SPECIFICATION – LOCAL AREA NETWORK (LAN)

1.0 GENERAL

1.1 SCOPE OF SPECIFICATION

A. This specification specifies the minimum technical requirements for designing,


manufacturing, supplying, installing, storing, handling, testing and commissioning of
equipment, wires, cables, power supply wiring and connecting devices used in the
establishment of a Local Area Network (LAN) and Wireless LAN (WLAN).

B. Where the works interface with Saudi Telecom (STC) and King Abdulaziz City for
Science and Technology (KACST), the equipment/materials and installation shall comply
with STC and KACST regulation and standards.

1.2 SPECIFICATION INCLUDES

A. LAN and WLAN network in public buildings, offices, campuses, and places where access
to the computer server is required.

B. Supply and installation of all necessary hardware for cable runs such as ladders, channel,
ducts and support units.

C. Wires, cables, connecting devices, installation and testing for wiring systems used as
signal pathways for voice and high-speed data transmission.

1.5 DEFINITIONS

A. Access point : The term "access point" includes special-purpose hardware as well as
general-purpose computers that are configured to act as base stations or transceivers for
Wireless LANs. For pure peer-to-peer applications (where it may not be clear which
system is the base station), one unit should be registered, so that the channel, and other
information are in the database.

1.6 SUBMITTALS

A. The Contractor shall submit to MARAFIQ the following items for review and approval
before commencing work:

1. Detailed dimensioned Shop Drawings.

2. LAN and WLAN architecture drawings, cable layout and routing details.

3. Network Topology, Protocol, Port numbering and IP addresses details.

4. Manufacturer’s data sheets indicating the necessary installation dimensions, weights


and materials.

5. Certificate of compliance stating that the materials used conform to all requirements
of this Specification.

6. A list of manufacturers of all items indicated for under this Specification.

7. Copies of catalogs of all equipment to be furnished.

8. Manufacturers suggested list of 2 years spare parts.

9. Quality program as specified.

B. After installation and commissioning of the equipment, the Contractor shall submit the
following:

1. As-built drawings of complete system.

2. All test results and commissioning reports to show that all tests specified was
performed and all requirements have been met.

3. Operation and Maintenance manuals.

4. Field test report.

1.7 QUALITY CONTROL

A. The Contractor shall be responsible for the quality of work and shall develop and propose
programs and methods of construction and testing such as to achieve the specified quality
to the approval of MARAFIQ.

1.8 HEALTH AND SAFETY CONSIDERATIONS

A. All works undertaken in relation to this Specification are to be completed in full


accordance with the respective health and safety requirements established by the
following:

1. Kingdom of Saudi Arabia


 Legislation, Regulation, Standards and Codes
2. Royal Commission Regulations
 Standards, Contractual Conditions, and Health and Safety Systems
3. Contractor
 Health and Safety Standards and Systems as accepted by MARAFIQ

B. In the absence of any of the above, best accepted industry practice shall be employed
throughout.

1.9 SERVICE CONDITIONS

A. All the equipment/materials installed indoor shall be suitable for continuous operation
under the following service conditions:

1. Ambient Air Temperature


a. A maximum of 40°C
b. A minimum of 0°C
c. Average temperature, measured over a period of 1 month, is a maximum of
35°C.
2. Relative Humidity (Average Value)
a. For a period of 24 hours, does not exceed 95%
b. For a period of 1 month, does not exceed 90%.

B. All the equipment/materials installed outdoor shall be suitable for continuous operation
under the following service conditions:

1. Ambient Air Temperature


a. A maximum of 50°C
b. A minimum of 0°C
c. Average temperature, measured over a period of 1 month, is a maximum of
45°C
2. Altitude is less than 1000 m, unless a higher altitude is specified in Contract
Drawings.

3. Average Value of the Relative Humidity

a. For a period of 24 hours, does not exceed 95%


b. For a period of 1 month, does not exceed 90%
c. Relative humidity may be temporarily 100%.

1.10 FACTORY TESTING

A. All the equipment/material shall be tested at factory. The Contractor shall notify
MARAFIQ in writing not less than 30 days prior to the scheduled starting date of the
factory tests.

