On 04/06/2020 I, Ofc. A. Westlake 726, was assigned to the Springfield Police Dept. Street Crimes Unit.
Ofc. Resendez, Ofc. Renfro and I were on a traffic stop at Taylor St. at Laurel St. (S20-29420). While on the
stop, we heard approximately 8-10 gunshots to the west of our location, possibly in the area of Pope St.
and Laurel St.
I responded westbound down Laurel St. and saw a white Chevrolet Sierra pickup come southbound on
Pope St. and turn Laurel St. at a very high rate of speed, running the stop sign and nearly losing control
on the turn. I believed the vehicle may have been fleeing the area of the shots fired. I stopped the vehicle
and drew my department issued handgun and held it at the SUL position. I ordered the driver to put his
hands out of the window, which he did. I made contact with the driver . He
stated he was at a party in the 2200 block of E. Spruce and a small black car was shooting. He then left
the party to get away from it. He did not have any further description on the vehicle other than a black
car. Ofc. Renfro spoke to several females on the south side of the road that advised the suspect was
Dartavious Barnes and he was driving a blue Chrysler 300. Ofc. Redding made a traffic stop on that
vehicle at 16th St. at Laurel St. His vehicle had been shot one time in the passenger side rear fender. See
Ofc. Reddings supplemental for further details.
I released and responded to the 2200 block of E. Spruce St. to try to find a scene. When I arrived,
there was evidence of a party at . This is the residence of who was the
recent victim of a homicide. The family appeared to be having a gathering for him.
When I arrived, there were several subjects in front of the house and mutliple vehicles parked on the
south side of the road across from the house in the grass. No one was cooperative. I asked if anyone was
shot or if anything was damaged and several people said no. I asked what happened and was told that
the shooting happened somewhere on Laurel St. not on Spruce St. One subject said they saw a blue
Chrysler 300 with blue rims and blue lights on it traveling eastbound on Spruce St. They said the vehicle
went by at a very high rate of speed then went out to Laurel St. and went westbound. They stated the
driver was possibly shooting towards them. No one wanted to provide their name or advise they were a
victim.
Dispatch advised they had on the phone and that he had been shot at in the area of Brian
Ln. at Laurel St. I made contact with by phone who said he was currently at
He was stopped at the stop sign at Brian Ln. at Laurel St. when someone in a black car shot at his car
from the east of the intersection. His windshield was hit twice and he drove away from the area. I asked
why he thought they were shooting at him and he told me because the family of thinks he is
the one that shot He did not provide any other information. Ofc. Molohon met with to get his
statement and document the damage to his vehicle. See his supplemental.
Ofc. Reibling and his K9 partner conducted at article search in the open grass area in the 2200 block of
east spruce on the north side across from Brian Ln. Ofc. Reibling located 8 spent 9mm casings in the
grass just west of . The locating of the casings is consistent with statement that
the rounds came from across Laurel St. east of Brian Ln. He said the suspect was in a black car with
tinted windows, he did not know if the subject got out of the car or shot from the car. ID Tech Fannin
photographed and collected the casings. They were CDC 9mm Luger rounds. Directly behind
. is a field were several vehicles were parked and subjects from the party were standing.

It is unknown if the blue Chrysler driven by was a target of the shooter or was hit by
the round as it drove westbound on Laurel St. It should be noted that his vehicle was also at the scene of
another shooting near Iles Park where a subject in a male got out of the car and fired rounds at
another vehicle. This report was handled by Springfield Park Police.

The following narrative not verbatim nor in its entirety is a summary of my actions, observations, and
investigations. On 04/06/20 at approximately 2044 hours, I(Ofc. Molohon L737) was dispatched to
to meet with .
Upon arrival, I made contact with He advised he was leaving a friends house on Gregory Ct. when
he noticed an approximately 2010 model black Chevy Impala or Malibu with tinted windows in the area.
The vehicle made an overt move in order to get closer to him. He pulled up to the intersection of
Laurel/Bryant and stopped. heard multiple shots fired very close by and one round hit the
windshield of his blue Nissan Sentra(IL reg. The round appeared to have come from the right
of his vehicle. fled the area and returned home. He was not sure if the shooters were in the vehicle
or had gotten out of the car.
I asked if he knew who was shooting at him. He said he did not know who was shooting at him.
felt that he was being targeted due to rumors of him being involved in the homicide of Gary
Green. stated that he was involved with a female Gary was also involved with.

