SPECIFICATION

Mobile Laboratory for MEST Purposes

1. Scope
This specification describes the requirements for a mobile laboratory designed
for MEST specific tasks with the main purposes to guarantee the mobility of
the expert support team and their assigned equipment, to function as office, to
coordinate nuclear security related tasks at the location of the incident and to
evaluate the in-situ taken measurements. It is planned to use the mobile
laboratory in the northern regions of Tajikistan. The vehicle is designed for a
team of four persons.

2. Applicable Documents
The following documents shall be applicable for this Specification to the extent
specified hereinafter:

In the event of conflict between the documents listed above and the content of
this Specification, the content of this Specification shall take precedence to the
extent of the conflict.

3. Definitions, Acronyms, and Abbreviations


The following definitions, acronyms, and abbreviations shall apply throughout
this Specification unless defined otherwise hereinafter:

4. Requirements
4.1. Functional and Performance Requirements
The System shall meet the following functional and performance requirements:
4.1.1. The vehicle shall be new (not pre-owned) and fulfill the country’s road
and safety regulations (e.g.: selection of the driver side, seat belts, etc.)
as well as local branch and market regulations. The vehicle shall consist
of a driver, office/laboratory and rear compartment. The rear compartment
shall be physical separated from the other parts while the driver
compartment shall also function as office extension. It is not planned to
handle unknown radioactive sources within the vehicle. To show more
flexibility for other tasks, e.g. environmental measurements, 20 % of the
storing capacity could be used for other, not MEST specific equipment.
4.1.2. The vehicle shall have a van type design without separation wall
between the driver cabinet and cargo bay. The cargo bay will be divided
into two parts: the office/laboratory and the rear compartment
4.1.2.1 Driver cabin will host the driver and co-driver during the transfer
to the location of the incident. While the vehicle is parked both seats
shall be turn-able for 180° facing the working table in the
office/laboratory compartment.
4.1.2.2 The office/laboratory compartment shall be designed in a way to
transport two more persons safely, to function as office at the
location of the incident, to store, charge and prepare MEST
equipment and to evaluate in-situ taken measurements.
4.1.2.3 The rear compartment shall function as storage, but shall also
host the UPS/converter and provide space for the optional 100 l
LPG tank
4.1.3 The vehicle shall have the capability to move on streets, unmade roads
as well as off-road at easy sites. The engine layout, tires, isolation of the
chassis, heating and cooling systems shall be according to the climate
conditions of the country of delivery to guaranty the mobility of the vehicle
and to provide pleasant temperature in the driver and office compartment,
independently on the season, weather conditions and location.
Dimensioning for the temperature stabilization devices in the van shall
cover a temperature range from minus 30° C to plus 50° Celsius. Low air-
pressure according to an altitude up to 4300 meters shall also be taken
into considerations, and
4.1.4 The vehicle shall provide sufficient power autonomy for operating the
laboratory and the equipment during a full day mission (24 hours) without
refilling the tank(s).

4.2 Technical Requirements


The System shall meet the following technical requirements:

4.2.1 Vehicle:
a) Type: Van kind like Mercedes Sprinter or VW Crafter
b) Maximum gross vehicle weight 3.500 kg for driver license B
c) Vehicle length about 6 meter
d) Color: white
e) Maximum high of vehicle according to selected roof top which
guaranties upright standing inside cargo area (ceiling high
approximately 180 cm); no extra high versions.
f) Driver cabinet and cargo bay in one chassis, without separation wall in
between
g) Volume of cargo bay between 10 and 12 m3
h) Cargo bay with two windows, one sliding door and two rear doors
i) Service: selected vehicle company shall have a Service station within
the country in a distance less than 300 km from the MEST base
j) Temperature isolation of whole cargo bay
k) Cargo bay with edge to edge waterproofed wooden floor coated with
security floor (e.g.: ALTRO-SAFETY) and interior walls with smooth
surfaces
4.2.2 Engine and drive components:
a) Engine power: ≥ 100 kW
b) Type of fuel - according to the countries climate conditions: standard
petrol engine with
c) optional upgrade to a hybrid version with additional LPG (liquefied
petroleum/propane gas) system.
d) Gear box: automatic or minimum 5 gears
e) Transmission: 4 wheel drive
f) Road clearance 25 cm or more
g) Electric 5 kW power generator and second battery built in engine
compartment
h) Wheels: one set off-road winter tires and one set off-road summer
tires, both sets on steel rims; one off-road spare wheel fixed behind
the rear axis underneath the vehicle’s chassis; inclusive supporting
tools for replacing wheels (car-jack, wheel wrench, etc.)
4.2.3 Driver cabin requirements:
a) No separation wall between driver and office/laboratory compartment
b) Turn-able (180°) driver and co-driver seats to function as seats for the
working table in the office compartment.
c) Navigation system with upgrade capability for the region of the end
user
d) Air condition
e) Covering sheet for the windows in the cockpit to protect against
sunshine and views from outside
4.2.4 Office/laboratory compartment requirements:
a) The compartment shall provide enough space for:
a. Two office tables with sufficient working space for four persons