B. MARAFIQ reserves the right of deputing their representative for witnessing the factory
test.

C. Upon completion of factory test, and before shipment of the equipment/material, the
Contractor shall submit 5 certified copies of test reports not later than 10 days after the
completion of all factory tests for review/approval of MARAFIQ.

D. On arrival at site, the equipment/material shall be checked for operational and


dimensional requirements.

1.11 COORDINATION

A. The Contractor shall be the responsible for the proper coordination of all phases of the
work under this Contract.

B. It shall be the responsibility of the Contractor to coordinate the work and equipment as
specified herein with work to be performed and equipment to be furnished under other
Sections of the specifications in order to assure a complete and satisfactory installation.

1.12 DELIVERY, HANDLING, AND STORAGE

A. The Contractor shall deliver, handle, and store equipment and materials in accordance
with the following requirements:

1. Ensure equipment and materials delivered to site originally packed, securely wrapped
and labeled by the manufacturer in unopened containers. Protect materials during
delivery by complying with manufacturer’s direction.

2. The Contractor shall store materials at building site strictly according to


manufacturer’s instruction.

3. Avoid damage or distortion of the materials during handling and shipment or


transportation.

4. Be responsible for damages of equipment/materials occurring during transportation


or storage of the product.

2.0 PRODUCTS

2.1 GENERAL

A. All goods and products covered by this Specification shall be procured, when available,
from an in-Kingdom manufacturer. Procurement of all goods and products manufactured
out-of-Kingdom shall be approved by MARAFIQ.

B. The Contractor shall implement all engineering improvements as recommended by


original hardware manufacturer and approved by MARAFIQ. This shall include any
manufacturer recommended hardware or firmware upgrades deemed necessary for normal
operability of the product.

2.2 SYSTEM REQUIREMENTS

A. General

1. The Contractor shall coordinate the features of materials and equipment so that they
form an integrated system.
2. Components and interconnections shall match for optimum future performance.

3. Unless otherwise indicated, provide spare fibers and conductor pairs in cables;
positions in patch panels, cross-connects and terminal strips and space in backbone
cable trays and wire-way to accommodate 20% future increase in active work-
stations.
4. The technical characteristics of a LAN such as network topology, access method and
data transmission rate shall comply with IEC 60847.
5. The Contractor shall provide all required software that is applicable for LAN and
WLAN and their associated hardware.
6. Network equipment provided shall be compatible with Cisco technology solutions.
7. All network solutions must be redundant, fault tolerant, with fallback, diverse routed
solution that will allow continued connectivity if failure occurs.
8. Equipment warranty shall be included for a minimum of 10 years, starting at full
system acceptance for passive elements.
9. The Contractor shall provide and install all necessary cable and related hardware in
Data Center to connect all existing servers within MARAFIQ to ensure dedicated
individual communication speeds up to 10 GB.
10. The Contractor shall include remote management tools that at a minimum, provide
full network management, real time reports of performance, and alert notifications in
graphic format, to support groups or helpdesk.

B. LAN and WLAN Hardware

1. The LAN hardware includes Routers, Switches, Hubs, LAN Cabling, Patch panels,
STC Leased Line, DSL connection connected to the MARAFIQ LAN. The WLAN
hardware includes Access points and the latest versions of PC cards for notebooks or
wireless interface cards for desktops. All devices shall be rack mounted except for
wireless access points.
2. The Routers, Switches, and other hardware shall be compatible with Cisco
technology.
3. LAN servers and Network components shall be from reputable manufacturers.
4. The LAN network components shall be in an air-conditioned room unless otherwise
specified by MARAFIQ. The air-conditioned room shall comply with the
requirement of Information Technology Equipment Room (ITER) specified in
Specification MQ-SP-T-7807.
5. The LAN inside building cables shall be at least Cat6 with RJ-45 connector as
specified in Specification MQ-SP-T-7807. The LAN outside building cables shall be
fiber optics unless otherwise indicated.
6. All patch panels and cables shall be labeled following the ANSI/TIA/EIA 606A
standard.
7. The Contractor shall provide UPS power for LAN and WLAN server and network
with battery charger unless otherwise specified MARAFIQ.

