Bulletin : 01 A“ ASEAN Scout Jamboree Welcome to the 4th ASEAN Scout Jamboree! ASEAN Scout Association for Regional Cooperation (ASARC) was established in 2007 as an informal region grouping of Scout associations among the ASEAN countries at the initial meeting in Malaysia, participated by several key national Scout leaders from the ASEAN countries. Its purpose is to share resources and collaboratively organize Scouting activities and programmes among the ASEAN countries. On behalf of ASARC, I proudly present you the 4th ASEAN Scout Jamboree hosting by National Scout Organization of Thailand from 27th November 2013 to 4th December 2013 at the Vajiravudh National Scout Camp, Sriracha, Chonburi, Thailand. The jamboree’s objectives are to promote ASEAN Community, strengthen relationship among Scout Association (brothers and sisters scout) in ASEAN and Asia — Pacific Region and to celebrate the occasion of 86th years Birthday of Chief Scout of Thailand, believe that the National Scout Association of Thailand will do their best to welcome everyone to have a greatest experience beyond friendship and solidarity of Scouting during the Jamboree. Thailand is a country located in Southeast Asia. It is one of the best places to visit because of its natural beauty and historical riches. With its fascinating culture and friendly people, Thailand is also known as ‘The Land of Smile’, Vajiravudh National Scout Camp is the best venue for the scout activities in all levels of local and intemational scout events. It is named after our 3 Founder, H.M King Rama VI. Supakorn Wongprach Secretary General, National Scout Organization of Thailand Scouting in Thailand In 1911, scouting was first introduced in Thailand by King Vajiravudh (Rama VD), Founder of Thai Scouting. He brought back the idea of scouting from Great Britain, where he studied. After that, the king found the first scout troop at Royal School which is now Vajiravudh College and then in other schools. Scouting in Thailand is unique in that itis a part of the school curriculum (School-based system). Thai Scouting is strongly supported by Thai government and people. ‘The present monarch, King Rama IX, is the Chief Scout. Under his patronage, Scouting has flourished in Thai- land and continues to develop many programmes to fulfill the needs of young people of the country. 4th ASEAN Scout Jamboree «i July, 2013 About the Jamboree Good News! In the Joint Meeting it was discussed and decided that we will postpone the Jamboree to a later date. This is so as to accommodate and attract more participants to attend the jamboree. Participants will also get the chance to experience and be part of two major celebrations, the birthday celebrations of H.M. King Bumibhol and the Loy Krathong, in Thailand. The dura- tion of the jamboree have also been extended so that participants will have more opportunity to interact and build a stronger ASEAN family. Date 27th November 2013 — 4th December 2013 including arrival and departure of participants Schedule (Tues) 26th Nov Arrival of Chief Commissioner/ International Commissioner! Secretary General (Wed) 27th Nov Arrival of participants Chief Commissioner meeting (Thurs) 28th Nov Opening Ceremony (After the ceremony, the commissioners may leave the jamboree sit they so choose to) (Fri)29th Nov ~ (Thurs) 2nd Dee Programme (Fri) 3rd Dee Closing Ceremony (Sat) 4th Dee Departure (International contingent may choose to extend their stay in Thailand at their own cost.) ‘Venue Vajiravudh Scout Camp, Sri Racha, Chonburi, Thailand ASARC & Chief Commissioners Meeting on 27th November 2013 As a sign of commitment in the effort of developing Scouting in ASEAN, all Chief Commissioners are invited and called for meeting at the Jamboree Site on 27th 2013. All Commissioners and Secretary Generals (or equivalent) are also invited to attend this meeting. Full board accommodation as well as transportation to and from the airport will be provided only for invited guests during the duration of this meeting. Your strong November International support and presence is important to this meeting to ensure a productive future plan for the developement of Scouting in ASEAN. This will also be a good chance to display a strong solidarity of the ASEAN Scouting at the jamboree where both youth members and leadership of ASEAN NSOs come together in the name of Scouting! The notice of meeting and agenda will be sent out shortly to all relevant NSOs. 4th ASEAN Scout Jamboree 8. July, 2013 Theme “Gathering for Peace’ Jamboree Logo The Jamboree Logo is designed based on the Jamboree theme, Gathering for Peace. The white pigeon carrying the ASARC logo symbolizes ASARC which is moving forward through peace among the ASEAN countries and the others. The ASEAN countries’ flags are formed in circle surrounding the pigeon to repre- sent the harmony and unity of scouts, especially ASEAN scouts, joining the jamboree together for peace. Jamboree Objectives The following objectives were formed to have a better understanding of Scouting in Thailand as well as to achieve the aims and purposes of ASARC. i. A Jamboree in conjunction with The Chief Scout of Thailand 86th Birthday Celebration ii, Prepare the youths for the formation of ASEAN Community iii, Strengthen Scouting relationship in APR & ASEAN iv, Increase Scouting knowledge and skills to develop themselves in their life and home country ¥. Promote ideas and cultural interaction Eligibility Participants: Scouts from 12 to 17 years old Leaders: Scout leaders from 18 years old and above (One patrol includes nine participants and one leader) International Service Teams (ISTs): Scouts from 18 years old and above Expected Participations 6,000 participants in total (1,000 participants from APR and other regions, 1,000 ISTs and 4,000 Thai participants) Jamboree Registration and Fees Registration of the Jamboree is now open. Please fill in the necessary forms attached and send it back to us as early as you can so as