SPECIFICATION
1. Scope
This specification describes the requirements for a mobile laboratory designed
for MEST specific tasks with the main purposes to guarantee the mobility of
the expert support team and their assigned equipment, to function as office, to
coordinate nuclear security related tasks at the location of the incident and to
evaluate the in-situ taken measurements. It is planned to use the mobile
laboratory in the northern regions of Tajikistan. The vehicle is designed for a
team of four persons.
2. Applicable Documents
The following documents shall be applicable for this Specification to the extent
specified hereinafter:

In the event of conflict between the documents listed above and the content of
this Specification, the content of this Specification shall take precedence to the
extent of the conflict.

4. Requirements
4.1. Functional and Performance Requirements
The System shall meet the following functional and performance requirements:
4.1.1. The vehicle shall be new (not pre-owned) and fulfill the country’s road
and safety regulations (e.g.: selection of the driver side, seat belts, etc.)
as well as local branch and market regulations. The vehicle shall consist
of a driver, office/laboratory and rear compartment. The rear compartment
shall be physical separated from the other parts while the driver
compartment shall also function as office extension. It is not planned to
handle unknown radioactive sources within the vehicle. To show more
flexibility for other tasks, e.g. environmental measurements, 20 % of the
storing capacity could be used for other, not MEST specific equipment.
4.1.2. The vehicle shall have a van type design without separation wall
between the driver cabinet and cargo bay. The cargo bay will be divided
into two parts: the office/laboratory and the rear compartment
4.1.2.1 Driver cabin will host the driver and co-driver during the transfer
to the location of the incident. While the vehicle is parked both seats
shall be turn-able for 180° facing the working table in the
office/laboratory compartment.
4.1.2.2 The office/laboratory compartment shall be designed in a way to
transport two more persons safely, to function as office at the
location of the incident, to store, charge and prepare MEST
equipment and to evaluate in-situ taken measurements.
4.1.2.3 The rear compartment shall function as storage, but shall also
host the UPS/converter and provide space for the optional 100 l
LPG tank
4.1.3 The vehicle shall have the capability to move on streets, unmade roads
as well as off-road at easy sites. The engine layout, tires, isolation of the
chassis, heating and cooling systems shall be according to the climate
conditions of the country of delivery to guaranty the mobility of the vehicle
and to provide pleasant temperature in the driver and office compartment,
independently on the season, weather conditions and location.
Dimensioning for the temperature stabilization devices in the van shall
cover a temperature range from minus 30° C to plus 50° Celsius. Low air-
pressure according to an altitude up to 4300 meters shall also be taken
into considerations, and
4.1.4 The vehicle shall provide sufficient power autonomy for operating the
laboratory and the equipment during a full day mission (24 hours) without
refilling the tank(s).

4.2.1 Vehicle:
a) Type: Van kind like Mercedes Sprinter or VW Crafter
b) Maximum gross vehicle weight 3.500 kg for driver license B
c) Vehicle length about 6 meter
d) Color: white
e) Maximum high of vehicle according to selected roof top which
guaranties upright standing inside cargo area (ceiling high
approximately 180 cm); no extra high versions.
f) Driver cabinet and cargo bay in one chassis, without separation wall in
between
g) Volume of cargo bay between 10 and 12 m3
h) Cargo bay with two windows, one sliding door and two rear doors
i) Service: selected vehicle company shall have a Service station within
the country in a distance less than 300 km from the MEST base
j) Temperature isolation of whole cargo bay
k) Cargo bay with edge to edge waterproofed wooden floor coated with
security floor (e.g.: ALTRO-SAFETY) and interior walls with smooth
surfaces
4.2.2 Engine and drive components:
a) Engine power: ≥ 100 kW
b) Type of fuel - according to the countries climate conditions: standard
petrol engine with
c) optional upgrade to a hybrid version with additional LPG (liquefied
petroleum/propane gas) system.
d) Gear box: automatic or minimum 5 gears
e) Transmission: 4 wheel drive
f) Road clearance 25 cm or more
g) Electric 5 kW power generator and second battery built in engine
compartment
h) Wheels: one set off-road winter tires and one set off-road summer
tires, both sets on steel rims; one off-road spare wheel fixed behind
the rear axis underneath the vehicle’s chassis; inclusive supporting
tools for replacing wheels (car-jack, wheel wrench, etc.)
4.2.3 Driver cabin requirements:
a) No separation wall between driver and office/laboratory compartment
b) Turn-able (180°) driver and co-driver seats to function as seats for the
working table in the office compartment.
c) Navigation system with upgrade capability for the region of the end
user
d) Air condition
e) Covering sheet for the windows in the cockpit to protect against
sunshine and views from outside
4.2.4 Office/laboratory compartment requirements:
a) The compartment shall provide enough space for:
a. Two office tables with sufficient working space for four persons

