Resource Materials Using the Most Essential Learning Competencies (MELC)

ii. Rationale

The Department of Education is challenged to continue quality, accessible and


relevant education amidst pandemic. The DepEd strongly believed that education must be
continued through the new normal. One of the challenges met by the department was the
development of the Most Essential Learning Competencies or MELCs.

The Most Essential Learning Competencies or MELCs is part of the Department’s


response to develop resilient education systems, most especially these times that the
country is facing a national emergency. Further, it will enable DepEd to focus instruction
on the most essential and indispensable competencies. MELCs will serve as the new
guide of our teachers to focus given the very challenging learning delivery for this school
year.

Out of the compressed most essential learning competencies, there were competencies
that were ICT-based or those competencies that needs ICT-based teaching and learning
process. But in most learning delivery modalities chosen by each school, delivering these
ICT-based competencies is quite challenging.

This seminar-workshop on ICT-based most essential learning competencies in Junior


high school, senior high school and Grades 4, 5, and 6 in Elementary is very timely as
reflected in the needs assessment result conducted to the teachers.

iii. Program or course description

ICT-based competencies found in the MELCs are considered to be challenging since


not all schools and learners have full access to ICT equipment and not all teachers are expert
in delivering ICT-based lessons. Thus, this seminar-workshop aims to help schools and
teachers ease the struggles they are facing in delivering ICT-based competencies in this new
normal.

The seminar-workshop considers the need of teachers for ICT, Media Arts and Video
Production skill development, thus enhancing their capabilities in the use of ICT integration
in designing and making learning resources.

indicator/s)

This training covers Strand 4.5 on Teaching and Learning Resources in the Philippine
Professional Standards for Teachers which includes ICT.

There will be 44 targeted participants representing a group of video lesson developer in


TLE/TVL learning areas. These participants are classified as beginners in the video lesson production.

This is a Formal Learning, the modality used in this activity is through lecture
presentation and workshop which will be done virtually. Participants will be given
opportunities to raise questions to clear their doubts.

x. Delivery Platform (Online)

The training-workshop will be using the virtual learning delivery modality on the
first, second and third day.

The online platform that will be used for the virtual seminar-workshop will be Google
meet. Applications like Mentameter and Jamboard will be used for the facilitation of the
activity. Participants will be asked to use their DepEd email accounts.

The training will be scheduled on May 26, 27 and 28 , 2021 through virtual platform.

At the end of the training-workshop, the participants will able to develop learning
resources materials through audio visual using the Most Essential Learning Competencies in
the delivery of Modular Distance Learning.

3. Demonstrate positive attitude in enhancing the skills of the participants while creating

iv. Assessment Plan

A Pre-Test will be administered online upon registration. During the sessions,


participants are required to submit outputs which will be used to determine whether the
objectives are met. At the end of the training, an online posttest shall be administered as well
the end program evaluation.

iii. Funding Source


Funds to be used for the training-workshop will be taken from the Division In-
Service Training Funds in the amount of Php 34, 370.00 subject to the usual accounting and
auditing rules and regulations.
For internet connectivity expense of the participants, a Load Card will be given
directly to the participants subject to the usual accounting and auditing rules and regulations.
iv. Monitoring and Evaluation
The conduct of the training will be monitored by the QATAME Team of the Division
through the Process Observers. Evaluation of the daily activities and the whole program
activity will be conducted by the participants through online evaluation manned by the
QATAME Team.

The topics shall involve the integration of a gender perspective into implementation of
program to promote gender equality taking into account both men and women’s interest and
concerns.

With the implementation of No face to face conference, meetings, seminars and


trainings in the Bayugan City Division, this training will be facilitated virtually.
