DIRECTIONS

Write a letter as the mayor of Ocean Springs to the residents of Bienville Place subdivision conveying what is happening
with the Finicky Pet Food plant. The news is not good, so you will have to convey it tactfully. The facts of the case and
your letter must be based on the article below. Don’t make up facts!

Scenario: You’re writing to the upscale residents of Bienville Place subdivision, who will not be happy to hear what you
have to say. Consider what their expectations would be of a city document and convey your message accordingly. Use this
sheet to apply the B.E.B.E. formula.

1. In the blanks below, write out a buffer that indicates the general
purpose (vs. the specific bottom line) while establishing common
ground, agreement, understanding, appreciation, something positive.

Thank you all for expressing your concerns regarding the finicky pet food plant relocation. We are closely monitoring
the possibility of odors and engaging in every step of the move. In events like this, we explore all options possible.

2. Now write out an explanation to set up the bad news come.

Ocean springs offers vacant areas for industrial uses. City planner Donovan Scruggs said the property was zoned
industrial before the subdivision was built. A body shop, cabinet shop, and boat business are located nearby. Plant
manager Dean Niemann said in a statement that the company no longer needed its Pascagoula location near deep water,
which was rented from the county.

said. We care about our residents’ satisfaction, so action to regulate the potential odor will be taken. Scruggs said the city
has investigated the possibility that the plant will emit odors. He said the city has a nuisance ordinance that should handle
anything that might arise.