C. Internet Service

1. The Contractor shall provide a minimum of 2 Mbps internet connectivity from a local
ISP.
2. All needed hardware shall be provided, including ISP subscription, STC connectivity
charges, internet access subscriptions or charges, training, security and management
software.
3. All necessary designs, licenses, software, applications, installation, associated
hardware for full implementation of the internet connection and service for
MARAFIQ shall also be provided.
4. The Internet Services shall include:
a. Primary internet connection that ensures a minimum of E-1 throughput.
b. Throughput of E-1 will be 100% dedicated and available from 0600 to 1800
daily.
c. Throughput will be allowed to throttle down to 516 Kbps from 1800 to 0600
daily.
d. Throughput will be fully dedicated to a major backbone provider.
5. The Contractor shall design the system to ensure automatic fallback in case of
primary failure.
6. The Contractor shall provide monitoring solutions that will provide a 24 x 7x 365
days monitoring of all internet connection to include at a minimum:
a. Current line of status.
b. Throughput capability
c. Bandwidth consumption.
7. Also, the Contractor shall provide a 24 x 7 x 365 alert solution of all internet
connections to include a minimum:
a. Line of connection failure
b. Threshold variance
c. Throughput
d. Bandwidth
e. Alert solution shall be capable of sending warnings or alerts via e-mail, pager
and phone

D. Internet and Network Security

1. The cache flow shall provide network and user security to internet access.
2. Improved performance and access to internet using larger cache area shall be
guaranteed.
3. Minimum configuration of the Cache Flow shall include but is not limited to:
a. 4 x 36 GB Ultra 160 SCSI.

b. 1.5 GB RAM.
c. NIC 10/100/1000.
4. Firewall and implementation details shall be provided.

E. Dial-Up Service

1. Remote Access Service (RAS) shall be rack mounted Cisco dial up with a minimum
of 60 Ports and 56 K Analog Modems.
2. It shall include all needed configuration and management software, training and
manuals.

F. Wireless Local Area Network Specification

1. The Contactor shall design a WLAN for data communication within MARAFIQ
buildings including examination hall and cafeteria. The design shall be approved by
MARAFIQ.
2. Required Security
a. Every Wireless LAN implementation within MARAFIQ shall be done in
accordance with a security plan. This plan shall address at least the following
issues:
 Restricting access to the network so that only authorized people can use it.
 Preventing unauthorized users from being able to see confidential data
appearing on the network, particularly MARAFIQ passwords.
b. All WLAN hardware including Access Points shall at minimum, support the
IEEE 802.11b and IEEE 802.11g wireless standard.
c. Wireless Access Points shall support the latest version of Wi-Fi Protected
Access (WPA) or equivalent and shall have this feature enabled.
d. All Wireless Access Points shall be securely mounted so they are inaccessible to
unauthorized personnel.
e. The design shall have the following main criteria:
 The WLAN shall accommodate the maximum number of users specified by
MARAFIQ
 The WLAN design shall have as low as possible interferences
 The WLAN design shall guarantee maximum security for data transfer

2.3 SYSTEM MATERIALS

A. Cable trays shall comply with MARAFIQ Specification MQ-SP-T-7810.

B. Raceways and Boxes shall comply with MARAFIQ Specification MQ-SP-T-7810.

C. Distribution Racks shall comply with MARAFIQ Specification MQ-SP-T-7807.

D. Twisted-Pair (TP) Cables, Connectors, Cross-connect panel, Patch panel, Jacks and Jack
Assemblies for TP, Patch Cords and Terminal Equipment shall comply with MARAFIQ
Specification MQ-SP-T-7807.

E. Racks (Enclosures)

1. The Contractor shall provide universal patching frames (Racks) to support equipment
and patch panels.
2. The cabinet shall be 475 mm (19 in.) cabinet with the following specifications:
a. 900 mm wide x 450 mm deep x 2200 mm height.
b. The structure shall allow cables to be managed throughout the frame without
encountering sharp edges or corners.
c. Vertical cable management on both sides at the front of the frame shall be
provided to ensure patching is more manageable.
d. The cabinet shall be equipped with fan units to ensure adequate airflow in closed
environment.
e. The cabinet shall also be equipped with lockable front and back doors with key.
f. The cabinet shall have front glass.

3.0 SYSTEMS EXECUTIONS

3.1 GENERAL

A. The Contractor shall be responsible for coordinating the installation and activation of the
communication and data processing equipment as well as obtaining any required permits.

