1.0 GENERAL

1.1 SCOPE OF SPECIFICATION

A. This specification addresses the minimum technical requirements for design,


engineering, furnishing, installing, supervision, testing and commissioning of
telephone instruments, door intercom systems, and communication cables in
commercial and housing buildings per MARAFIQ’s contract documentation.

B. The contractor shall furnish all labor, materials, tools and equipment required to
complete the work.

C. Where works interface with Saudi Telecommunication Company (STC), the


equipment/materials and installation shall comply with STC standards latest revision
and shall be reviewed and approved by the STC.

1.4 REFERENCES

A. The referred codes and standards are intended to provide an acceptable level of
quality for materials, products and workmanship. In case of conflict between these
standards and the text of this specification, the specification text shall govern.

1.5 DEFINITIONS

A. Intercom system: A voice communication system linking different rooms within a


building or other facilities.

1.7 QUALITY CONTROL

A. The Contractor shall be responsible for the quality of work and shall develop and
propose programs and methods of construction and testing to achieve the specified
quality to the approval of the MARAFIQ.

1.8 HEALTH AND SAFETY CONSIDERATIONS

A. All works undertaken in relation to this specification are to be completed in full


accordance with the respective health and safety requirements established by the
following:

1. Kingdom of Saudi Arabia

 Legislation, Regulation, Standards and Codes

2. Royal Commission Regulation

 Standards, Contractual Conditions, and Health and Safety Systems

3. Contractor

 Health and Safety Standards and Systems as accepted by MARAFIQ

B. In the absence of any of the above, best accepted industry practice shall be employed
throughout.

1.9 SERVICE CONDITIONS

A. All the equipment/materials installed indoor shall be suitable for continuous


operation under the following service conditions:

1. Ambient Air Temperature

a. A maximum of 40°C
b. A minimum of 0°C
c. Average temperature, measured over a period of 1 month, is a maximum of
35°C

2. Relative Humidity (Average Value)

a. For a period of 24 hours, does not exceed 95%


b. For a period of 1 month, does not exceed 90%.
B. All the equipment/materials installed outdoor shall be suitable for continuous
operation under the following service conditions:

1. Ambient Air Temperature

a. A maximum of 50°C
b. A minimum of 0°C
c. Average temperature, measured over a period of 1 month, is a maximum of
45°C
2. Altitude is less than 1000 m, unless a higher altitude is specified in Contract
Drawings.

3. Average Value of the Relative Humidity

a. For a period of 24 hours, does not exceed 95%


b. For a period of 1 month, does not exceed 90%
c. Relative humidity may be temporarily 100%

1.10 FACTORY TESTING

A. The Contractor shall ensure that all tests and inspections are carried out prior to
shipping the equipment by the supplier. The Contractor is responsible to ensure that
all equipment is manufactured in accordance with the design characteristics
mentioned in this Specification. However, MARAFIQ reserves the right to carry out
tests and inspections of equipment if deemed necessary.

1.11 COORDINATION

A. The Contractor shall be responsible for the proper coordination of all phases of the
work under this Contract.

B. It shall be the responsibility of the Contractor to coordinate the work and equipment
as specified herein, with work to be performed and equipment to be furnished under
other Sections of the specifications, in order to assure a complete and satisfactory
installation.

1.12 DELIVERY, HANDLING AND STORAGE

A. The Contractor shall deliver, handle and store equipment and material units in
accordance with all applicable MARAFIQ Specifications as well as the following
requirements:

1. Ensure equipment and materials are delivered to site originally packed, securely
wrapped and labeled by manufacturer in unopened containers. Protect materials
during delivery to comply with manufacturer’s direction.

2. Store materials at building site strictly according to manufacturer’s instruction.

3. Avoid damage or distortion of the materials during handling and shipment or


transportation.

4. The Contractor shall be responsible for damages of equipment/materials


occurring during transportation or storage of the product.