to facilitate planning and prepara- tions. The Jamboree fees for participants, ISTs and Leaders is ata flat rate of USD$150 per pax and all fees should be paid in US Dollars before the Jamboree or on arrival at Jamboree site. We have already did our best in reducing the cost of jamboree fees to the lowest possible and have provided as much discount as possible. Your strong support for this event would be greatly appreciated. Our bank details and instructions for money transfer will be sent to your NSOs HQ directly later. Any difference on the amount paid against the registration must be settled upon the arrival at Jamboree site or contingent will be refused entry. For every member that paid USDS$150 for the Jamboree, USDSS will be contributed to the ASARC fund to support the developement of Scouting in ASEAN and future ASARC activities, 4th ASEAN Scout Jamboree oA July, 2013 What's included in the fees? Jamboree expenses between 27th November - 4th December 2013: i, Transportation to and from Bangkok Railway Station, Suvarnabhumi and Don Meung Airports, Bangkok and Sri Racha Bus Terminals. ii, All meals during this period iii, Jamboree Kit such as Jamboree ID and badge iv. Jamboree Programme v. Basic Camping Equipment (including tents) Jamboree Sites The Jamboree site is at Vajiravudh National Scout Camp located in Sri Racha District of Chonburi Province. The campsite is about 60km from Suvarnabhumi International Airport. This campsite was the National Jamboree port the Jamboree. The NSOT have graciously decided to renovate and refurbish the campsite to improve the camping experience for part site last year. It is equipped with basic facilities and permanent structures to s pants of this Jamboree. rime enon mara ea oo Si Ayutthaya, qnonaee ieinwnd C: Don Mueng International Airport 4th ASEAN Scout Jamboree 5- July, 2013 Climate The temperature in Sri Racha is on averege 32 degrees celcius with occasional rain throughout the year. This is a typical tropical weather. The campsite is quite close to the beach so we would be able to get cloudy and breezy climate which is perfect for outdoor activites. Access. There are many ways to get to the campsite and we are able to arrange transportation for International Contingents from the following Pick - Up Poi i, Any bus terminal within Bangkok ii, The bus terminal in Sri Racha, Chonburi iii, Don Mueng International Airport iv. Suvamabhumi International Airport v. Bangkok Railway Station (if you are travelling by train, arrangements can be made for the train to temporarily stop at the special platform behind the campsite.) Programme ‘These are our Modular Activities : i, ASEAN Natural Heritage ii, ASEAN Tournaments iii, ASEAN Crossroad of Cultures iv. Community Development - Community Service - Community Study y. ASEAN Economic Community vi. Hiking Moreover, there are other interesting programmes for the participants such as International Night, ASEAN Food & Games Festival and subcamp activities. The APR and ASARC Center will also be located in the campsite. Good News for the leaders and ISTs! These special programmes are included in Jamboree programmes. IST Night Indaba/Woodbadge Reunion Off days Staff Club The details and schedule of the programmes will be updated in next bulletin. 4th ASEAN Scout Jamboree -6- July, 2013 Pre & Post Jamboree Hospitality/ Educational Tour Contingents are expected to arrive and depart according to the schedule that is stipulated, However, contingents may decide to come earlier or extend your stay to explore and enjoy Amazing Thailand. Please indicate in the form on your interest and provide the actual travelling itinerary or flight schedule for your contingent. We will gladly assist to make any arrangements to the best of our ability or we may refer you to the relevant sources if the request is beyond our means. Please take note that any additional costs incurred other than the Jamboree Programme itself will be borne by the contingent. The celebration of King birthday Considered one of the most important days of the Thai people, December 5 is H.M. the King’s Birthday and the day is also regarded as the nation’s Father’s Day. Buildings and homes throughout the country are adorned with portraits of H.M. the King and flags, and the streets are decorated with fairy lights, predominantly around Ratchadamnoen Road and the Grand Palace. An alms-giving ceremony in the morning is followed by a festival of music and cultural performances at Sanam Luang. In the evening, the whole nation joins in the Candle Lighting Ceremony and witnesses a spectacular fireworks display. Loy Krathongs Loy Krathongs History Loy Krathong in Thailand originated in Sukhothai period as Loy Phra Pra Teep or Loy Kome (floating lantern). It is a festival of Thai people. After that, Noppamas -the most favorite concubines Sukhothai king- created krathong, like lotus-shaped, for floating in the river. Instead of floating lantern, it used for worshipping the foot-print of Buddha at Nammathanati River beach in ‘Thakkhinabodh district, India. As we called Nehrabhuddha river. Loy Krathongs History Nowadays, Thai people still keep form suitably; on the full moon of the twelfth, people usually prepare natural materials to make krathong, For example, they use banana trunk and lotus to make beautiful krathong then stick candle, incense stick, and flowers in krathong. They always ask for good luck in the future and forgiveness Pra Mae Khongkha, At the temples and tourist places, they held contestation of making krathong and Noppamas beauty pageants contest. There are many entertainment shows at night. Moreover, they set cautiously fireworks. The materials, used for making krathong, could be easily decomposed. 4th ASEAN Scout Jamboree +7. July, 2013 Join us as IST! The Jamboree may not be successful without essential supports from International Service Team (IST). Being IST, you will get a chance to meet new friends, exchange cultures and learn new experience.
