INTRODUCTION

Rancangan Pemajuan sepertimana yang telah diperuntukkan didalam Akta Perancangan


Bandar dan Desa, 1976, ( Akta 172 ), perlu mengandungi dasar-dasar dan cadangan-
cadangan bagi memenuhi keperluan ekonomi dan social penduduk melalui pembentukan
struktur fizikal yang selesa. Rancangan Pemajuan juga merupakan sebahagian daripada
sistem hierarki pelan pembangunan dalam Negara yang mengandungi 4 peringkat iaitu:

 Rancangan fizikal Negara

 Rancangan struktur

 Rancangan tempatan

 Rancangan kawasan khas

diikuti di peringkat Negeri oleh RSN. Manakala Rancangan Tempatan kedudukannya di


peringkat tempatan diikuti Rancangan Kawasan Khas di tahap paling bawah.Akta
Perancangan Bandar dan Desa 1976 ( Akta 172 ) memperuntukkan bahawa PBPT perlu
menyediakan Rancangan Tempatan manakala Rancangan Struktur perlu disediakan oleh
Pengarah Jabatan Perancangan Bandar dan Desa Negeri.

Subsyeksyen 2(1) memperuntukkan bahawa ” rancangan pemajuan ” , berhubung dengan


sesuatu kawasan, ertinya:

kta 172 memperkenalkan rangkaian dan hirarki pelan pembangunan fizikal yang berteraskan
kepada konsep perancangan yang bersepadu. Di peringkat nasional, RFN diwujudkan dan
 jika tiada rancangan tempatan bagi kawasan itu, maka rancangan struktur bagi
kawasan itu adalah mewakili rancangan pemajuan tersebut.

Planning process can be defined as a process for accomplishing purposes. Process is a


series of actions, changes, or functions bringing about a result. So, planning process can
be described as a series of actions for accomplishing the purposes in term of
development. Planning process can be called as a cyclic process because this process is
continuous without ending. It process will end when real result can be define for the
development. There are 10 steps that need to follow on planning process.

Chart 1: the steps of planning process

 The purpose of planning process is help to clarify, focus and research on project’s
development and prospects. It also provides a considered and logical framework
within which can be develop and pursue on strategies over the next three to five
years. Other than that, planning process offers a benchmark against which actual
performance can be measured and reviewed.

Development Plan as provided in the Town and Country Planning Act, 1976, (Act 172),
should include policies and proposals for economic and social needs of residents through the
formation of a complete physical structure. Development Plan is part of the hierarchical
system in the State development plan which consists of 4 levels:

Act 172 to introduce the network and hierarchy of physical development plans based on the
concept of integrated planning. At the national level, NPP in place and followed at the State
level by the RSN. While the Local Plan position at the local level followed by a Special Area
Plan in the most bawah.Akta Town and Country Planning Act 1976 (Act 172) provides that
PBPT should provide the Local Plan and the Structure Plan should be prepared by the
Director of the Department of Town and Country Planning.
Subsyeksyen 2 (1) provides that "development plan", in relation to an area, means:
• Local area plan for That
• if no local plan for the area, so plan for that area represents the development plan.