On 4/6/20 at approximately 2012 hours, I (Ofc Redding #732) was on patrol in the area of Spruce and 16th
St. I heard numerous gunshots in the area. Members of the SPD Street Crimes Unit advised they believed
the gunshots were near Laurel and Taylor.
I started traveling eastbound on Laurel and observed a blue Chrysler 300 (AR registration
traveling at a high rate of speed westbound on Laurel. The driver of the Chrysler, later identified as
disobeyed the stop sign at Laurel and Martin Luther King Jr Dr. I performed
a U-turn and initiated a traffic stop on the Chrysler at 16th and Laurel.
appeared to be arguing with an unknown subject on the phone. I asked him to get off the
phone and he complied. asked if he could get outside of his vehicle and see if it was struck by
gunfire. I told him to stay in the vehicle until a backup officer arrived on scene with me. I heard via my
department radio that a subject was possibly the suspect in the shots fired. I had exit
the vehicle and secured him in handcuffs (checked for fit and double locked). gave consent for
officers to search his vehicle and advised there was cannabis inside it.
was secured in the backseat of my squad car. father arrived on scene in a white
Dodge SUV, which resembled a van. father was asked to park down the street and he
complied.
I observed a bullet hole on the rear passenger's side of Chrysler. The bullet hole appeared to
be newer because the paint had not fallen off around it yet. The bullet appeared to have traveled into the
trunk of the Chrysler. ID Tech Fannin #487 arrived on scene and processed the Chrysler with
consent.
I took out of handcuffs and spoke with him about the incident. was read his Miranda
Rights which he stated he understood. advised he was traveling westbound on Laurel, heard
gun shots, and then thought his vehicle was hit with something. did not know if his vehicle
was struck by gunfire or a rock. advised he does not have any problems with anyone and did
not know who would shoot at him. thought it could have been random and that he was not the
intended target. did not see anyone shooting a gun. was given the SPD report
number.

On 04/06/2020 at approximately 2012 hours, I, Ofc. B. Riebeling (685) was parked in the lot of Pleasant
Grove Baptist Church (908 S. MLK Dr.) with the windows of my patrol vehicle down. I heard
approximately 6-10 shots southwest of my location. Numerous other officers also heard the shots and we
began to converge on the scene.
While en route, citizens began calling Dispatch and providing officers information. A blue Chrysler 300
was involved in the incident and as well as an individual named " Ofc. C. Redding (732)
stopped a blue Chrysler 300 at 16th/Laurel. I arrived to assist with the traffic stop. When I arrived, I was
advised there was a bullet hole in the passenger rear quarter panel. The driver was asked to exit the
vehicle to conduct a pat down for weapons, due to the nature of the incident. The driver complied and
exited. I asked him what his name was and he advised he was " Based on the above listed
facts, I advised Ofc. Redding, we should detain until we knew more about his involvement in
the situation. I asked for consent to search his vehicle and he agreed. He also stated there
was weed in the vehicle. In the center console, I located a mason jar with large buds of cannabis. This is
not proper packaging for cannabis in Illinois. I searched the trunk and found another sandwich bag full of
cannabis. Another sandwich bag of cannabis was located in the passenger floorboard along with a box
of plastic baggies.
The car was heavily modified, to included "Lamborghini" style doors, where the doors opens slightly
horizontal and then mostly vertical. There were numerous loose wires hanging from the dash and into
the trunk for the stereo system. Based on my training and experience, I believed it was possible given the
customized nature of the vehicle, there could have been a hidden compartment, utilized to conceal
contraband. I searched the vehicle for an extended period of time, attempting to locate anything that
would indicate the presence of a compartment.
While checking the center console again, in the bottom, under miscellaneous items, I observed a brass
object. Further inspection showed it to be shaped like a rifle round. It had what appeared to be the
skeleton of a bat on the outside, with a screw top. I have seen similar items like this before utilized to
contain narcotics. I opened the top and observed it was full of a brown chunky substance similar to
heroin. I NIK tested the substance and it did not test positive for heroin. I also know there is a street drug
commonly known as "Molly." It is a chemical composition of various narcotics, the primary being
ecstasy, but it is frequent cut with other drug including, but not limited to, cocaine. I tested the
substance with a cocaine test kit and it did not test positive. Finally, I utilized a
MDMA/Ecstasy/Methamphetamine test kit. I observed a noticeable color change and the color changed to
the similar color as a positive test result on the outside of the kit.
I advised Ofc. Redding of my findings. He interviewed and stated the bullet was
actually an urn for the ashes of his deceased child. Almost concurrently, his father exited his vehicle and
provided the same information about the bullet. Officers on scene of the shots fired were unable to find
anyone who had seen fire any weapons at the scene. His involvement in the incident is
unknown.
Ofc. Westlake responded to 16th/Laurel. He advised me he believed the shots had been fired from the
north side of the intersection at Brian/Laurel. I responded to the location and deployed my K9 partner,
Chaos, for an evidence search. After a few minutes, Chaos alerted to the presence of evidence on the

