ITEM 1/2 Welcome and Apologies


Noted (i) Apologies noted as above.

ITEM 3 Minutes of last meeting 12th November 2020


Agreed (i) The minutes were proposed (SM) and seconded (MC) as
an accurate reflection of the meeting.

ITEM 4 Matters Arising and Actions


Noted (i) That the missing bus stop is still outstanding.
Action (i) JL-D to progress this with Midlothian Council. JL-D
Noted (ii) That the thank you letter to Kirstie Malley is still
outstanding and that the Chair has nominated KM to
receive a Christmas hamper as part of the Co-op
community initiative.
Action (ii) DE to draft letter to KM to be sent from Chair. DE/Chair

ITEM 5 POLICE REPORT

Received (i) Report previously circulated.
Noted (i) That youth disorder and anti-social behavior has been
raised to the Police by DA and that Police Scotland
advised that Officers may be located elsewhere if
needed.
Action (i) DA to ask DM to clarify Police/CAT deployment in the DA
area.
Noted (ii) That the “Rail to Refuge Scotland” and the “Ask for
Angela” initiatives will continue to run over the festive
period.

ITEM 6 REPORT FROM MIDLOTHIAN COUNCILLORS


Received (i) Verbal update from JL-D noting the roll out and
proposed timetable of the Covid-19 vaccinations in
Midlothian.
Noted that boundary changes will be discussed with
Midlothian Council.
Noted that the Lasswade High School bike project had
received additional funding.
Noted that Lasswade High School was holding an online
Christmas Fayre.
Noted that funding bid had been submitted for
additional signage for the Railway Walk.
Action (i) That any change in the vaccine programme will be JL-D
reported to the Community Council.
Received (ii) Verbal update from DA noting that recent media
attention regarding Midlothian Council investing in
Croydon Council and that monies invested is not at risk,
with any concerns to be addressed to the Chief
Executive.
Noted that no SQA Higher exams have been cancelled
for 2021 and that there will be no change to the
proposed Christmas school holidays this year.
Noted that Brexit planning is ongoing.
Discussion around the siting of grit bins.
Discussion around speed limits reduced in towns and
villages and previous funding bid to close Roslin Glen

road to traffic.
Action (ii) DE to look at siting of grit bins and request additional if DE
required.
Action (iii) Councillors to provide Roslin Glen road update. Councillors

ITEM 7 MIDLOTHIAN FEDERATION OF COMMUNITY COUNCIL


UPDATE
Received (i) Report previously circulated.
Action (i) JL-D and DA to confirm how monies received for Covid- JL-D/DA
19 were spent by the various trusts and community
groups.

ITEM 8 MIDLOTHIAN TRAFFIC, ROADS AND PATHS [MTRAP]


UPDATE
Received (i) Report circulated and discussed, noting the core paths
consultation is still open.
Discussio (i) Around the roadworks capital expenditure programme
n and what improvements need to be prioritised.
Action (i) To add this point to the agenda for next meeting. DE
Discussio (ii) Around the siting of traffic lights/roundabout and
n implications on traffic flow especially in Lasswade and
Hillhead.
Action (ii) JL-D to update on Sheriffhall works at next meeting. JL-D

ITEM 9 UPDATE ON PROPOSAL TO MERGE WITH POLTONHALL


AND HOPEFIELD COMMUNITY COUNCIL
Received (i) Report previously circulated.
Noted that there was unanimous support for the
merger at the last PHCC meeting however the meeting
was not quorate, hopeful to have full support at January
2021 meeting after which the statutory 90-day
consultation can begin.
Action (i) JA to circulate PHCC documents for feedback. JA

ITEM 10 RESILIENCE PLANNING UPDATE


Noted (i) On hold at the moment until proposed merger is

completed but noted there is a pool of 17/18
community volunteers if needed this winter.

ITEM 11 RESIDENTS FORUM REPORT


Received (i) Verbal update from DN noting good community
engagement with the Forum comprising 15,000
members and strong admin support working behind the
scenes.
Action (i) To send flowers as discussed to Marie Knowles, former DE
Secretary of Bonnyrigg and Lasswade Community
Council.
Action (ii) To thank the admin team for their work. DN

ITEM 12 FINANCIAL REPORT


Noted (i) That there is £3839.68 in the ban
k.
Noted (ii) That there was fraudulent activity on the account which
has now been resolved with majority of monies
refunded.

ITEM 13 SECRETARY’S REPORT


Received (i) Report previously circulated.

ITEM 14 AOCB
Noted (i) That the Duck Race 2021 information is now on the Co-
op noticeboard in support of Children First and Cockpen
Church.
Action (i) To advertise the Duck Race on the Residents Forum. BM

ITEM 15 PLANNING
Received (i) Verbal update from MC.
Discussio (i) Around Hopefield expansion and increase in housing
n numbers.

Noted (i) Chair thanked all for their contribution and work this
