E) is toady the third largest city in Gujarat after ‘Amdavad and Surat, It is the administrative headquarter of a district of Vadodara. In 1734 CE, it became the capital of the Princely state of Baroda founded by pilaji Rao Gaekwad in 1721 and remained the seat of Gaekwad power until 1949. Vadodara is situated on the banks of the river Vishwamitri, originating from the pavagadh hills about Sokms North East of the City. History describes that around the beginning of the Christian era, a small township seems to have developed on the banks of the river Vishwamitri It was called “Annakotaka” — presently-Akota, Itis said that a severe flood in 600 AD forced the inhabitants to abandon the township and move away to the East of Annakotaka. This formed the nucleus of a new township called "Vadpadraka’. Possibly due to profuse presence of the banyan trees. it then came to be known as Vadodara That Vadodara is now on the cultural, education and economic map of India is largely owing to Sayaji Rao Gackwad Ill. The significant Gaekwad imprint in terms of institutions, enterprises, social reforms, architecture and urban planning is of Sayaji Rao Ill (1875 - 1939) who brought his sagacity to bear on the welfare of his own Subjects. In the past few decades Vadodara has witnessed establishment of medium and large scale industries. With great strides in economic field, the city has giant industrial complexes and PSUs such as Gujarat Refinery, ONGC, GSFC, GACL, GIPCL, Siemens, Bombardier, Mitsubishi, L&T, and GE - all of them have a very strong presence here. Vadodara Municipal Corporation AAs far back as the year 1830, it was realized that municipal work was necessary within the city walls, and it was ordered that the four principal roads should be regularly watered by a newly created municipal agency. The cost was to be met by the levy of cess from the shopkeepers. Later, the responsibility of repairing the existing roads and to defray the cost, it was decided to levy duty on certain articles imported and exported. In 1869 an attempt was made to carry on. municipal administration through a small committee consisting of five members and was presided over by municipal commissioner, all nominated by the then Baroda state Govt. In the year 1872, a Kalambandhi was sanctioned empowering the municipality to add to its funds by levying Nazaranas, license fees ete. In 1892, Municipal Act was passed which recognized, for the first time, the elective principle in Baroda Municipal Govt. The city was divided into 22 wards, each to elect one member. There were also eight ex-officio members and the municipal commissioner was the ex-officio president of the municipality, The Municipality Act of 1905, not only conferred financial independence on the municipality but also to a large extent separated the administrative functions from the purely executive, This act provided for a Municipal Board consisting of 37 members of whom 25 were elected, 6 were nominated and 6 were ex-officio members of the municipality, a eee de eee In 1928, post of the President and the Municipal Commissioner was separated. Ii 1939, the right of electing its own president was conferred upon the city municipality. In 1947, India became independent and the princely state of Baroda was merged in to the Bombay state in 1949, The municipal administration was functioning as the provisions of the Bombay District Municipal Act In 1951, the city administration came under the guidelines of the Baroda Municipal Act. On Ist April 1966 Baroda got the status of the Municipal Corporation and BPMC Act was enforced. The municipal administration was run as per the provisions of BPMC Act till 2001 when the said act was replaced by the Gujarat Municipal Corporation Act. Vadodara, as it has now been renamed has 12 administrative wards and 19 election wards. Each election ward is represented by four councilors. Municipal Commissioner is the administrative head who is assisted by a team of officers, Popularly known as VMC, Vadodara Municipal Corporation plays a pivotal role as a facilitator and service provider for a better and healthy life to its citizens. Smart City In line with Government of India’s ‘Smart City Mission’, Vadodara’s Smart City proposal got selected in the round two challenge. Under this initiative, Vadodara has been selected to provide core infrastructure, a decent quality of life to its citizens with a clean and sustainable environment through the application of ‘Smart’ Solutions. The focus is on sustainable and inclusive development and the idea is to look at compact areas and create a replicable model which will act like alight house to other aspiring cities Vadodara, with a population of over 2 million, spanning 160 sq, km, is the third largest city in the state of Gujarat, after ‘Ahmedabad and Surat. In the recent years, there has been a rapid growth in the population of the city and hence itis critical to adopt the new and emerging technologies with an integrated approach to make the city and the people better connected, The Smart City Mission has two layers ~ Infrastructure Projects and Information & Communication Technology (ICT) Projects of Rs. 2400 Cr. Under ICT Projects, there are 15 PAN city projects at an estimated cost of Rs, 590 Cr. and other 45 Area Based Development Projects at an etimated cost of Rs. 1806 Cr. in Vadodara city.