c. One embedded docking stations for the laptop of the person on the
attendance seat
d. Dimension Height: Comfortable working high for all three persons
e. Dimension long side of L-shape according to maximum inside width
of the vehicle at that location. Dimension short side of L-shape
about 80 - 100 cm. Edges of the office table in a comfortable
working distance for the persons.
f. Dimension depth: minimum 50 cm for the working places of the
driver and co-driver seat; the depth of the attendance seat working
place shall provide sufficient space to work with the vehicles laptop
connected to its docking station
g. Three 230 V power socket underneath the table
g) Office table (at office/laboratory compartment, co-driver side)
a. Dimension Height: Comfortable working high for the persons
b. Dimension Width: 60 – 70 cm, according to the fixation of the
attendance seat on top of, or next to wheel case.
c. Dimension depth: 35 – 40 cm to guarantee sufficient space to work
with a laptop,
d. Two 230 V power socket underneath the table
h) Cupboard (at office/laboratory compartment, driver side) shall have:
a. Dimensions to guaranty good working and standing up conditions
for the person at the attendance seat.
b. Dimensions: length according to distance from the equipment rack
to driver compartment; height about 35 cm, depth about 25 cm
c. Doors to flip open with safety lip inside against dropping out of
items
i) Cupboard (at office/laboratory compartment, co-driver side) shall have:
a. Dimensions to guaranty good working and standing up conditions
for the person at the attendance seat.
b. Dimensions: length according to distance from the separation wall
to the sliding door; height about 35 cm, depth about 25 cm
c. Doors to flip open with safety lip inside against dropping out of
items
j) Cupboard (at office/laboratory compartment, separation wall) shall
have:
a. Dimensions: length according to maximum inside width of the
vehicle at that location; height from the edge of the separation wall
up to the ceiling, depth about 30 cm
b. Sliding doors with one additional board inside (flexible high) and
safety lips against dropping out of items
k) Rack (at rear compartment) shall have:
a. Six drawers for supporting items
b. A compartment for UPS, charger/inverter 1600 VA and
c. space for 100 liter LPG tank in cylindrically form with 400 mm
diameter, fixation and piping underneath the drawers.
d. Storage space on the top of the drawer with rail system to fix the
load.
e. A 20 liter water canister with valve and flexible tube

The racks shall provide sufficient place to store the equipment as described
below:
Rack for equipment (see 4.9.2.e) with RID, NSD and the HR-RID (all
three instruments switched on and showing status ready) located in the
shelf above the server station; dose rate meter, processing unit of
emergency response kit, Alpha/Beta monitor in middle shelf; and one
PRS and the voice interlink communication system in the top shelf.
The HR-RID produces a lot of heat at the bottom of the instrument. The
holder of the instrument shall be designed in a way to guarantee an
airflow under the instrument to get the heat removed.
5. Marking
The vehicle shall have all safety markings in Russian language.

All instruments shall be clearly marked with designation of the type, model,
manufacturer and serial number. The detector reference points (each one for
every embedded detector) of the instruments should also be indicated.
6. Packing
The shipment to the End-User shall be organized by the supplier of the mobile
laboratory.
The equipment shall be packed in the original transport cases and stored in
the vehicle. The vehicle shall be delivered with winter off-road wheels fixed on
the axes, while the summer off-road wheels shall be stored inside the vehicle.
Any item which falls under transport regulations for dangerous goods (e.g.:
He-3 tubes above 2.8 ATM, Li-batteries, radioactive sources) shall be
mentioned in the shipment papers and packed according to the regulations.
7. Quality Requirements
7.1. The System shall be manufactured, shipped and installed in accordance with
the Contractor’s ISO quality assurance system or an equivalent quality
assurance system.
7.2. The Contractor shall document the compliance with this quality assurance
system.

The Contractor shall provide two complete sets of operation and servicing
manuals and technical drawings in Russian language and one set in English
language.