b. two attendance seat with implemented 3 point automatic safety belt.


It shall be turn able and fixed in a rail system, embedded in the
floor, to change seating position or to get removed.
c. a shock protected computer server station
d. two cupboards on the driver and co-driver side (above office tables)
for documents, supporting items and personal belongings of the
team,
e. one rack with sufficient space for electric distribution/breaker box,
one cupboard and shelves to store and charge equipment and
accessories. Each shelf shall have systems to fix the instruments
on the shelves and shock protection measures for the equipment.
f. One fire extinguisher with fixation
b) The built-in separation wall, which separates the rear from the office
compartment, shall be:
a. installed in a distance of 100 cm from the rear edge of the sliding
door
b. designed in a specific shape: The top part shall be shifted to the
back to gain more storage space (additional cupboard) in the office
compartment and to reduce the storage space above the drawers of
the rear compartment.
c) Windows in office/laboratory compartment:
a. One window embedded in sliding door at the co-driver side
b. One window at the driver side
c. All windows with brownout effect
d) High performance air condition
e) Distribution/breaker box and sufficient electrical power sockets and
light
4.2.5 Rear compartment requirements:
a) Shall provide enough space for:
a. One rack with six drawers and storage space above,
b. a compartment for the additional power supply (UPS,
charger/inverter)
c. sufficient space for a 100 liter LPG tank (cylindrical form with 400
mm diameter)
b) Rear doors without windows
c) Sufficient electrical power sockets and lights
4.2.6 Vehicle outside requirements:
a) Two sets of awnings without side curtains:
a. one about 175 cm wide, fixed above the rear doors and
b. one about 350 cm wide, fixed at the co-driver side
b) Outside lights, antennas for GPRS, internals communication and
WLAN as well as a GPS receiver
c) One foot step under the sliding side door to get pulled out if needed;
for pull out foot step a start interrupter is needed
d) One foot step under the rear doors

4.2.7 Requirements for the vehicle electric and power supply:


a) UPS in form of an additional 120 Ah battery located in rear
compartment
b) Charger/inverter 1600 VA and a distribution/breaker box
c) One Grounding spike with cable and pin (located in rear compartment)
to ground the vehicle before external power sockets are used.
d) One 230V outside socket (according to country) with automatic fuse
and start interrupt – to get the vehicle charged
e) Two 230V external sockets (according to country)
f) Twelve 230V sockets (according to county) in the office/laboratory
compartment
g) Two 230V sockets (according to county) in the rear compartment
h) Three 12 V sockets in office compartment
i) Adequate Interior lighting and emergency lights in office and rear
compartment
j) Additional front lights: halogen fog lamps with protection foil
k) Minimum two outside lights (co-driver and rear side) with switch and
control light
l) Additional Air-condition to provide office working temperature (cooling
and heating) laid out for the county’s climate conditions. If needed,
additional warm water heating systems shall be installed.