ground. In the area he alerted, five shell casings were located. A further search yield three more shell
casings for a total of eight. Det. M. Fannin (487) of Crime Scene Services responded and processed the
scene.

In reference to the investigation of shots fired, on 04/06/2020, I was dispatched to the 1800 block of
Laurel Street. I arrived on scene at around 2056 hours and met with several Springfield Police Officers
securing a blue Chrysler four door vehicle with Arkansas registration ( legally parked facing
south bound on Laurel Street. The vehicle had a circular defect on the right rear quarter panel. I was
advised the victim gave the Springfield Police permission to process the vehicle for evidence.
I placed a evidence sticker labeled "A" next to the defect and photographed the defect. Overall
photographs of the vehicle were taken. The interior area of the trunk was inspected for evidence. There
was damaged caused by the projectile inside the trunk showing the projectile entered the trunk. The
projectile fragmented and there small pieces of the projectile inside the trunk, but they were not of
evidentiary value. The interior area where the damage occurred by the projectile was photographed.
Officers located the scene in a vacant grass area just west of Eight spent shell
casings were located in the grass. Yellow evidence tent markers were placed next to each shell casing.
The overall area was photographed. The shell casings were photographed and collected. The shell
casings were determined to be 9mm Luger shell casings with a manufacturer of "CBC". The headstamp
of shell casing labeled #1 was photographed.
The shell casings were transported to the Springfield Police Department and shell casing labeled #1
was entered into NIBIN for further analysis.
The shell casings were entered into SPD Evidence under property #20-1341 and submitted to the
Illinois State Police Crime Lab for further analysis.

Dartavius L Barnes disobeyed the stop sign at Laurel and Martin Luther King Jr Dr. I performed a
U-turn and initiated a traffic stop on the Chrysler at 16th and Laurel.
Dartavius appeared to be arguing with an unknown subject on the phone. I asked him to get off the
phone and he complied. Dartavius asked if he could get outside of his vehicle and see if it was struck by
gunfire. I told him to stay in the vehicle until a backup officer arrived on scene with me. I heard via my
department radio that a Dartavius subject was possibly the suspect in the shots fired. I had Dartavius exit
the vehicle and secured him in handcuffs (checked for fit and double locked). Dartavius gave consent for
officers to search his vehicle and advised there was cannabis inside it.
Dartavius was secured in the backseat of my squad car. Dartavius' father arrived on scene in a white
Dodge SUV, which resembled a van. Dartavius' father was asked to park down the street and he
complied.
A search of the vehicle was conducted by officers. A bag containing suspected cannabis was located
underneath the front passenger seat. Another bag of suspected cannabis was located in the trunk of the
vehicle. A mason jar with suspected cannabis inside was located in the center console. The bags of
suspected cannabis weighed approximately 29.2 and 29 grams, including packaging. The suspected
cannabis inside the mason jar was dumped into an evidence bag and weighed approximately 21.4 grams
(field tested positive). In total, approximately 79.6 grams of suspected cannabis was located inside the
vehicle. None of the suspected cannabis was transported in the proper packaging by Dartavius and it
was over 30 grams. I located a digital scale on Dartavius' person and a numerous plastic bags inside the
glove compartment. I know through my training and experience, having individual bags of cannabis,
accompanied with a digital scale and plastic bags, is indicative of street level drug sales. Furthermore, I
know through my training and experience that 79.6 grams of suspected cannabis is more than personal
use.
Dartavius' Chrysler had one bullet hole on the rear passenger's side of it, please see SPD report number
S20-29421 for further information on the shots fired.
Dartavius was issued a Notice to Arrestee for the suspected cannabis and released from the scene. I
booked the suspected cannabis into evidence under property #20-1340. A use of force form was
complete.