2.0 PRODUCTS

2.1 GENERAL

A. All goods and products covered by these Specifications shall be procured, when
available, from an in-Kingdom manufacturer. Procurement of all goods and products
manufactured out-of-Kingdom must be approved by MARAFIQ.

B. Telephone instrument and door intercom system shall comply with Saudi Arabian
Ministry of Communications and Information Technology regulations and related
ITU and CCITT recommendations.

C. General requirements for telephone instruments are as follows:

1. The telephone sets shall be equally compatible with the Digital Electronic
Private Automatic Branch Exchange (EPABX), the key system and the local
telephone exchange.

2. It shall all have push-button dials, and shall be designed to operate efficiently
over long line loops.

3. Color samples of the telephone sets, shall be provided to MARAFIQ for


approval of the colors to be furnished.

4. The equipment shall be suitable for the particular environment and shall be
designed to prevent ingress of all vermin, accidental contact with live parts, and
to minimize the ingress of dust and dirt.

5. The equipment shall withstand mechanical and vibration shock during handling
and transportation, when packaged for shipment with the proportions as
specified in the MARAFIQ Telephone System and Intercommunication
Equipment Specification.

2.2 DESIGN AND CONSTRUCTION

A. Telephone Instrument design requirements including case, hand set, push-button,


wiring, internal components handset cord, and line cord shall comply with the
MARAFIQ Telephone System and Intercommunication Equipment Specification.

B. Digital Telephones

1. The telephone set shall have at least 12 facility buttons with associated LED’s
and designations. At least half the facility buttons shall be freely programmable
by the user.
2. It shall also be possible to incorporate a loudspeaker function and a digit display
(LCD) in the telephone, showing the number of the calling extension, unless
otherwise specified by MARAFIQ.
3. All normal EPABX features shall be available from the digital telephone.
4. The digital telephones shall also have buttons for secrecy, programming mode
and triple access line.
5. There shall be functions for automatic speech connection and message waiting
indication.
6. It shall be possible to dial directly hands free without waiting for dialing tone.
7. It shall be possible to dedicate the most common features to a programmable
button.

C. The Pair Density Factor

1. The pair density factor suggested for distribution or riser cable requirements
beyond the main terminals is from 5 to 20 pairs per 100 m2, for general
office use. Special use buildings or special use areas in a building must be
estimated on the basis of whatever information is available.

D. Communication Cables

1. The Contractor shall refer MARAFIQ Specifications MQ-SP-T-7807 and MQ-


SP-T-7811 for indoor and outdoor communication cables.

E. Building Door Entrance Intercom System

1. Door answering systems shall consist of one or more entrance stations. The
system may also include an electric door opening system.

2. Door intercom systems can be a press-to-talk system, allowing speech between


the door station and any house or apartment main station, or a duplex system
allowing both speech between the door station and a house station and
communication between house stations.

4. The door station box shall be made of galvanized sheet steel and shall be
provided with rubber gasket to assure weatherproof attachment of the cover
plate.

5. The metal front plate shall include illuminated nameplates and pushbuttons, an
indicating lamp for “ready to communicate” and a push-button for switching on
the entrance illumination.

6. The integrated loudspeaker and microphone shall be designed for tropical


conditions and shall be frost and weather protected.

7. The Contractor shall refer to MARAFIQ Specification MS-SP-T-7808 for more


details about door intercom system.

2.3 SYSTEM GROUNDING

A. The grounding shall include all cable and installation hardware required. All
equipment shall be connected to earth ground via internal building wiring according
to NEC standards.

1. System grounding shall comply with all applicable MARAFIQ grounding


standards.

3.0 EXECUTION

3.1 GENERAL

A. All installation work shall be done in a thorough and workmanlike manner in


accordance with the plans, specifications and construction drawings, and shall be
subject to acceptance by MARAFIQ.

