Site Visit Report
A site visit of Pali town was conducted by Chief Engineer PMU, Jaipur along with
Additional Chief Engineer & Assistant Engineer, PMU, Jaipur from dated 01.03.2021
to 02.03.2021 to review the progress under contract package RUSDP/Pali/01 &
RUSDP/Pali/02 and Pali/03. Followings officials were present during the site visit:
+ Sh. Narendra Ajmera, Additional Chief Engineer, RUIDP, Jaipur.
* Sh. Anil Vijaywargiya, Executive Engineer, RUIDP, Pali along with PIU team
* Sh. Rohit Jangid, Assistant Engineer PMU RUIDP, Jaipur.
* Sh. Ashok kumar Negi. Assistant Construction Manager, PMDSC, Pali along with
PMDSC team.

(A) Package - Pali/01 ( M/s L & T Constructions)
1. Package Pali-01 progress is quite disappointing. The stipulated date of start
of work was 02-11-2015 and stipulated date of completion of design and Build
(1095 days) work was 31-10-2018 and from this date alone, quite a number
of times, the extension requested by the firm M/S L&T Construction has been
allowed and given. The last extension was granted by the Superintending
Engineer PIU Pali wide letter No. RUIDP/PIU/Pali/2020/ 2476 dated 01-10-
2020. It is also pertinent to mention the request from the firm M/S L&T
Construction vide their letter No LTCD/ISW-PALI/WET/WW/CPR/2020-
21/2676 dated 01-10-2020 in which the firm have not proposed the final date
of completion which is not appropriate because it is the firm who has to inform
the employer by which date they intend to complete the work.
2. In the opinion of the undersigned, the firm will not be able to complete the
work by 30-04-2021 unless the firm takes effective and earnest measures to
complete the work by the extended completion date i.e. 30-04-2021.
3. In whole site visit, it has been found that there is not an iota of effective and
earnest effort of the firm M/S L&T Construction to complete the work in
agreed extended date. It has been found that various allied works are pending
due to non-availability of material viz. inspection chambers, manholes, HSC
Pipes, DI pipe specials, electro-mechanical items of SPS. This shows clear
negligence and laches on the part of contractor M/S L&T constructions.
4. Itis opined that if any further time extension is allowed or agreed, it must be
at the mutually agreed date and this date must be fully abide by M/S L&T
Construction in full letter and spirit.
Pali site visit report Page 15. The ongoing work of SPS at Sarvodaya Nagar was visited and it has been
found that the progress of the work is quite poor. RCC work was in progress.
Also the boundary wall construction was in progress, wherein it has been
found that the quality of construction was quite poor. Poor quality work of RR
masonry was being done wherein the mortar quality was quite poor and the
joints of the masonry were widely spaced and the stones were loosely placed.
The directions were given to complete the work in qualitative and time bound
manner and all approval and procurement of Electro-mechanical equipment’s
must be ensured at the earliest. It is also pertinent to mention that the
Pumping main from SPS Sarvodaya Nagar to SBI Chourarha, DI K-7 pipe
250mm dia has not been procured yet by the firm M/S L&T constructions for
which displeasure was shown and it shows laches and negligence on the part
of the firm.
6. The finishing work of CRMC/ CCC buildings were in progress and direction
were given to complete these works at the earliest.
7. There have been major gaps, laches and negligence on the part of M/S L&T
Constructions in restoring the road cuts for which there has been many news
in the local newspapers and local administrations and representative has
raised serious concerns as revealed in the discussions with PIU officials.
8. The ongoing road restoration works in Bapu nagar Vistar inspected and found
that the work was not as per specification despite the presence of quality
engineer and site engineer of M/S L&T constructions. Directions were given
to correct the work as per the terms of the contract.
