It is often the case that governments like to see increased meat and milk
production from small farmers in order to supply the urban population and to
encourage farmers to pay less attention to security. I have often asked small farmers
“When do you sell your sheep or goats?” The answer is never “When the goat is six
months old” or “When it has reached a certain weight.” The answer is almost
always, “When we need the money.” The animals are in effect the savings bank.
From the point of view of feed efficiency a lot of food is used for maintenance
when the animal is part of the banking system. Small farmers can indeed change
the proportions of products produced but a stable political and economic system is
required in the country so that two things happen : firstly, banking has to be considered
the products in demand in a relatively risk-free fashion. This may need an underpinning
of prices so that the farmers can invest in feed without risking low prices for their
products. Unfortunately this poses problems for countries that are dominated by
the WTO restrictions on subsidies. Imports of subsidised products from other countries
also have to be controlled. What in the West is called “free trade” is seldom free
