COMMITTEE ON ADVOCACY

All Present:
WHEREAS, Section 16 of Republic Act. No. 7160 otherwise known as the Local
Government Unit shall pursue undertaking to improve public morals and maintain peace and
among other equality significant concern;
WHEREAS, the use of illegal drugs by misguided citizens has significantly contributed to
the commission of various crimes in the municipality; and
RESOLVED FURTHER, that the BADAC shall have the following roles, function and
responsibilities;
a. Conduct regular meeting at least once a month and a call for special meeting
whenever is necessary;
b. Plan, strategize, implement and evaluate programs on drug abuse prevention in the
barangay;
c. Organize the BADAC Auxiliary Team to compose of ideal number of Twenty Five (25)
members per Two Thousand (2,000) populations of the Barangay representing
streets, puroks, subdivisions or sitios;
d. Orient the BADAC Auxiliary Team of their of their roles and functions and
formulation plan of Action to Address the problems;
e. Equip Barangay Tanods and BADAC Auxiliary Team on their roles and functions in
campaign against street level illegal drug trade through seminars or trainings;
f. Coordinate and collaborate with the institution implementing program and projects
on drug abuse at the barangay level;
g. Continuously gather and update data all drug related incident and its effect on the
peace and order situation in the barangay including listing of drug users and
pushers;
h. Submit monthly report to the Municipal Anti-Drug Abuse Council (MADAC) copy
furnish the DILG Municipal Field Office;
i. Refers suspected drug users to MADAC and other institution for corresponding
counseling and /or rehabilitation;
j. Conduct information, Education Campaign on illegal drug demand reduction;
k. Monitor disposition and progress of drug related cases filed; and
l. Perform other related functions
RESOLVED FURTHER, that the committee on Operations shall save the following roles
and responsibilities;
PRE-OPERATIONS:
a. Identification of Drug affected house cluster, work places, streets puroks and
sitios where manufacture, delivery, sale or use of illegal are being conducted and
to report the same immediately to the PNP or Philippine Drug Enforcement
Agency (PDEA).
b. Conduct administrative searches of suspected drug dens/laboratories
c. Conduct briefings, meeting prior to the launching of operation to ensure positive
result and safety to operating teams and community.
DURING OPERATIONS
POST OPERATION:
a. The elected Barangay Officials present during the operations shall execute an
affidavit and act as witness in court in the prosecution of drug cases.
b. Submit reports of drug-clearing operations conducted, if any to the Municipal
Anti-Drug Abuse Council copy furnish the DILG Municipal field office.
RESOLVED FUTHER, that the committee on advocacy shall have the following roles and
responsibilities;
