In Content Based Regulation, the circumstances are of such a nature as to create a clear and

present danger that they will bring about the substantive evils. This limits the communication
because of the message it conveys.

On the other hand, Content Neutral Regulation is when it limits the expression without regard
to the content or communicative impact of the message conveyed.

Example of Content Based Regulation is penalizing indecent phone messages.


Example of Content Neutral Regulation is banning or restricting noisy speeches near a hospital.
