircase however the dry riser actually rises up through the building within
the lift lobby contained within a riser.
The dry riser inlets are to be positioned within 18m of the fire fighting appliance.
It is proposed (subject to site validation) that the development be provided with access to not less
than 2No existing hydrants – positioned not less than 90m apart and not less than 90m from the
principal Fire Brigade building entry points. Drawings required to validate this.
It is to be noted that the technical design recommendations of ADB do not – where internal fire mains
are provided – call for specific compliance with building perimeter access guidance, other than
providing vehicle pump appliance with access to within 18m of the dry riser inlet connection valve(s).
Vehicle pump appliance access is to be provided to within 18m of the ground level dry riser inlet
valves:

Emergency lighting will be provided on all escape routes and within all commercial units and
agreed with the Building Control Body. The installation will comply with the Code of Practice for
Emergency Lighting BS 5266: Part 1: 2011.
The fire alarm within the commercial units shall be in accordance with BS5839 Part 1 to An L3
standard.
In line with AD-B each residential unit is recommended to have a stand-alone fire detection
system. BS 5839 Part 6 recommends that a minimum of Category LD3 is provided. The escape
strategy proposed for the residential units is a stay-in- place strategy where only the flat of fire
origin is alerted of a fire, and the neighbours are protected by a high level of fire compartmentation.
Note: Smoke detection within the common parts of the residential blocks is designed to operate
smoke clearance systems ONLY and is not intended to activate an alarm to instigate building
evacuation.

Locations:
At storey and final exit doors supplemented with directional signposting where the location of the
exit would otherwise be unclear or where viewing distance criteria require additional signs.
Note (1): Viewing distance criteria are set out in EN1838 : 1999 as follows:

Type Conforming to recommendations as contained in HSE publication “Safety Signs and Signals

Any reference to fire doors is intended to mean a complete door assembly which includes the door
leaf or leaves, the door frame, ironmongery (hinges, latches, closers, etc.) and any seals where
required between the frame and the leaf or between leaves, and which is installed in a building and
is capable of meeting the required performance.

In particular it is noted that all doors on escape routes are only to be fitted with simple fastenings
that can be readily operated in the direction of escape without the use of a key. Where doors are to
be identified as held open, a suitable magnetic device or similar connected to the door shall be
provided, the door shall then close upon activation of the fire alarm. Doors held open shall be
provided with “Automatic Fire Door Keep Clear” signage.
It is assumed that disabled people will be able to escape to a place away from danger without
assistance from trained fire marshals and/or the fire service. Escape will be available in
accordance with the principles set out above. However, there will be a certain proportion of building
occupants, such as those who are non-ambulant disabled, i.e. wheelchair users, who will not be
able to negotiate stairs unaided; therefore a disabled evacuation management procedure will be
incorporated into the fire safety management strategy for the building, to be undertaken by the end
user of the building.
The regulatory reform order came in to force on 1st October 2006 replaces most Fire Safety
Legitimation.
Under the order, anyone who has control of premises or anyone who has a degree of control over
certain areas or systems “responsible person” are required to provide and maintain adequate fire
precautions.
The responsible person has a duty to carry out a fire risk assessment which must focus on the
safety in case of fire. The fire risk assessment process should identify risks that can be removed or
reduced and assist with the decision making process regarding the nature and extent of the
general fire precautions. The fire Risk Assessment should be reviewed regularly. The Fire Risk
assessment should be available to the Fire Brigade upon request.

Where a fire performance rating for materials / structure / doorsets is referred to it shall be taken as
meaning (except as noted otherwise) that the material / structure / doorset satisfies the performance
criteria prescribed in Appendices A and B of Approved Document B.
In particular:
(a) Where a fire resistance rating for elements of structure and others forms of construction is
specified in this Report it shall mean that the item satisfies the performance criteria prescribed in
Table A1 of ADB 2007 (i.e. Loadbearing capacity, integrity and insulation as appropriate) as
determined by reference to BS 476: Parts 20-24 : 1987 (or to BS476 : Part 8 : 1972 in respect of
elements tested or assessed prior to 1 January 1988) or the relevant European Test Standards. In
the case of elements in which un-insulated fire resisting glazing is permitted the extent of such
glazing shall be limited in accordance with Table A4 of ADB 2000.
(b) Doorsets which are designated as FD are to achieve fire rating in minutes integrity rating
to BS 476 : Part 22 : 1987 ( or BS 476 : Part 8 : 1972 for doors tested or assessed prior to 1 January
1988).
b. a Class 1 material which has a fire propagation index (I) of not more than 12 and a sub-index (i)
of not more than 6 determined by reference to the test method in BS476 : Part 6 : 1968, 1981 or
1989.
The European Classification system for flammability ranges from Class B – D when tested in
accordance with B.S. E.N. 13501-1.

The European Classification system for flaming droplets range from d0 - d2 when tested in
accordance with B.S. E.N. 13501-1.
1. Materials that have been tested to Class A1 also meet Class A2 and lower performances.
2. Materials that have been tested to Class A2 also meet Class B-s3-d2 and lower
performances.
3. Materials that have been tested to Class B-s3-d2 also meet Class C-s3-d2 and lower
performances.
Appendix 1.
Based on the above analysis it is recommended therefore the cooking hoods in 18-1a, 18-3, 18-5,
18-8, 16-3, 16-5,16-8 apartments can be situated at least 0.9 m from escape routes to prevent
evacuating occupants from being exposed to untenable levels of radiation. In addition, to this it is
recommended that escape routes within apartment should have a clear with 0.8 m.