4.2.8 Computer and communication requirement:


a) One board laptops in server layout with the following minimum
configuration:
 Processor: Intel Core 2 Duo 2 GHz, or faster with 2 MB Level 2
Cache
 RAM: at least 2 GB DDR
 Display: at least 13 inches but not more than 15,6”, 1024 x 768
XVGA TFT
 Hard disk: at least 500 GB 2.5 SATA shock resistant Hard Disk Drive
 Ports (as a minimum configuration): 2 USB 2.0, Microphone/ear-
phone, Integrated SD card reader, LAN, docking station
 Keyboard: 89 key Russian keyboard with mouse touch pad
 DVD-RW
 Power: Li-Ion Battery Pack 10-32 V and auto-sensing 110-240 V AC
power adapter
 Internal wireless LAN and Bluetooth solutions
 Windows 7 Operating System (64 bit), Russian language
 Up-to-date internet security software package (Russian language),
valid for minimum 2 years
 The warranty on the laptop shall be for a minimum of 2 years on
labour and parts.
 Laptop shall be connected to b), c), d) and e), and fully operational
with all connected components to work as wireless data and printer
server and to guarantee communication, internet and data transfer
via GPRS.

b) One laptop docking stations with integrated power supply


c) One Laser printer, monochrome, USB and WLAN interface and small
size design to get stored in cupboard, inclusive one spare toner
cartridge,
d) One WLAN access point
e) mobile communication based on GPRS/UMTS telecommunication
system (frequencies according to end-user country) incl.
3G/UMTS/GSM/(GPS optional) mobile outdoor antenna for roof
mounting
f) Voice interlink communication for the team inside and outside the
vehicle,
 radio frequencies according to countries regulations;
 minimum range 3 km
 four radio units with docking station for charging
 four headsets (connection to radios by cables)

4.2.9 Requirements for cupboards, racks, shelves and drawers:


a) Interior shall survive a car accident without disintegration and danger
to harm the passengers by moving parts.
b) All surfaces in white or light gray colors and easy to get cleaned
c) All shelves with lip and safety straps to avoid a slipping out of stored
items.
d) Drawers and cupboards equipped with closure mechanism to avoid
unintended opening during driving.
e) Rack for the equipment (at office/laboratory compartment, driver side)
shall have:
a. Dimensions: Height from floor to ceiling, 80 cm wide and 55 cm
deep
b. Compartment for built in distribution and breaker box for office
electric,
c. Three shelves to transport equipment in stand-by (READY) status
and a cupboard on top with:
 each shelf with shock protection rests,
 rail systems embedded in the shelves to fix equipment with straps
 seven 230V power sockets
 Layout equipment shelves see document ‘02-drawings and details’
 Distances between the shelves: 35 cm between bottom and
middle shelf, 25 cm between middle and top shelf and 30 cm
between top shelf and the cupboard above.
 Depth of middle shelf 30 cm to guarantee good handling of the
equipment below.
d. Built in Voice interlink communication
f) Office table (at office/laboratory compartment, driver side) shall have:
a. Design in L-shape to provide a desktop for the persons on the
attendance driver and co-driver seats,
b. Foldable part to move from driver to office compartment and back

c. One embedded docking stations for the laptop of the person on the
attendance seat
d. Dimension Height: Comfortable working high for all three persons
e. Dimension long side of L-shape according to maximum inside width
of the vehicle at that location. Dimension short side of L-shape
about 80 - 100 cm. Edges of the office table in a comfortable
working distance for the persons.
f. Dimension depth: minimum 50 cm for the working places of the
driver and co-driver seat; the depth of the attendance seat working
place shall provide sufficient space to work with the vehicles laptop
connected to its docking station
g. Three 230 V power socket underneath the table
g) Office table (at office/laboratory compartment, co-driver side)
a. Dimension Height: Comfortable working high for the persons
b. Dimension Width: 60 – 70 cm, according to the fixation of the
attendance seat on top of, or next to wheel case.
c. Dimension depth: 35 – 40 cm to guarantee sufficient space to work
with a laptop,
d. Two 230 V power socket underneath the table
h) Cupboard (at office/laboratory compartment, driver side) shall have:
a. Dimensions to guaranty good working and standing up conditions
for the person at the attendance seat.
b. Dimensions: length according to distance from the equipment rack
to driver compartment; height about 35 cm, depth about 25 cm
c. Doors to flip open with safety lip inside against dropping out of
items
i) Cupboard (at office/laboratory compartment, co-driver side) shall have:
a. Dimensions to guaranty good working and standing up conditions
for the person at the attendance seat.
b. Dimensions: length according to distance from the separation wall
to the sliding door; height about 35 cm, depth about 25 cm
c. Doors to flip open with safety lip inside against dropping out of
items
j) Cupboard (at office/laboratory compartment, separation wall) shall
have:
a. Dimensions: length according to maximum inside width of the
vehicle at that location; height from the edge of the separation wall
up to the ceiling, depth about 30 cm
b. Sliding doors with one additional board inside (flexible high) and
safety lips against dropping out of items
k) Rack (at rear compartment) shall have:
a. Six drawers for supporting items
b. A compartment for UPS, charger/inverter 1600 VA and
c. space for 100 liter LPG tank in cylindrically form with 400 mm
diameter, fixation and piping underneath the drawers.
d. Storage space on the top of the drawer with rail system to fix the
load.
e. A 20 liter water canister with valve and flexible tube

