The Head of the Procuring Entity (HoPE) of the school, that is, the School Head shall designate at least five (5) but not more than seven (7) members of the Bids and Awards Committee (BAC) of unquestionable integrity and procurement proficiency’ in the school. 2. The school level BAC shall be composed of the following: Regular Members a. Chairperson, who is at least a third (3rd) ranking permanent official of the Procuring Entity; b. An officer, who is at least a fifth (Sth) ranking permanent official, or if not available, an officer of the next lower rank with knowledge, experience and/or expertise in procurement who, to the extent possible, represents the legal or administrative area of the Procuring Entity; c. An officer, who is at least a fifth (Sth) ranking permanent official, or if not available, an officer of the next lower rank with knowledge, experience and/or expertise in procurement who, to the extent possible, represents the finance area of the Procuring Entity2. Provisional Members d. A representative from the end-user or implementing unit who has knowledge of procurement laws and procedures. When procurement tasks are outsourced to another GoP agency as a procurement agent pursuant to Section 7.3.3, a representative from the Procuring Entity may be designated as a provisional member to the BAC. For this purpose, the procuring entity shall recommend the provisional member to be designated. 3. There shall be a School Inspectorate Team which shall be in-charge of the inspection procedure upon delivery and before acceptance of all types of goods’. 4. The School Head shall designate the members of the School Inspectorate Team taking into consideration of the background, experience, expertise and commitment of the officer in connection with project management and inspection of goods. 5. The School Inspectorate Team shall be composed of a Team Leader, Regular Members and a Provisional Member particularly described as follows: a, The Team Leader must be a 24 ranking permanent official in the school. b. The following school personnel shall be the Regular Members of the School Inspectorate Team: i, At least one Officer or Teacher who has adequate knowledge and technical skill relative to the goods procured; ii, School Property Custodian or Supply Officer; and ili, School Accountant or Bookkeeper. c. The Provisional Member may be a representative from the PTA, a Barangay official, or any other third-party monitor to be determined by the School Head. 6. Previous issuances from this office designating members of the BAC and the Inspectorate Team in schools are hereby rescinded. 7. For guidance and compliance. se DEE D.
