The trainee shall not independently conduct, interpret, evaluate, or report the results of any NDT. These individuals shall be designated as NOT trainees. The time spent as trainee shall be in accordance with the experience requirements of Table ‘Land documented in OJT document. If an individual shows evidence of experience to the satisfaction of NDT Specialist or General Manager of TURSAN in the NDT level mentioned and requirements of Paragraph 5.1.1 may be skipped under the full responsibility of NDT Specialist or General Manager of TURSAN. The Level |! shall be thoroughly familiar with scope and limitations of the methods for which the individual is qualified and shall exercise assigned responsibility for on-the job training and guidance of trainees and Level | personnel. The Level II shall be able to organize and report the results of nondestructive tests. 4.4 — NDT Level ll In addition to the Level | and I requirements, level Ill individual shall have sufficient technical Knowledge and skills to be capable of developing, qualifying, and approving procedures, establishing and approving techniques, interpreting codes, standards, specifications and procedures; and designating the particular NOT methods, techniques, and procedures to be used in accordance with ASME Section V, and referencing codes, standards and specifications. NDT level Ill shall be responsible for the NOT operation for which qualified and assigned and shall be Capable of interpreting and evaluating results in terms of existing codes, standards, and specifications. The NOT level Il shall have sufficient practical background in applicable materials, fabrications, and Product technology to establish techniques and to assist in establishing acceptance criteria when none otherwise are available. NDT Level ill shall have general familiarity with other appropriate NDT methods as demonstrated by an ASNT Level ill Basic examination. ‘The NOT level Il, in which methods in which certified, shall have sufficient technical knowledge and skills to be capable of training and examining level | & Il personnel for certification in those methods. 5.0 Written Practice TURSAN acting as a certifying activity for his personnel, either directly or through an Outside Agency established a written system for control and management of training, examination and certification of these personnel in accordance with the requirements in this written practice. Education, training and examination programs, and other personnel qualification and certification documents shall be kept complete and properly complied by the certifying activity NDT Specialist shall appoint NDT Level i personnel after reviewing of the qualification of NDT Level II 28 Per paragraphs 6.0 and 7.0. Yayin Tarihi | 10.06.2017 Revizyon No | 00 WRITTEN PRACTICE Revizyon = Tarihi 6.0 EDUCATION, TRAINING & EXPERIENCE REQUIREMENTS FOR INITIAL QUALIFICATION 6.1 Candidates for certification in NDT shall have sufficient education, training and experience to assure understanding the testing methods and principles in which they are being considered for certification. Documentation of prior certification may be used by TURSAN as evidence of qualification for comparable levels of certifications provided it has been verified by an NDT Level Il Before the training and/or examination of certification, the NDT Level lll shall review NDT background Of the personnel (CV, NDT Documented on the Job Training, NDT Personal Work History Sheet, NDT Personnel Training and Experience Record, etc.) 6.2 Documented training and/or experience gained in positions and activities comparable to those of Level 1, Level Il and Level Ill prior to establishment of this Written Practice may be considered in satisfying the criteria of para. 6.3. 6.3 To be considered for certification, a candidate shall satisfy one of the following criteria for the applicable NDT level. Training shall be listed in hours and experience shall be recorded in hrs. Hours shall not be credited for self-study scenario, 6.3.1 NDT Levels | and Il Table 1.1 lists initial training and experience hours, which may be considered for specific limited applications. The scope of the training is given in Table 1.2 and 1.3. Limited certifications shall apply to individuals who do not meet the full training and experience of Table 1. A limited certification issued in any method shall be approved by the NDT Level Ill and documented in the certification records. Personnel who have received NDT training and/or certification from employers other than TURSAN shall provide documented evidence whenever possible. Previous training/certification information shall be appended to reference on the NDT Personnel Training & Experience Record. In this case NDT Level | and NDT Level il may be re-certfied to his/her former level based on examination as described in paragraph 7.0, provided that he/she meets all requirements of this procedure. ‘The training program shall include knowing the basic principles, equipment, materials, specification: and standards, operating procedures and testing techniques, which the operators will find in Performing their specific jobs. Training outline that is given in Annex 7 and in ANSI/ASNT CP-105 for each method shall be used as appropriate. Level ill may delete or expand the topics in the training outline in order to meet the TURSAN’s specific applications or for a limited certification and may be accompanied by a corresponding change in training hours. IF TURSAN purchase outside agency services, TURSAN’s NOT Specialist shall review the qualification of the Outside Agencies and he is responsible for ensuring that the training services meet the requirements of this written practice. The Organized training may include instructor-led training, personalized instruction, virtual instructor-led training, computer-based training, or web-based training. Computer-based training and web-based training shall track hours and content of training with student examinations in accordance with 7.0. The sufficiently organized training shall be such as to ensure the student is thoroughly familiar with the principles and practices of the specified NOT method related to the level of certification desired, and applicable to the processes to be used and the products to be tested. All training programs shall be approved by the NDT Level Il. 7.2 The training program shall include the examinations in para, 8 to ensure understanding of the necessary information. 7.3 Nondestructive Testing Techniques Training Course Outline — Level | and Il are given in Annex. 7.4 TURSAN who purchases outside training services is responsible for assuring that such services meet the requirement of this Written Practice. 8.0 EXAMINATION 8.1 Administration and Grading 8.1.1 All qualification examination questions shall be approved by NDT Level Ill responsible for the applicable method. 8.1.2 An NDT level Ill shall be responsible for administration and grading of all three parts of the examinations specified in para 8.3 through 8.8. The administration and grading of examinations may be delegated to a qualified representative of NDT level lil and so recorded. 