Resolution No. 02

RESOLUTION REVITALIZING THE BRGY. ANTI-DRUG ABUSE COUNCIL (BADAC) OF


BARANGAY CATUMSAN, ARTECHE, EASTERN SAMAR.

WHEREAS, Section 16 of Republic Act. No. 7160 otherwise known as the Local
Government Unit shall pursue undertaking to improve public morals and maintain peace and
among other equality significant concern;

WHEREAS, there is now alarming and ever-increasing number of drug dependents


among our constituents and rampant cases of drug abuse among youth;

WHEREAS, the use of illegal drugs by misguided citizens has significantly contributed to
the commission of various crimes in the municipality; and

WHEREAS, Memorandum No. 2001-90 of the Department of Interior and Local


Government (DILG) direct the creation or reorganization, as the case maybe of the Barangay
Anti-Drug Abuse Council;

NOW THEREFORE, on motion of HON. GILBERT P. BEATO, Chairman Committee on


Peace and Order duly Seconded by the honorable body, it was

RESOLVED AS IT IS HEREBY RESOLVED, to reorganize the Barangay Anti-Drug Abuse


Council to be composed of the following.

RESOLVED FURTHER, that the BADAC shall have the following roles, function and
responsibilities;

a. Conduct regular meeting at least once a month and a call for special meeting
whenever is necessary;
b. Plan, strategize, implement and evaluate programs on drug abuse prevention in the
barangay;
c. Organize the BADAC Auxiliary Team to compose of ideal number of Twenty Five (25)
members per Two Thousand (2,000) populations of the Barangay representing
streets, puroks, subdivisions or sitios;
d. Orient the BADAC Auxiliary Team of their of their roles and functions and
formulation plan of Action to Address the problems;
e. Equip Barangay Tanods and BADAC Auxiliary Team on their roles and functions in
campaign against street level illegal drug trade through seminars or trainings;
f. Coordinate and collaborate with the institution implementing program and projects
on drug abuse at the barangay level;
g. Continuously gather and update data all drug related incident and its effect on the
peace and order situation in the barangay including listing of drug users and
pushers;
h. Submit monthly report to the Municipal Anti-Drug Abuse Council (MADAC) copy
furnish the DILG Municipal Field Office;
i. Refers suspected drug users to MADAC and other institution for corresponding
counseling and /or rehabilitation;
j. Conduct information, Education Campaign on illegal drug demand reduction;
k. Monitor disposition and progress of drug related cases filed; and
l. Perform other related functions
RESOLVED FURTHER, that the committee on Operations shall save the following roles
and responsibilities;

a. Prepare and maintain a confidential list of suspected users, pushers, financiers/ or


protectors of illegal drug trade found in the LGU’s are Jurisdiction to be submitted to
the municipal Anti-Drug Abuse Council copy furnish the PNP-Anti Illegal Drugs
Special Operations task Force (AIDSOFT); and
b. Establish rehabilitation/referral desk and process application for rehabilitation of
Drug dependents.

PRE-OPERATIONS:

a. Identification of Drug affected house cluster, work places, streets puroks and
sitios where manufacture, delivery, sale or use of illegal are being conducted and
to report the same immediately to the PNP or Philippine Drug Enforcement
Agency (PDEA).
b. Conduct administrative searches of suspected drug dens/laboratories
c. Conduct briefings, meeting prior to the launching of operation to ensure positive
result and safety to operating teams and community.

DURING OPERATIONS

a. Ensure safety of the community and regularity of the operations.


b. Any elected barangay officials present during the operation to witness the
inventory of Seized drugs/paraphernalia.
c. Extend such other necessary assistance to the PDEA and PNP authorities in its
operations against illegal drugs including but not limited to the preservation of
evidence and protection of witness and suspect against unlawful acts.

POST OPERATION:

a. The elected Barangay Officials present during the operations shall execute an
affidavit and act as witness in court in the prosecution of drug cases.
b. Submit reports of drug-clearing operations conducted, if any to the Municipal
Anti-Drug Abuse Council copy furnish the DILG Municipal field office.

RESOLVED FUTHER, that the committee on advocacy shall have the following roles and
responsibilities;

a. Coordinate and collaborate with other institution in the barangay, if any, in


implementing programs and project on anti-illegal drug abuse;
b. Conduct consultative meetings with the organization in the barangay such as the
Parents Teachers Community Association (PTCA) and other organization existing
in the community to get their commitment to assist in the curbing the drug
menace in the community;
c. Strengthen the family by promoting values, parental care and guidance that will
prevent children from attempting to and/or of prohibited drugs;
d. Strengthen the linkage of Barangay officials with the community on the danger
of illegal drugs campaign;
e. Conduct necessary seminars for the community on the danger of illegal drugs in
coordination with the PNP;
f. Empower the community in reporting drug related cases through an
award/commendation system;
g. Identify and implement sustainable livelihood project as a reintegration program
to former drug pusher and drug addicts.
RESOLVED FINALLY, those copies of this resolution is forwarded to all concerned
officials and offices of the government for their information.