f. Dimensions drawers: Height 30 cm and maximum depth (up to


separation wall) each, two drawers with width of 80 cm and four
drawers with width of about 40 cm. Each drawer should be
designed to carry minimum 20 kg of load.
g. Two power sockets and the pin for the grounding spike

4.2.10 Handrails and handholds


a) On top of the drawer segment of the rear compartment three
handholds shall be installed to facilitate a good hold of the person
transferring supporting items to and from the drawers.
b) Handrails and/or retaining brackets at the entrance of the sliding doors
shall be installed to facilitate a comfortable and safe entrance/exit to
the office/laboratory compartment.
c) Optional, handrails at the cupboards above the working tables

4.2.11 Requirement for equipment


The vehicle shall be provided with the following set of equipment:
a) One electrically cooled high resolution radionuclide identification
device (HR-RID):
b) One radionuclide identification device (RID) with high neutron
sensitivity
c) One neutron search device (NSD)
d) One survey and dose rate meter
e) One portable radiation scanners (PRS), backpack style
f) Five electronic personal dosimeter (EPDs) with evaluation software
g) One emergency response kit.
h) One alpha/beta survey and contamination meters
i) Two universal isotope identification software
j) One military standard laptop

The racks shall provide sufficient place to store the equipment as described
below:
 Rack for equipment (see 4.9.2.e) with RID, NSD and the HR-RID (all
three instruments switched on and showing status ready) located in the
shelf above the server station; dose rate meter, processing unit of
emergency response kit, Alpha/Beta monitor in middle shelf; and one
PRS and the voice interlink communication system in the top shelf.
 The HR-RID produces a lot of heat at the bottom of the instrument. The
holder of the instrument shall be designed in a way to guarantee an
airflow under the instrument to get the heat removed.

5. Marking
The vehicle shall have all safety markings in Russian language.

All instruments shall be clearly marked with designation of the type, model,
manufacturer and serial number. The detector reference points (each one for
every embedded detector) of the instruments should also be indicated.
6. Packing
The shipment to the End-User shall be organized by the supplier of the mobile
laboratory.
The equipment shall be packed in the original transport cases and stored in
the vehicle. The vehicle shall be delivered with winter off-road wheels fixed on
the axes, while the summer off-road wheels shall be stored inside the vehicle.
Any item which falls under transport regulations for dangerous goods (e.g.:
He-3 tubes above 2.8 ATM, Li-batteries, radioactive sources) shall be
mentioned in the shipment papers and packed according to the regulations.

7. Quality Requirements
7.1. The System shall be manufactured, shipped and installed in accordance with
the Contractor’s ISO quality assurance system or an equivalent quality
assurance system.
7.2. The Contractor shall document the compliance with this quality assurance
system.

8. Testing and Acceptance


The System, prior to shipment, shall be tested for conformance of the System
with manufacturer’s performance specifications and the minimum
requirements specified herein.
The System, before delivery, shall be tested by the Contractor together with
representatives from the Contracting Authority (IAEA/NSNS) and the End-User
to demonstrate that the performance meets the manufacturer’s performance
specifications and the minimum requirements specified herein as determined
by the IAEA and the End-User. Contractor shall nominate a technical
representative(s) for a period of at least three (3) working days to participate in
Acceptance Testing of vehicle and equipment.
The results of the testing of the System shall be documented by the
Contractor in an acceptance protocol that shall be signed by the
representative of the Contracting Authority and the End-User.
9. Installation and Training
The Contractor shall provide one day training for up to three staff of the End-
User in the operation and maintenance of the System at the End-User’s
location immediately after the delivery of the System.

The Contractor shall provide two complete sets of operation and servicing
manuals and technical drawings in Russian language and one set in English
language.