9. The issue of variation of inspection chambers was raised by project manager
of the firm. He stressed that there would be additional requirement of 8000
more inspection chambers from the approved SIP. It was revealed during
discussion that about 52000 thousand water connections are there in the
town, and the same may be construed for house sewer connection. There are
about 8000 house sewer connections in UIDSSMT works for which the works
of HSC was entrusted to Municipal Council Pali who in turn are executing the
work through M/S Tata Construction Company out of which work of 5500
connections have been completed. Therefore, there remains only 44000
connections and there are already 44691 connections in the SIP and the
progress as submitted by PIU is for 42719 connections. Therefore, it is
strange that the project manager is demanding variation of additional 8000
n chambers. The Employer representative, SE and EE PIU must look
into this matter and ensure that the work be got completed in extended
completion date i.e. 30-04-2021. If further requirement is required, the same
shall be fulfilled mostly by IC of smaller size i.e. 300 mm dia and depth
450mm wherever practicable, elsewhere depth of outlet house is more, IC of
Pali site visit report Page 2size dia 450mm and depth 600 mm may be used for ensuring the timely
completion.
10. It has been observed that at various locations levels of manholes/Inspection
chambers are not matching with road levels causing inconvenience to public.
It was, directed to Project Manager L&T to prepare complete list of
manholes/Inspection chambers in excel sheet showing level w.r.to road
level. Project manager assured to submit the list of 10000 manholes survey
report by 08.03.2021 & balance by 12.03.2021. The rectification work shall
be taken up from 05.03.2021 and shall be completed before 20.03.2021
positively.
11. It was deliberated by L&T that quantities of MS specials of 7.80 MT taken in
BOQ has already been exhausted. The quantity considered in approved SIP
is 21.0 MT and further to complete balance work additional 6.0 MT will be
required. After detailed deliberation it was in principally agreed and directed
to start the work.
12. Contractor was directed to ensure proper quality, safety norms &
housekeeping during the execution of works. Any type of slackness regarding
quality & safety will not be tolerated at any level.
13. It has been instructed that there will be zero tolerance against negligence of
safety measures and ensure adequate barricading at all fronts. Also, directed
that all PPE must be followed without fail.
14. It was also informed that the compliance of the instructions issued by
Additional Project Director vide Minutes of meeting —_No.
F3(201)(60)/RUIDP/PMU/Ph-III/MON/13563 dated 22-02-2021 have not
been made for which displeasure was shown and instructed to submit the
compliance report within 2 days. It is also pertinent to mention that the
report of the DMAs are not being properly furnished. Report of only 8 DMAS
have been furnished out of which 6 DMAs report is not acceptable owing to
their higher NRW levels grater than 7. It was directed to ensure compliance
of the guidelines issued from time to time and ensure NRW level within
contractual provisions.
(B) Package - Pali/02 ( M/s Vishnu Prakash R Pungalia Ltd)
1. The rehabilitation work of two OHSRS (Mandli & Batwara), could not be taken
up due to structurally unsafe as reported by MNIT. The matter has already
been forwarded to PMDSC for alternate arrangement in lieu of report from
MNIT. ATL PMDSC was directed to look into the matter and submit the
alternate proposal for the same with technical recommendation.

Pali site visit report Page 3(C) Package 3 - Pali/03 (M/S R & B Infra Projects Pvt. Ltd.)
1. This work has been entrusted to Municipal Council Pali, and the progress of
the work is quite slow for which directions were given to expedite the work
‘on war footing. It was appraised by Shri Sukh Ram Chodhary Executive
Engineer Municipal Council Pali and Shri Yogesh Prajapati Junior Engineer that
3 notices have already been issued to the firm for slow progress. It was
directed to read the contract provisions and initiate action if the contractor
fails to expedite the work within next 7 days. The firm’s representative Mr.
Nadeem Khan gave assurance to expedite the work by executing 100 house
sewer connections per day within a week and afterwards increasing the pace
of the work.
2. A meeting was also held with Municipal Commissioner Municipal Council Pali
at Town Hall to resolve the issue of handing over the 62 KM sewer network
laid under UIDSSMT package (on Risk & Cost by GCKC). The issue of blockage
at some points was raised for which it was agreed that this issue will be
resolved by RUIDP and then Municipal Council Pali will take over the network.
The tender for O&M of is also going to be issued by Municipal Council Pali for
which Executive Engineer RUIDP was instructed to provide desired technical
assistance in the preparation of bid document and tendering. The
Commissioner MC Pali informed that 5500 HSC have been completed by them
for which UC to RUIDP has been sent. He stressed for releasing the second
instalment so as to keep the pace of the work.
