BLOOD DONATION PROGRAM

Through Republic Act No. 7719, also known as the National Blood Services Act of 1994,

the Blood Donation Program of DOH Philippines was established. The program encourages

voluntary blood donation, ensuring an adequate supply of safe blood to blood banks. Under the

said Act, it aims to raise awareness to the general public that blood donation is of great importance

in saving thousands and millions of Filipinos’ lives. Blood safety; Blood adequacy; Rational blood

use; Efficiency of blood services are what this program missioned to work. Under DOH, National

Voluntary Blood Services Program (NVBSP) was built and envisioned to achieve the following

goals:

1. Development of a fully voluntary blood donation system;

2. Strengthening of a nationally coordinated network of BSF to increase efficiency by

centralized testing and processing of blood;

3. Implementation of a quality management system including of Good Manufacturing

Practice GMP and Management Information System (MIS);

4. Attainment of maximum utilization of blood through rational use of blood products and

component therapy; and

5. Development of a sound, viable sustainable management and funding for the nationally

coordinated blood network.

Under Proclamation No. 1021 signed by former President Fidel V. Ramos on June 9, 1997,

every month of July is declared “Blood Donors Month." The highlight of this celebration is to

honor people in their heroic act of donating blood to save lives.
