DEVELOPMENT TRAINING PROGRAM FOR PERSONS DEPRIVED OF LIBERTY:

RUG MAKING FOR BETTER LIVING

RATIONALE AND PURPOSE OF THE TRAINING PROGRAM


Skills trainings provide the PDLs opportunities for doing their chosen livelihood projects to
earn for themselves and their families by providing skills and livelihood trainings for the PDLs.
Trainings are offered regularly to help our PDLs especially the new ones in venturing to
livelihood projects for their benefit.
The rehabilitation program is crucial to conquering the challenges inside the prison. It helps
them fight boredom and most especially develops and improves their skills. In the faith based
rehabilitation program, various methods are used to reform the inmates. The purpose of the
inmate work programs is to keep the inmates busy, and to provide the money for their expenses
and their families as well as help them acquire livelihood skills; in order that they become
productive and responsible citizens once they are assimilated back into the mainstream of
society.
Creating a rug training program provides positive outlook of inmates which decreases
depression and encourages positive emotions. Furthermore, inmates’ initiative and participation
to this confirms that they value their family above all. Their willingness to fulfill their
shortcoming and to catch up for the lost time through rug training activity will aim to change to
become a better and responsible person.
Aside from those rug making is one alternative ways to foster excellency in art and techniques
on styling. It also improved the focus sharpen the concentration and releases all the tension while
they are enjoying and loving the rug making where they can effectively improve themselves as
emotionally indomitable individuals.

HISTORY OF CARPET AND RUGS


The carpet is the one of finest and most exquisite form of expression and has more than 2,500
years old history. The Iranians were amongst the first carpet weaver of the ancient civilizations
and, through centuries of creativity and ingenuity building upon the talents of the past, achieved
a unique degree of excellence. The carpet industry plays a vital role in the economy of Pakistan.
It is not only a major earner of foreign exchange for the economy as a whole but it also
contributes to the relief of poverty in rural areas. It is basically a cottage industry spread all over
Pakistan, especially in remote rural areas. It is a major source of income for families who have
few other sources of livelihood, apart from marginal agriculture. Families can easily enter carpet-
making as an occupation as it requires few infrastructural facilities. Unlike other industries it
does not require electricity, water, etc. Historians believe that carpet making was introduced to
the region now constituting Pakistan as far back as the 11 th century with the coming of the first
Muslim conquerors the Ghaznavids and the Ghauris. During the Mughal period the carpets made
in the Indo-Pak Sub-Continent became so famous that there was mounting demand for them
abroad. These carpets have distinctive designs and boasted a rich knotting density. The tradition
has remained strong over the last 400 years, although it has had ups and down during this period.
After the partition of the Sub-Continent in 1947 to establish the new Muslim State of Pakistan,
most of the Muslims migrated to Pakistan, settled down either in Lahore or in Karachi. It is these
people who formed the backbone of the carpet industry in Pakistan. The rugs are individually
made from a process of knotting with a unique pattern rather than mass-produced. In the world
market such rugs are best known as ‘Persian’ rugs and Turkish rugs although Iran and Turkey are
not the sole supplier. According to the Pakistan Carpet Manufacturers and Exporters Association
(PCMEA, 2003) there are 150000-200000 looms in the country. The number of weavers is
estimated around 200000-250000. Carpet making takes place in all the four provinces of
Pakistan.

BENEFITS OF THE TRAINING PROGRAM


To outline the benefits of Rug Making Training Program it is clearly evident that it helps the
following individuals for the following reasons:
PDL (PERSONS DEPRIVED OF LIBERTY)- Rug making is one activity that would
financially, socially, emotionally and physically trained them. On the emotional aspect, rug
making is one recreational activity that elevates the emotional stability of the inmates as they are
feeling the homesickness, depression anxiety and tensions. Physically, since it would also help
them become healthy as their body are moving and will measure their capacity to overcome
fatigue. Socially, for this activity would also help them build a strong relationship with other
inmates and improved their interpersonal skills. Lastly, in financial aspect since this activity will
help them find an alternative job even if they are on the cell.

WARDEN- This activity will foster a good rapport between the inmates and warden. This would
also help the warden function actively to look on the inmates and monitor their tasks. This would
also help him become more active in terms of assisting the inmates with their needs and help
them carry out the tasks and responsibilities assigned to them. This would gave him a profound
development in both professional and personal competence as he goes thoroughly with his
obligations inside the prison.

CUSTOMERS- The product that would be created will help the consumers as they are the direct
receiver of the said products. Rugs are very useful not oy for the home but even in the
workplace. Furthermore, customers will have an alternative with a much cheaper and affordable
price but with great quality rugs which they can utilized effectively in anywhere they wanted it to
be.

MARKET INDUSTRY- Promoting designs created by a creative inmate will help the market
industry and other small business venture to create products with the same quality and put up
business. Practically small time vendors will gain more insights on rug business and how it will
help them to gain income especially today as pandemic arises.

OUTLINE OF THE TRAINING PROGRAM


Rug making training program will start every Monday-Wednesday-Friday at exactly 9:00AM
to 2:00PM. Orientation on the process and proper techniques shall be instructed by a TESDA or
any other Product Expert on rug making as a form of training and workshop on the first day
allowing inmate participants to experience rug making and eventually learn the process and
produce a best result and a product. To ensure that they will remember the process and steps they
would be given sufficient time to master the strategies and techniques in dealing with rug making
and somehow design it on their own so that in the latter portion they would be able to apply their
skills learned. After the training program, they would immediately start creating the rugs and the
concerned jail officials will be in charge to sell the products to the market and gave the
incentives to the inmates as their fruit of labor and just compensation.

EVALUATION PLAN
To evaluate the overall implementation. There will be a journal that would be created and
assigned to the PDL. To monitor their self assessment and to identify whether the objectives of
the training program is attained or not. The purpose of this self- evaluation is to identify how
effective the program was and whether it produce the desired result. Somehow, if there will be
instances that the program is less effective, refinement and continuous training will be given
until the inmates will fully realized the goal of the training plan.

COST OF THE TRAINING PROGRAM


To ascertain the overall budget for this training program, the following are categorized
expenses that will be fully utilized during the conduct of the training workshop for rug making
activity.

Economic Trends:
Economic crisis hit badly on carpet industry especially raw material to manufacture of carpets.
One of the most important problems in the growth of carpet industry is higher energy prices.

Forecast:
In the nutshell we can say that there is potential for higher growth of the industry and it can
become a source of export earnings. The rapidly changing global economic environment and in
the face of increasing cost of doing business there is a need to strengthen the competitiveness of
the carpet industry in the cell.