8.1.2.1 To be designated as a qualified representative of the NDT Level Il for the administration and grading of the NDT Level | and Level I! personnel qualification examinations, the designee shall have documented, appropriate instruction by the NDT Level ll in the proper administration and grading of qualification examinations prior to conducting and grading independent qualification examinations for NDT personnel. Addionally, practical exam shall be administered bya person certified in the applicable NDT methods as NDT Level il or NDT Level Ill. For Level Ill personnel, the composite grade shall be determined by simple averaging of the results of the basic, method, and specific examinations described in 7.1.5. 8.1.5 Examinations administered for qualification shall result in a passing composite grade of at least 80 percent, with no individual examination having a passing grade less than 70 percent. The practical examination shall have a passing grade of at least 80 percent. 8.1.6 When an examination is administered and graded for the TURSAN by an outside agency and the Outside agency issued grades of pass or fail only, on a certified report, then TURSAN accepts the pass grade as 80 percent for that particular examination, 8.1.7 If TURSAN purchase outside agency services, TURSAN's NDT Specialist shall review the Gualification of the Outside Agencies and he is responsible for ensuring that the examination services meet the requirements of this written practice. 8.1.8 In no case shall an examination be administrated by one’s self or by a subordinate. 8.2 Vision Examinations Level Ill or NDT Specialist shall be responsible for physical examination of the NOT Level | and Il. An independent oculist shall be responsible for physical examination of the NDT Level Ill. Examination results shall be recorded on a report form or TURSAN’s form (see Annex 2) and kept on file for the period of certification, 8.2.1 Near-Vision-Acuity. Each individual certified shall be examined to assure natural or corrected near distance visual acuity in at least one eye. For near vision, individual shall read the Jaeger Number 2 letters on a Standard Jaeger test chart at a distance of not less than 12 inches (30.Scm) with one or both eyes simultaneously, uncorrected or corrected. Visual acuity exam is required during initial certification and then on an annual basis. 8.2.2 For color vision, candidate shall be capable of distinguishing and differentiating contrast between Colors and shade of gray. At least ten (10) different check-points requiring an understanding of test variables and the TURSAN’s procedural requirements shall be included in this practical examination, The candidate shall detect at least 80% of the discontinuities and conditions specified by NDT Level Il 8.5.5 NDT Level Il Practical Examination Proficiency shall be demonstrated in selecting and performing the applicable NDT technique within the method and interpreting and evaluating the results on one or more specimens or machine problems approved by the NDT Level Il. At least ten (10) different checkpoints requiring an understanding of NDT variables and the TURSAN's procedural requirements shall be included in this practical examination. Yayin Tarihi | 10.06.201: : Revizyon No [00 WRITTEN PRACTICE Revizyon Tarihi , ~ Twenty (20) questions relating to applicable materials, fabrication and product technology. ~ Twenty (20) questions that are similar to published NDT Level II questions for other appropriate NDT methods. 8.6.2 Method Exam (for each methods) ~ Thirty (30) questions relating to fundamentals and principles that are similar to published ASNT NDT Level Ill questions for each method. ~ Fifteen (15) questions relating to application and establishment of techniques and procedures that are similar to the published ASNT Level Ill questions for each method ~ Twenty (20) questions relating to capability for interpreting codes, standards, and specifications relating to the method. 8.6.3 Specific Exam - Twenty (20) questions relating to specifications, equipment, techniques and procedures applicable to TURSAN’s product(s) and methods employed and to the administration of this Written Practice. ~ _ Avalid endorsement on an ASNT NDT Level lil certificate Candidate fulfills the examination criteria described in paragraph 7.6.1 and 7.6.2 for each applicable NDT method. - _TURSAN accepts the passing grades of candidate who is originally certified by ASNT NDT Level I! certificate as 80 percent. 8.7 Re-examination Personnel examined and considered to be not qualified shall wait at least 30 days or receive suitable additional training as determined by NOT level Iil before reexamination. The reexamination shall not Utilize the same questions or specimens that were used in the initial examination. 9. CERTIFICATION 9.1 NDT Specialist shall be responsible of the certification activity of NDT personnel and shall sign the Certificates in accordance with this written procedure. If NDT Specialist attends a certification program, his/her certificate is signed by General Manager. 9.2 An outside agency may be engaged to provide NDT Level lll services. In this case, the responsibility of certification shall be retained by TURSAN. 8.3 TURSAN shall maintain certification records for all qualified personnel as long as the certiica in effect. Records shall be kept minimum 5 years and made available upon request. Technical Performance Evaluation NDT personnel may be re-examined any time at the discretion of TURSAN and have their certification extended or revoked The technical performance of Level | and I! personnel shall be evaluated once per year and documented by an NDT Level lll. The evaluation and documentation shall follow the format and guidelines described in Section 8.5. 11. Re-certification 11.1 Level | & II NDT personnel shall be re-certified by reexamination in those portions of the examinations in paragraph 7 deemed necessary by the NDT Level Ill at intervals not to exceed three (3) years for NDT Level | and Level I! and five (5) years for NDT Level lll. Certifications expire 3 or 5 years from the date of the first examination taken during initial or recertification activities for each method. 11.2 When new techniques are added to this Written Practice, NDT Level Ill shall receive applicable training, take applicable examinations and obtain the necessary experience, such that the NDT Level lll meets the requirements of the new techniques in Table 1, prior to their next recertification date, in the applicable method. 12.0 Interrupted Service, Termination and Reinstatement Certification shall be suspended when the certified person has not been performing jobs under certification at least six (6) consecutive months (interrupted service), or when his performance is found to be unsatisfactory. Certification shall be reinstated based on the examination as described in paragraph 7.0. Certifications established by TURSAN will be in effect exclusively within the company. Certification shall be deemed revoked when employment is terminated.
