Summary Statement:

Under the general supervision of the Los Angeles Coastal Area Supervisor, the incumbent serves as a
journey-level Labor Market Consultant for one or more counties within the geographic area. With few
exceptions, the incumbent independently provides consultative services on using labor market information to
individuals and organizations in their designated service area.
Incumbent analyzes complex and varied statistical data and narrative information, prepares and disseminates
ad-hoc labor market information reports, creates and implements research projects, conforming to the
policies of the State of California, the Employment Development Department (EDD), the Labor Market
Information Division (LMID), and the Local Information Services Group (LISG) while performing these
activities.

Percentage Essential Functions


of Duties
Independently provides technical support and training within their designated service area for
40% EDD and partner staff including educators, employers, local economic developers, and
workforce preparation staff who need assistance on the availability, access, use, and
interpretation of labor market information. Forms partnerships with other EDD staff to provide
integrated services to the Department’s customers to promote economic development and job
growth in their assigned service area. Provides guidance on the use and interpretation of labor
market information to other staff. Acts as part of a team on more complex projects that involve
the incumbent’s assigned primary or other service areas as assigned. Leads project teams that
create custom reports to aid customers in making data-driven decisions, which includes the
use of confidential industry and/or occupational data and conforms to approved formats.
Effectively markets LMID’s cost reimbursable research services. Represents and promotes the
Department and the Labor Market Information Division at conferences and other public
meetings. Conforms to the policies of the State of California, the EDD, the LMID, and the
LISG.

35% Disseminates estimates of current and projected employment, unemployment, and other social
and demographic data for their designated service area. Prepares press releases of current
labor force and industry employment data, written industry narratives (as required), trend
analysis, and other more complex labor market information reports and publications
appropriate to the incumbent’s assignment. Delivers oral and written presentations to high
priority customers to keep them apprised of the economic health of a region or local area.
Analyzes problems, develops appropriate solutions, and recommends effective courses of
action for economic and workforce development partners. Serves as backup or support for
other service areas, as needed.

15% Uses only Division approved personal computer software applications to prepare and format
labor market information needed to create presentation materials and other products used to
disseminate labor market information to the Division’s customers. Mentors staff on the use of
software programs and help staff use and interpret products prepared using those applications
as directed. Keeps Area Supervisor apprised of work activities and schedules. Responsible for
the proper care and maintenance of all State assigned equipment. May act as the area lead in
the supervisor’s absence.

Serves on special projects, as the lead or member of work groups, and on-going work

projects, as approved by Area Supervisor. Maintains familiarity with all economic and
workforce preparation activities within the designated service area, and provides status reports
to the supervisor on significant activities and projects.

Under the direct supervision of the Southern Area Supervisor, the incumbent serves as the Labor Market
Consultant for one or more counties within the assigned geographic area. With regular guidance and
assistance from the Area Supervisor and/or journey-level (RDA ll) consultants, the incumbent performs basic
research data gathering, statistical work and provides routine consultative services related to using labor
market information to individuals and organizations in their designated service area. The incumbent is
assigned duties and responsibilities commensurate with their background and training in addition to detailed
work designed to enhance their knowledge of the practical application of research principles. The incumbent
analyzes routine or regularly scheduled statistical data and narrative information. With assistance, the
incumbent prepares and disseminates other labor market information products and reports, conforming to the
policies of the State of California, the Employment Development Department (EDD), the Labor Market
Information Division (LMID), and the Local Information Services Group (LISG) while performing these
activities.

customers on interpreting and using labor market information. Participates on project teams
that analyze issues and develop findings and recommendations. Serves as backup or support
for other service areas, as needed.

15% Uses only Division approved personal computer software applications to prepare and format
labor market information needed to prepare presentation materials and other products used to
disseminate labor market information to the Division’s customers. Keeps their Area Supervisor