B. All equipment used to transport and place the cable shall be subject to MARAFIQ
approval.

C. The Contractor shall be responsible for providing operating and supervisory personnel
with adequate knowledge and experience.

D. All work shall be done in a workmanlike manner by competent personnel under the
supervision of personnel who have prior experience in the placing of wires and cables
including fiber optic cables.

E. A set of working drawings shall also be at the site at all times during the works. All work
shall be subject to acceptance by MARAFIQ.

F. Deviations from the Contract Drawings and specifications shall not be permitted, except
upon prior written permission of MARAFIQ.

G. Installation of Conductor Cables and Fiber Optic Cables shall comply with MARAFIQ
Communication Cable Specification.

3.2 SYSTEM INSTALLATION

A. The Contractor shall:

1. Install wires in raceway and cable trays except within consoles, cabinets, desks, and
counters, and except in accessible ceiling spaces and in gypsum board partitions
where cable wiring method may be used.
2. Install cables using techniques, practices and methods that are consistent with
Category 6 rating of components.
3. Ensure Category 6 performance of completed and linked signal paths, end to end.
4. Avoid damaging of conductors, shield and jacket while installing cables and ensure
that cables are not bent during handling or installing to smaller radii than minimum
recommended by the manufacturer.
5. Pull cables without exceeding cable manufacturer’s recommended pulling tensions. If
there are more than one cable being installed in the same raceway, all cables shall be
pulled simultaneously.
6. Use pulling compound or lubricant if necessary. Used compounds shall not damage
conductor or insulation.
7. Install exposed cable parallel and perpendicular to surfaces or exposed structural
members, and follow surface contours where possible.
8. Secure and support cable at intervals not exceeding 762 mm (30 in.) and not more
than 152 mm (6 in.) from cabinets, boxes, fittings, outlets, racks, frames, and
terminals.
9. Make splices, taps, and terminations only at indicated outlets, terminals, and cross-
connect and patch panels. Use splice and tap connectors compatible with media
types.
B. Separation of wires shall comply with EIA/TIA-569 rules or NEC 800.52 for separating
unshielded copper communication and data-processing equipment cables from potential
EMI sources, including electrical power lines and equipment.

C. Installation and configuration shall guarantee improved performance.

D. All items shall be installed, configured and tuned to work as a fallback site for disaster
recovery to the MARAFIQ main data center.

3.3 TESTING AND COMMISSIONING

A. General

1. The Contractor shall carry out all site tests in accordance with approved test
procedures to ensure that the equipment and related accessories comply with
specifications and operational requirements. All tests are subject to witnessing by
MARAFIQ’s representative.

2. At least 4 weeks prior to schedule tests, the Contractor shall submit to MARAFIQ an
outline of the plan and procedures used in performing the site inspection and site
tests. This shall include a brief description of the test equipment, reference drawings,
proposed tests and procedure, test sheets, calculations, reference drawings and
minimum/maximum test and performance values in conformance with the
specification and acceptability of the equipment and acceptability of the installation.
3. Upon completion of installation and prior to final acceptance, each component of
each system shall be tested to the complete satisfaction of MARAFIQ. Before
commissioning, the Contractor shall provide all test instrumentation, equipment and
accessories necessary for demonstration and putting the equipment into operation.
4. Upon completion of all testing, the Contractor shall submit 5 copies of certified
reports attesting that each test has been performed in accordance with the approved
test procedures. The report for each test shall include the name of the person in-
charge of the test and the date of performance. All factory and field test reports shall
be included in Operation and Maintenance Manual.
5. Care shall be taken that the test apparatus does not damage the equipment or other
related accessories during the testing.
6. Commissioning shall be in accordance with MARAFIQ specifications.

B. Testing of the Cabling System Standards

1. Data Cable Testing


a. All data cables shall be tested using a Microtest Omniscanner for Pentascanner
for Cat6 NEXT test (or MARAFIQ accepted equivalent) as appropriate.
b. Measurements shall include:

 Propagation Delay

2. Fiber Optic Tests
a. All fiber optic cables shall be tested using a Microtest Certifiber, power meter
and light source.
b. Test shall be carried out at the following wavelengths:
 850 and 1300 nm for multimode fiber
 1310 and 1550 nm for single mode fiber