B. Deviations from the plans, specifications and construction drawings shall not be
permitted, except upon prior written authority by MARAFIQ.

3.2 INSTALLATION METHOD

A. General

1. After award of Contract and within the time period specified in the Contract, the
Contractor shall deliver the total system in a manner that fully complies with the
requirements of this Specification. The Contractor shall make no substitutions or
changes in the system without written approval from MARAFIQ.

2. The Contractor shall install all equipment and systems in a manner that complies
with accepted industry standards of good practice, the requirements of this
Specification, and does not constitute a safety hazard. The Contractor shall
ensure that all installation personnel understands and complies with all the
requirements of this Specification.

3. During installation, the Contractor shall ensure greater flexibility to meet current
and future communication needs.

4. Care must be taken if recommending in-building facilities consistent with any


forecast needs for the life of the building. These recommendations must be
flexible enough to adapt to future needs, since any forecast is subject to change.

5. The Contractor shall provide needs for future growth to avoid possible costly
rearrangements.

6. All cables, wires and noisy equipment shall be covered up according to the latest
installation standards.

7. The Contractor shall ensure better compatibility between the STC entrance
facilities, and facilities provided by MARAFIQ.

8. The Contractor shall provide all equipment necessary to meet the requirements
in the above sections as well as all system performance standards.

9. Where telephone or data outlets are installed adjacent to each other, install one
outlet for each instrument.

10. Equipment installed outdoors shall be weatherproof, and equipment installed


indoors shall be installed in metal cabinets.

11. The Contractor shall employ the latest installation practices and materials.

12. The Contractor shall guarantee that all installed material and equipment will be
free from defects, workmanship, and will remain so for a period of 1 year from
the date of final acceptance of the system by MARAFIQ.

13. The Contractor shall provide the manufacture’s equipment warranty documents
certifying that all equipment installed under this document conforms to its
published specifications.

B. Telephone Systems Installation

1. Installation of telephone systems shall comply with MARAFIQ Specifications


MQ-SP-T-7804, MQ-SP-T-7806, and MQ-SP-T-7811.

3.3 TESTING AND COMMISSIONING

A. The Contractor shall carry out all site tests in accordance with approved test
procedures to ensure that the equipment and related accessories comply with
specifications and operational requirements. All tests are subject to witnessing by
MARAFIQ’s representative.

B. At least 4 weeks prior to schedule tests, the Contractor shall submit to MARAFIQ an
outline of the plan and procedures used in performing the site inspection and site
tests. This shall include a brief description of the test equipment, reference drawings,
proposed tests and procedure, test sheets, calculations, reference drawings and
minimum/maximum test and performance values in conformance with the
specification and acceptability of the equipment and acceptability of the installation.

C. Upon completing the installation of the system, the Contractor shall test the entire
system to ensure proper working. The Contractor shall verify that the system is fully
operational and meets all the system performance requirements of this document.
Moreover, the system shall be checked to verify that all performance requirements
and standards are met. The performance requirements shall be verified using the
necessary test equipment.

D. Upon completion of installation and prior to final acceptance, each component of


each system shall be tested to the complete satisfaction of MARAFIQ. Before
commissioning, the Contractor shall provide all test instrumentation, equipment and
accessories necessary for demonstration and putting the equipment into operation.

E. Upon completion of all testing, the Contractor shall submit 5 copies of certified
reports attesting that each test has been performed in accordance with the approved
test procedures. The report for each test shall include the name of the person in-
charge of the test and the date of performance. All factory and field test reports shall
be included in Operation and Maintenance Manual.

F. Telephone systems shall be tested in accordance with SASO 969.

G. Feeder and distribution cable terminations shall be tested separately as components


of their respective cables after jointing.

H. Transmission test from Central Office to interface cabinet shall be conducted.

I. Tests shall include as minimum:

1. Continuity test and loop resistance, unbalance resistance, opens, shorts, crosses,
grounds and insulation resistance.
